CHAPTER 30 <br />ELEVATORS AND CONVEYING SYSTEMS <br />SECTION 3001 <br />GENERAL <br />3001.1 Scope. This chapter governs the design, construction, <br />installation, alteration and repair of elevators and conveying <br />systems and their components. <br />> Exception: [DSA-AC] For accessibility requirements for <br />platform lifts and elevators, see California Code of Regu- <br />lations, Title 8 and Title 24, Part 2, Chapter 11 B, Sections <br />11 8-206.6,11 8-206.7, 118-407 and 118-410. <br />3001.2 Referenced standards. Except as otherwise provided <br />for in this code, the design, construction, installation, altera- <br />tion, repair and maintenance of elevators and conveying sys- <br />tems and their components shall conform to California Code <br />of Regulations, Title 8, Division 1, Chapter 4, Subchapter 6, <br />Elevator Safety Orders, ASME A90.1, ASME 820.1, ALI <br />ALCTV, and ASCE 24 for construction in flood hazard areas <br />established in Section 1612.3. <br />3001.3 Accessibility. Passenger elevators and platform <br />(wheelchair) lifts required to be accessible by Chapter 11 A or <br />118 shall conform to Chapter 1 1A for applications listed in <br />Section 1.8.2.1.2 regulated by the Department of Housing <br />and Community Development or Chapter 118 for applica- <br />tions listed in Section 1.9.1 regulated by the Division of the <br />State Architect-Access Compliance. <br />3001.4 Change in use. A change in use of an elevator from <br />freight to passenger, passenger to freight, or from one freight <br />class to another freight class shall comply with California <br />Code of Regulations, Title 8, Division 1, Chapter 4, Subchap- <br />ter 6, Elevator Safety Orders. <br />3001.5 Elevators utilized to transport hazardous materials. <br />Elevators utilized to transport hazardous materials shall also <br />comply with the California Fire Code Section 2703.10.4 <br />SECTION 3002 <br />HOISTWAY ENCLOSURES <br />3002.1 Hoistway enclosure protection. Elevator, dumb- <br />waiter and other hoistway enclosures shall be shaft enclo- <br />sures complying with Section 713. <br />3002.1.1 Opening protectives. Openings in hoistway <br />enclosures shall be protected as required in Chapter 7. <br />Exception: The elevator car doors and the associated <br />hoistway enclosure doors at the f[oor level designated <br />for recall in accordance with Section 3003.2 shall be <br />permitted to remain open during Phase I Emergency <br />Recall Operation. <br />3002.1.2 Hardware. Hardware on opening protectives <br />shall be of an approved type installed as tested, except that <br />approved interlocks, mechanical locks and electric con- <br />tacts, door and gate electric contacts and door-operating <br />2013 CALIFORNIA BUILDING CODE <br />mechanisms shall be exempt from the fire test require- <br />ments. <br />3002.2 Number of elevator cars in a hoistway. Where four <br />or more elevator cars serve all or the same portion of a build- <br />ing, the elevators shall be located in no fewer than two sepa- <br />rate hoistways. Not more than four elevator cars shall be <br />located in any single hoistway enclosure. <br />3002.3 Emergency signs. An approved pictorial sign of a <br />standardized design shall be posted adjacent to each elevator <br />call station on all floors instructing occupants to use the exit <br />stairways and not to use the elevators in case of fire. The sign <br />shall read: IN CASE OF FIRE, ELEVATORS ARE OUT OF <br />SERVICE. USE EXIT STAIRS. <br />Exceptions: <br />1. The emergency sign shall not be required for eleva- <br />ton that are part of an accessible means of egress <br />complying with Section 1007.4. <br />2. The emergency sign shall not be required for eleva- <br />tors that are used for occupant selftevacuation in <br />accordance with Section 3008. <br />3002.4 Elevator car to accommodate ambulance <br />stretcher. Where elevators are provided in buildings four or <br />more stories above, or four or more stories below, grade <br />plane, at least one elevator shall be provided for fire depart- <br />ment emergency access to all floors. The elevator car shall be <br />of such a size and arrangement to accommodate an ambu- <br />lance stretcher 24 inches by 84 inches (610 mm by 2134 mm) <br />with not less than 5-inch (127 mm) radius corners, in the <br />horizontal, open position and shall be identified by the inter- <br />national symbol for emergency medical services (star of life). <br />The symbol shall not be less than 3 inches (76 mm) in height <br />and shall be placed inside on both sides of the hoistway door <br />frame. <br />The following California sections replace the corresponding <br />model code section for applications specified in section 1.11 <br />for the Office of the State Fire Marshal. <br />3002.4a General stretcher requirements. All buildings and <br />structures with one or more passenger service elevators shall <br />be provided with not less than one medical emergency service <br />elevator to all landings meeting the provisions of Section <br />3002.4a. <br />Exceptions: <br />1. Elevators in structures used only by maintenance <br />and operating personnel. <br />2. Elevators in jails and penal institutions. <br />3. Elevators in buildings or structures where each <br />Landing is at ground level or is accessible at grade <br />level or by a ramp. <br />4. Elevator(s) in two-story buildings or structures <br />equipped with stairs of a configuration that will <br />413
