provisions of the City's Seismic Safety Ordinance was July 29, 1986.
Compliance means elther completlng the necessary alteratlons to brlng the
building int.o conformance with Ehe Ordinance, or demolishi.ng the structure.
YoU ARE THEREFORE FURTHER ADVISED that pursuant to Sectlon 701(c) of the
Uniform Code for the Abatemen! of Dangerous Buildings, a copy of which is
attached hereto as Exhibit "A" and incorporated herein by reference, that
if, by August 29, 1986, required repair work has not been completed, the
City of Santa Ana intends to enforce its Seismic Safety 0rdinance in
accordance uith any or all of the provisions of Section 701(c).
It is suggested thaE you notify each of your tenants of the contents of

to comply with the seismlc code dld not lnclude some modif icatlon to the
restaurant that were also necessary and required a complete
re-engineerlng of the project. These plans are not yet complete and we
flnd i[ necessrry to request a change in our selsmlc classlflcation to a
medlum rlsk buiidlng untilsuch tlme as we can complete these plans and
have them approved. We anticlpate thls to be wlthin 45 days
Since our faclllty is somewhat unique in that it is a restaurant, we have
devisedaplanthatwillallowustocontinuetooperatewhllereducingthe
restaurant capaclty to an acceptable level for selsmlc neclasslficatlon.
Since oun heavlest trade ls between l l:00A.11. and ]:00 P.M. ( lunch trade)
we propose to close our bar area to the publlc between the hours of

The purpose of this letter is to again inform you of therequirements of the City of Santa Ana's Seismic SafetyOrdinance (Article XI, Chapter 8, Santa Ana Municipal Code) .As of the date of this letter, you have failed to complywi.th the Ordinance's requirements in that the hrork requiredto seismically rehabilitate the structure has not beenstarted.
I wish to inform you that according to the Ordinance, you
have until April 23, L984. to complete the seismic reha-bilitation work. In accordance with the Seismic SafetyOrdinance, you will be shortly recej.ving a formal Notice andOrder from me to obtain permits to rehabilitate or demolishthe structure. This Notice and Order will be issued pur-suant to Section 302, paragraph 13 of the Uniform Code forthe Abatement of Dangerous Buildings, and the building wiIIbe posted as a dangerous structure on April 23, 1984.
The consequences of failing to comply with the Ordinance arethat you will be required to vacate the building and leaveit vacant until such time that you have completed theseismic rehabilitation work or you will be required todemolish the structure. In addition, you may be subject tocrimj-nal or civil action taken by the City Attorney. Inorder to avoid these consequences, f reco[unend that you takeimmediate action to begin the seismic work required lo makeyour building a safe structure, Or, if that is notfeasible, obtain permits to demolish the building.

Seismic Safety Ordinance Added To Munici aI Code
On February 19, 1980, the City Council of the City of Santa
Ana adopted ordinance No. NS-1518. This Ordinance, entitled
"Earthquake Hazard Reduction in Existing BuiIdings", added
Article XI, consisting of Sections 8-2000 to 8-2007, to
Chapter 8 of the Santa Ana Municipal Code. on September 8,
I98I, the City Council adopted Ordinance No. NS-I598, which
amended Article XI of Chapter I of the Municipal Code by
amending Sections 8-2002, 8-2004, 8-2005 and 8-2006, and by
adding Section 2004.5 thereto. on March 14, I983, the city
council adopted ordinance No. NS-1573, which amended Article
xI of Chapter I of the Municipal Code by amending Sections
8-2003, 8-2006 and 8-2007, and by adding Sections 8-2003.1,
8-2003.5 and 8-2004.1 thereto.
Determination of Ri sk
In August I980, a field engineering survey and review
conducted by the City determined that the subject building
is of a design and type of unreinforced masonry construction,
containing walls with less than the required reinforcement,
which falls within the scope of the Seismic Safety Ordinance.
That survey also determined that the building is class II-
high risk structure pursuant to the ordinance.

from the date of Notice. The required alterations were to
be begun within 180 days of issuance of the permit and the
building corrected to meet the minimum standards of the
ordinance within three years of service of the initial
Notice. The structural alterations nust be cornpleted by
April 23, 1984.

Sej smi c Safety Ordinance.
0rigjnally, this bui lding was included with the building at 7'l 9
N. l'lain Str"eet in the Seismic Safety Study completed jn September',l980. our reassessment of this building disclosed that 'it js separate
from the 7.I9 tl. Ma'in building. The building contains approxjmately
ll25 square feet and it is used for dental offices.
Based on this information, we have reclassified the ]08 East 8th
Street building to Class IV (low rjsk). This means that the notjce
to the owner of the requirements of The Seismic Safety Ordinance will
be sent in March, ,]985.
In regard to the 719 N. Ma'in building, the structural analysis

Based on the reconmendation of the Seismic Safety Conmittee, which was created several
months ago by the Santa Ana City Council for the purpose of reviewing 0rdinance No.
NS-1518 entjtled "Earthquake Hazard Reduction in Existing Buildings," the City Manager
of the City of Santa Ana, on July 13, 1981, granted a sixty (60) day extension of time
in order for the owners and persons in apparent charge or control of buildings which
fall within the Class II ("Hjgh Risk") category, to submit the required structural
analysis to the City of Santa Ana.
