Expedited Permit Process for PV Systems - Micro-Inverter1 Expedited Permit Process for PV Systems Micro-Inverter The Solar America Board for Codes and Standards (Solar ABCs) Expedited Permit Pro- cess provides a means to differentiate systems that can be permitted quickly and easily due to their similarity with the majority of small-scale PV systems. Those systems with unique characteristics may be handled with small additions to this Expedited Permit Process or may require much more information, depending on the uniqueness of the installation. The following pages contain forms for the Micro-Inverter to use with the Expedited Per- mit Process. The Standard String, AC Module, and Supply-Side Connection forms are also available as interactive PDF files at www.solarabcs.org/permitting. In jurisdic- tions that have adopted the Expedited Permit Process for PV Systems, these forms can be filled out electronically and submitted in either printed form and via email. An elec- tronic format is used so that the supplied information is standardized and legible for the local jurisdiction. 4417 1%2 W Oakfield Ave1/23/2024 Expedited Permit Process for PV Systems — Micro-Inverter 2 Expedited Permit Process for Small-Scale PV Systems Micro-Inverter The information in this guideline is intended to help local jurisdictions and contractors identify when PV system installations are simple, needing only a basic review, and when an installation is more complex. It is likely that 50%-75% of all residential systems will comply with these simple criteria. For projects that fail to meet the simple criteria, resolution steps have been suggested to provide as a path to permit approval. Required Information for Permit: 1. Site plan showing location of major components on the property. This drawing need not be exactly to scale, but it should represent relative location of components at site (see supplied example site plan). PV arrays on dwellings with a 3’ perimeter space at ridge and sides may not need separate fire service review. 2. Electrical diagram showing PV array configuration, wiring system, overcurrent protection, inverter, disconnects, required signs, and ac connection to building (see supplied standard electrical diagram). 3. Specification sheets and installation manuals (if available) for all manufactured components including, but not limited to, PV modules, inverter(s), combiner box, disconnects, and mounting system. Step 1: Structural Review of PV Array Mounting System Is the array to be mounted on a defined, permitted roof structure? l Yes l No If No due to non-compliant roof or a ground mount, submit completed worksheet for the structure WKS1. Step 2: Electrical Review of PV System (Calculations for Electrical Diagram) In order for a PV system to be considered for an expedited permit process, the following must apply: 1. PV modules, utility-interactive inverters, and combiner boxes are identified for use in PV systems. 2. The PV array is composed of 4 series strings or less per inverter. 3. The total inverter capacity has a continuous ac power output 13,440 Watts or less 4. The ac interconnection point is on the load side of service disconnecting means (690.64(B)). 5. One of the standard electrical diagrams (E1.1, E1.1a, E1.1b, or E1.1c) can be used to accurately represent the PV system. Interactive PDF diagrams are available at www.solarabcs.org/permitting. Fill out the standard electrical diagram completely. A guide to the electrical diagram is provided to help the applicant understand each blank to fill in. Date: September 5th, 2019 Re: Structural Certification for the IronRidge FlashFoot2 This letter addresses the structural capacity of the IronRidge FlashFoot2 (FF2) component for use as a roof attachment for PV solar systems. FF2 is composed of an aluminum Cap, a 9” x 12” aluminum flashing, and an aluminum stabilizing base. The flashing component is attached to an underlying roof rafter using a 5/16” lag bolt. The assembly details are shown in Exhibit EX-0013. The referenced uplift and lateral resistance of FF2 is based on structural tests conforming to ASTM D1761-12 “Standard Test Methods for Mechanical Fasteners in Wood.” Testing was performed by installing a FF2 component on a sample roof deck composed of composition shingles covering ½” OSB Board over a 2x4 Douglas Fir rafter as shown in Figure 1. The moisture content and specific gravity of the rafter was measured and recorded per ASTM D2395-14 “Standard Test Methods for Density and Specific Gravity (Relative Gravity) of Wood and Wood-Based Materials.” The moisture content for uplift test samples was between 8% and 15% with an average specific gravity of 0.54. The moisture content for lateral test samples was 13% with an average specific gravity of 0.54. The critical failure mode observed for both the uplift and lateral tests was pullout of the 5/16” lag screw from the rafter. The average peak loads recorded at the critical failure point for the uplift and lateral tests were 3203 lbs. and 1237 lbs., respectively. A safety factor of 3.0 was applied to certify the allowable uplift capacity to 1067 lbs. and the allowable lateral capacity to 412 lbs. for a substrate with a specific gravity of 0.54. For rafter wood species with specific gravity other than 0.54, the allowable uplift capacity shall be adjusted by a factor of � 𝐺𝐺 0.54� 3 2 per AP&PA National Design Specification Eq. (12.2-1), and the allowable lateral capacities shall be adjusted per the equation 1 −(0.5−𝐺𝐺) from APA Engineering Wood Construction Guide APA 2011 (G is wood specific gravity). The Flush Mount System is a proprietary rooftop mounting system used to support photovoltaic (PV) modules installed in portrait or landscape orientation and set parallel to the underlying roof surface. PV modules are supported by extruded aluminum XR Rails and secured to the rails with IronRidge mounting clamps. The XR Rails are side mounted to a selected roof attachment with 3/8” stainless steel bonding hardware and then attached directly to the roof structure or to a stanchion that is fastened to the underlying roof structure. Assembly details of a typical Flush Mount installation and its core components are shown in Exhibit EX-0015. The IronRidge Flush Mount System is designed and certified to the structural requirements of the reference standards listed below, for the load conditions and configurations tabulated in the attached span tables. • ASCE/SEI 7-10 Minimum Design Loads for Buildings and Other Structures (ASCE 7-10) • 2015 International Building Code (IBC-2015) • 2016 California Building Code (CBC-2016) • 2015 Aluminum Design Manual (ADM -2015) The tables included in this letter provide the maximum allowable spans of XR Rails in the Flush Mount System for the respective loads and configurations listed, covering wind exposure categories B, C, & D, roof zones 1, 2 & 3, and roof slopes from 0º to 45º. The Flush Mount System is designed as a Risk Category II structure as defined by ASCE 7-10 Chart 1.5-1. 2. When designing with a roof slope not listed in the span tables, but no greater than 45°, the lesser of the two span values listed immediately below and above the desired slope shall be used. For instance, if one is designing to a roof slope of 12º, use the lesser of the two span values associated with 10º and 15º. 3. The wind speed selection shall conform to ASCE 7-10 Fig. 26.5-1A (Risk Category II wind) and any state & local county/city amendments to the IBC. No special wind topographic features are included in the span tables and the topographic coefficient (Kzt) is taken as 1.0. 4. The snow load used in the span tables is the ground snow and shall conform to ASCE 7-10 Fig. 7-1. If a more restrictive snow load is imposed by a local building code/amendment to the IBC, such snow load requirement shall also be complied with. If the local jurisdiction specified snow load is in the format of a flat roof snow load, it shall first be converted to a ground snow following the local building code/amendment before the application of the attached span tables. No special snow conditions are considered including unbalanced, drifting, sliding or ponding snow. Snow load conditions presented in the span tables do not include buildings which are intentionally kept below freezing, kept just above freezing, or unheated. 5. The span tables reflect the ASCE 7 prescribed earthquake loads with the maximum magnitudes being: 1) For ground snow no greater than 42psf: S s ≤ 2.0g for Site Class A, B, C, or D. 2) For ground snow greater than 65psf: S s ≤ 1.0g for Site Class A, B, C, or D. 3) For ground snow between 42 and 65psf: Ss ≤ 1.5g for Site Class A, B, C, or D. 6. Roof zone size and definition conforms to ASCE 7-10 Fig. 30.4-2A. 7. Allowable span length in the charts may be multiplied by a factor of 1.08 if the rails are continuous over a minimum of three spans. 8. An array to roof clearance of 2” minimum must be provided. 9. The maximum cantilever length measured from the rail end to the nearest attachment point shall not exceed 40% of the allowable span provided for the respective load & configuration condition from the span tables. 10. No rail splices are allowed in the cantilever, outer 2/3 of end spans, or middle 1/3 of interior spans. 11. For shaded cells of the span tables, UFO Mid Clamps shall not be installed closer than 20” to the shaded cell’s associated Roof Zone. 12. Systems using CAMO module clamps shall be installed with the following guidance: 1) For single module installations (“orphan modules”) using modules with a length greater than 67.5”, CAMO clamps shall not be installed in regions that experience ground snow loads of 70psf and greater: such scenarios are shown by asterisks in the applicable span table. 2) CAMO will function within a module’s design load ratings. Be sure the specific module being used with CAMO is listed in IronRidge’s installation manual, is suitable for the environmental conditions of a particular project, and meets the dimensional requirements shown in the figure below.
