Dear Mr. Freeland l
we continue to receive letters from you indicating that we must
do improvement work on our building according to the Seisic
ordinance, and informing us of the consequences if we fail tocomply. A copy of the latest letter dated April 20, 1984 is
enclosed.
This is to inform you again that we do not own or have an interestin the building at 902 North Main Street. our buil-ding is at 906
North Main Street, and does not come within the Scope of the
ordinance.
Enclosed are copies of our letter to you dated August 16, 1983
and a letter from the DepartmenL of Building and Safety datedApril 29, 198I confirming these facts.

Dear l,Ir. Tyler :
I was one of those present at the Public information meeting last evening.
we discussed briefly the Possibility that the building at the above address,
constructed in 1946, would be subject to the ordinance, which you felt was
unIikeIy.
I represent the owners of this building as l4anaging Trustee. The primary
occupant is Marinello school of Beauty. The site was the original home
of my Grandparents, I'tr. & Mrs. John McFadden. The original lessee of the
building was Barker Bros.
The enclosed letters, ore received the same day as the notice of last
evening's meeting and the attached copy of the ordinance, indicate why
I had assumed our building was subject to Ns-15I8.
I am noi{ assessing possible courses of action srhen the Present lease on
the building expires. l4r. Ream was kind enough to offer to discuss the
Redevelopment Agency program with me, and I plan to ask him for an
appointment in the near future. fn the meantine, I hope you can give me
a firm understanding as to whether or not subject building is covered by
NS-1518, and whether there are other recent ordinances or codes that
would impose special requirements should we decide to re-Iease the
property wi.thouc structural modification.
I ask the question in this manner as I received no notification when the
ordinance was adopted and just recently became aware of its existence.
My wife and I appreciated the way in which you and the other city represent-
atives handled a difficult situatj.on last night. we are also hopeful that
the city cormcil witl give favorable consideration to alleviating the
hardships indicated by many of the Participants. It is my impression that
many of those affected are small investors and other niddle class citizens
like myself who are not equipped as are the big developers and owners to
handle major new obligations of this kind, especially in periods of very
high interest rates and over a limited time interval.

The building at 906 N. Main Street in Santa Ana, which you own or have an
interest in, is one of the buildings that the City of Sania Ana deems not to
be in compliance with the Earthquake Hazard Reduction Ordinance
(NS l5r8).
If you have not already determined what you are going to do with your
property, we would like to assist you in making that decision.
We have developed a consortiurn to specifically deal with this problem.
The consortium is represented by knowledgeable, well qualified and
experienced professionals. It consists oI a licensed Structural Engineer
who will inspect your building and provide a prcliminary written report of
its strucrural integrity. A local Commercial Realtor anci Broker, specializ-
ing in oldet downtown buildings, will review the market potential of your
property, as is, and as it might be modified. A licensed Architect will
provide a design concept suggesting how it might ultirnately look. Finally,
a general Building Contractor will provide a written opinion as to the
approximate cost of rehabilitating your structure.
I will be coirtacting you in rhe near future to discuss your plans in further

[,Je are replying to your letter of llay 9, 1985 reqarding the referenced
building, ih which you requested that plans and elevationE be prepared,
and an anrlysis of the buildihg be submitted to your department.
nlthough the building iE technically under the Jurisdication of the
Santa Ana Seismic Safety ordinancei extensive reconstruction was done
after a fire in late 1961. (See our attached letter of July 23, 1984,
which dcscri bes the Hork done), This reconstruct ion was intended to
reduce the hazard of the unreinforced m.sonry xalls? which is egEen-
tially the qoal of the current ordinanee.
Since the buildinq undGprent Etrengthening work, xith a permit from the
City of Santa Ana, it scems unrea5onable and unheeessrry to require the
orher to do similar strengthening work at a later date.
The drarinqB rre have sub, itted provide details to correct the anchoraqe
of the ralls to the roof diaphragm. The methods uled |{ere typical fer
1961, but are now knosn to be inadequate. The details $e have desiqned
are intended to correct the deficiencies of the 1961 anchoraqes.

At your request we have examined the two bulldings (front and rear
DUiidings) at the referenced adoress. lle surveyed the builoings on
November l3 and Decerber 8, 198f. Thls letter reports our findings;
The front building on the lot is probably of pre-1933 construction,
but has reinforced concrete walls and a roof of t"rcod trusses and rafters.
A building of this type of constructlon ls not included in the scope of
the o rd i nance.

The rear buiiding has walls of unreinforced masonry but was extensively
reconstructed after a fire in late l96l . The reconstructlon as determined
by our survey included cuttlng into the unreinforced masonry walls and
cast i ng re inforced concrete col umns lnto the chases. The or i g ina I
building had horizontal concrete bond beams at levels that probably were
tloor oi mezzanine levels. These bond beams are Intact and addi tional
horizontal bond beanrs were added at the toP of the north and south walls
to stabilize the parapets. The west wall was reconstructed with reinforced
brick masonry filling in the existing openings and forming a reinforced
bond beam the ful I length of the west wal l.
The roof framing of the rear Luilding is modern wood trusses with a
panel ized plyr^ood roof. This coxstruction is equal to current construction
and was undoubtedly designed to suPPort the walls in the event of an
earthquake.
ln conclusion, it is our oPinion that neither of the two buildings
comprising the existing c,)nstruction at 902 North Hain Street are included
in the scope of the ordinance and no reconstructlon for earthquake
hazard reductlon viil I be requlred. lf yotr require addltlonal information
on these existing buildinqs, please call us.

0n Februarv 19, 1930, the Cit! Council of the City of Santa Ana adopted 0rdinance
iio, l(S-1.516. This Ordinance, entitled "Earthquake Hazard Reduction in Existing
Bul1di.ngs" added Article XI, consisting of Sections 8-2000 to 8-2007, to Chapter 8
of the Santa Ana Hunicipal Code. 0n September 8, 1981 , the City Council adopted
Ordinance No. NS-I598, uhich amended Article XI of Chapter I of the Municipal Code
b)' amending Sectjons 8-2002, 8-2004, 8-2005 and 8-2006, and by adding Section 8-2004.5
thereto, 0n March 14, 1983, the Cit)' Council adopted Ordinance No, NS-l673, vhlch
amendeC Article XI of Chapter 8 of the Municipal Code by amending Sections 8-2003,
8-2006 and 8-2007, and by adding Sections 8-2003.I, 8-2003.5, and 8-2004.1 thereto.
Hereafier in this Notice. 0rdinance lio, NS-1518, as amended by Ordlnances Nos. NS-1518
and 115-1673 vili be referred to as the City's "Seismic Safety 0rdinance",
The owner is required to have a structural analysis nade of the building by a licensed
strucEural engineer, cir j.1 engineer or archilect, This structural analysis is to be
submitted to the Deparlment of Planning E Development Services for reviey within tvo

RE: Existing building at rear of 902 N. Hain Street, Santa Ana, California.
Dea r Mrs. Ha rkham:
At your request we have examined the two buildings (front and rear
buildings) at the referenced address. We surveyed the buildings on
November ll and December 8, 1981. This lctter reports our findings:
The front building on the lot is probably of pre-1933 construction,
but has reinforced concrete walls and a roof of wood trusses and rafters,
A building of this type of construction is not included in the scope of
the o rd i nance.
The rear building has walls of unreinforced masonry but was extensively
reconstructed after a fire in late l95l . The reconstruction as determined
by our survey included cutting into the unreinforced masonry walls and
casting reinforced concrete columns into the chases. The original
building had horizontal concrete bond beams at levels that probably were
floor or mezzanine levels. These bond beams are intact and additional
horizontal bond beams were added at the top of the north and south walls
to stabilize the parapets. The west wall was reconstructed with reinforced
brick masonry filling in the existing openings and forming a reinforced
bond beam the full length of the west wall.
The roof framing of the rear building is modern wood trusses i.rith a
panelized plywood roof. This construction is equal to current construction
and was undoubtedly designed to support the walls in the event of an
ea rthquake.
ln conclusion, it is our opinion that neither of the two buildings
comprising the existing construction at 902 North Main Street are included
in the scope of the ordinance and no reconstruction for earthquake
hazard reduction wil I be required. lf you require additional information
on these existing buildings, please call us,
