Established in January 1, 1987, Assembly <br />Bill 2926 authorized school districts to levy developer fees for new residential, commercial and industrial construction. These fees <br />apply to the expansion or rehabilitation of existing buildings and the construction of new buildings within the boundaries of the <br />four school districts serving the City of Santa Ana. <br />Although school districts are responsible for the collection of fees, the City of Santa Ana cannot issue building permits for devel- <br />opments subject to school facilities fee requirements until the applicant demonstrates that the fees have been paid. <br />
