CITY OF SANTA ANA <br />Planning and Building Agency <br />- FOUNDATION DESIGN FOR EXPANSIVE SOILS: <br />FOUNDATION SYSTEMS FOR BUILDINGS ON EXPANSIVE SOILS SHALL BE DESIGNED AND <br />CONSTRUCTED IN A MANNER THAT WILL MINIMIZE DAMAGE TO THE STRUCTURE FROM <br />MOVEMENT OF THE SOIL. THE FOLLOWING GUIDELINES ARE INTENDED TO PROVIDE THE <br />REQUIRED MITIGATION. <br />NEW CONSTRUCTION <br />IN ORDER TO MITIGATE THE POTENTIAL FOR EXPANSIVE SOILS, EITHER A SOIL <br />REPORT SHALL BE SUBMITTED TO THE GRADING DIVISION FOR REVIEW AND <br />APPROVAL OR THE BUILDING FOOTINGS SHALL BE DESIGNED IN ACCORDANCE WITH <br />THE FOLLOWING REQUIREMENTS. <br />1. DEPTH OF FOOTINGS BELOW THE NATURAL AND FINISH GRADES SHALL NOT <br />BE LESS THAN 24 INCHES FOR EXTERIOR AND 18 INCHES FOR INTERIOR <br />FOOTINGS. <br />2. EXTERIOR WALLS AND INTERIOR BEARING WALLS SHALL BE SUPPORTED ON <br />CONTINUOUS FOOTINGS. <br />3. FOOTINGS SHALL BE REINFORCED WITH FOUR 1/2-INCH-DIAMETER DEFORMED <br />REINFORCING BARS. TWO BARS SHALL BE PLACED WITHIN 4 INCHES OF THE <br />BOTTOM OF THE FOOTINGS AND TWO BARS WITHIN 4 INCHES OF THE TOP OF <br />THE FOOTING. <br />4. ON -GRADE CONCRETE FLOOR SLABS SHALL BE PLACED ON A 4-INCH FILL OF <br />COARSE AGGREGATE OR ON A 2-INCH SAND BED OVER A MOISTURE BARRIER <br />MEMBRANE. THE SLABS SHALL BE AT LEAST 3-1/2 INCHES THICK AND SHALL <br />BE REINFORCED WITH 1/2-INCH-OIAMETER DEFORMED REINFORCING BARS. <br />REINFORCING BARS SHALL BE SPACED AT INTERVALS NOT EXCEEDING 16 <br />INCHES EACH WAY. <br />5. THE SOIL BELOW AN INTERIOR CONCRETE SLAB SHALL BE PRE -SATURATED TO <br />A DEPTH OF 18 INCHES PRIOR TO PLACING THE CONCRETE. <br />6. ALL DRAINAGE ADJACENT TO FOOTINGS SHALL BE CONDUCTED AWAY FROM <br />THE STRUCTURE BY A 3-FOOT-WIDE SLOPED APRON DRAINING INTO AN <br />APPROVED NON -EROSIVE DEVICE. <br />7. ALLOWABLE FOUNDATION AND LATERAL PRESSURES FOR FOOTING DESIGN <br />SHALL NOT EXCEED THE VALUES SHOWN IN TABLE 1806.2. <br />- PARALLAM BEAMS <br />1. PARALLAM WOOD BEAMS (PLB) SHALL BE MANUFACTURED BY TRUSS JOIST MAC <br />MILLAN, OR EQUAL OF BOISE, ID PER MANUFACTURER'S SPECIFICATIONS AND PER <br />ICBO REPORT NO. 4979, LARR #25202. <br />2. PROPERTIES OF PLB SHALL BE AS FOLLOWS: <br />E = 2.Ox106 PSI Fe = 1,600 PSI (PARALLEL TO GRAIN) <br />Fb = 2,900 PSI Fv = 290 PSI <br />- SHEAR WALL HOLD-DOWNS: <br />1. THE CONCRETE CONTRACTOR IS TO VERIFY LOCATION OF HOLD-DOWNS AND <br />ANCHOR BOLTS WITH ROUGH FRAMING TO ASSURE PROPER AND ACCURATE <br />INSTALLATION, WITH THE FRAMING CONTRACTOR. <br />2. ALL 'HDU' HOLD-DOWNS ARE TO BE INSTALLEO ACCORDING TO SIMPSON <br />STRONG -TIE SPECIFICATIONS AND REQUIREMENTS OF ICC-ES# ESR-2330 AND <br />LARR# 25720. <br />3. 'HDU' HOLD-DOWNS SHALL BE INSTALLED IN FOOTINGS HAVING A MINIMUM WIDTH <br />OF AT LEAST 8" (U.N.O.) <br />4. ALL HOLD-DOWN ANCHORS MUST BE TIED IN PLACE PRIOR TO FOUNDATION <br />INSPECTION. <br />CONSTRUCTION IN ACCORDANCE WITH THESE REQUIREMENTS DOES NOT PREVENT THE 2 <br />BUILDING/GRADING INSPECTOR FROM REQUIRING A SOIL REPORT AT ANY TIME, <br />BASED UPON SITE CONDITIONS. 3 <br />II. SLAB -ON -GROUND FOUNDATIONS <br />SLAB -ON -GROUND FOUNDATIONS SUCH AS A POST -TENSIONED MAT OR RAFT WILL <br />REQUIRE A SOIL REPORT AND THEY SHALL BE DESIGNED IN ACCORDANCE WITH 4 <br />CODE SECTION 1805.8.2. <br />III. EXISTING FOOTINGS <br />EXISTING RESIDENTIAL BUILDINGS WHICH ARE BEING REMODELED OR ADDED ONTO 5 <br />MAY UTILIZE THE EXISTING FOOTINGS TO SUPPORT THE PROPOSED CONSTRUCTION <br />IN LIEU OF COMPLIANCE WITH THE REQUIREMENTS SPECIFIED ABOVE PROVIDED THE <br />FOLLOWING CONDITIONS ARE MET: <br />1. THE TOTAL VALUE OF THE REMODELING PROJECT, INCLUDING ANY ADDITIONS, <br />MUST NOT EXCEED 50% OF THE REPLACEMENT VALUE OF THE EXISTING 6 <br />BUILDING. <br />2. THE PROJECT SHALL BE LIMITED TO THE EXISTING SINGLE FAMILY DWELLINGS <br />BEING ENLARGED OR REMODELED USING THE EXISTING FOOTINGS. ALL NEW <br />FOOTINGS MUST COMPLY WITH ALL REQUIREMENTS CONTAINED IN THIS <br />INFORMATION BULLETIN. <br />3. FOR OTHER THAN ONE-STORY ADDITIONS, THE CIVIL OR STRUCTURAL <br />ENGINEER OF RECORD SHALL PREPARE A STATEMENT TO BE INCLUDED ON <br />THE PLANS, STATING THAT THE ENGINEER HAS INSPECTED THE SUPPORTING <br />SOILS ON THE SITE AND IS KNOWLEDGEABLE OF THE SOILS IN THE AREA. <br />THE STATEMENT SHALL ALSO INCLUDE THE FOLLOWING INFORMATION: <br />A. THE TYPE OF SOIL ON THE SITE AND THE ESTIMATED CLASSIFICATION OF <br />EXPANSIVENESS. <br />B. THE STRUCTURAL ADEQUACY AND CONDITION OF EXISTING FOOTINGS. <br />4. ALL DRAINAGE ADJACENT TO EXISTING FOOTINGS SHALL BE CONDUCTED AWAY <br />FROM THE STRUCTURE. <br />- SPECIAL INSPECTION: <br />PROVIDE CONTINUOUS INSPECTION FOR THE FOLLOWING: <br />- DURING PLACING OF ALL STRUCTURAL CONCRETE F'C > 2500 PSI @ 28 <br />DAYS <br />- DURING ALL STRUCTURAL STEEL WELDING <br />- DURING BOLTING WITH HIGH TENSILE BOLTS <br />- DURING INSTALLATION OF EXPANSION ANCHORS <br />- DURING INSTALLATION OF EPDXY ANCHORS / DOWELS JUST PRIOR TO <br />PLACING CONCRETE FOUNDATIONS TO ENSURE SUBGRADE IS SUITABLE, FREE <br />FROM LOOSE SOIL, AND FOUNDATIONS ARE OF PROPER DIMENSIONS <br />- DURING INSTALLATION OF HOLD-DOWN ANCHORS AT PLYWOOD SHEAR WALLS. <br />- ROOF AND WALLS NAILING IN PROGRESS VISUAL INSPECTION PER AWS 01.1-94 <br />IS REQUIRED FOR ALL WELDING (CUTOUTS, CLEAN-UP, ROOT PASSES, FILL-IN <br />PASSES ETC.). WELDING INSPECTORS ARE TO BE AWS Q.C.-1 CERTIFIED. <br />APPROVAL BY THE INSPECTOR DOES NOT MEAN APPROVAL OF FAILURE TO <br />COMPLY WITH THE PLANS OR SPECIFICATIONS. ANY DETAIL WHICH FAILS <br />TO BE CLEAR OR IS AMBIGUOUS MUST BE REFERRED TO THE ENGINEER FOR <br />INTERPRETATION OR CLARIFICATION. <br />CONTINUOUS INSPECTION BY A DEPUTY INSPECTOR IS REQUIRED FOR EDGE <br />DISTANCE OF ANCHOR BOLTS. <br />CONTRACTORS RESPONSIBLE FOR THE CONSTRUCTION OF A WIND OR SEISMIC <br />FORCE RESISTING SYSTEM/COMPONENT LISTED INT THE "STATEMENT OF SPECIAL <br />INSPECTION" SHALL SUBMIT A WRITTEN STATEMENT OF RESPONSIBILITY TO THE <br />LADBS INSPECTORS AND THE OWNER PRIOR TO THE COMMENCEMENT OF WORK <br />ON SUCH SYSTEM OR COMPONENT PER SEC 1706.1. <br />CONTINUOUS SPECIAL INSPECTION BY A REGISTERED DEPUTY INSPECTOR IS <br />REQUIRED FOR FIELD WELDING, CONCRETE STRENGTH f'c>2500 psi, HIGH <br />STRENGTH BOLTING, SPRAYED -ON WATERPROOFING, ENGINEERED MASONRY, <br />HIGH -LIFT GROUTING, PRE -STRESSED CONCRETE, HIGH LOAD DIAPHRAGMS AND <br />SPECIAL MOMENT -RESISTING CONCRETE FRAMES. <br />PERIODIC SPECIAL INSPECTION IS REQUIRED FOR WOOD SHEAR WALLS, SHEAR <br />PANELS, AND DIAPHRAGMS, INCLUDING NAILING, BOLTING, ANCHIRING, AND OTHER <br />FASTENING TO COMPONENTS OF THE SEISMIC FORCE RESISTING SYSTEM.
