A reviev of our records reveals that you have obtained a bui.ldlng permit for the
sej-smic rehabilitation of the subject property pursuant to the Cj.tyrs Seismic Safety
Ordinance (sec. 8-2000 through 8-2007 S.A.H.C.)
However, the 1982 Uniform Building Code, section 303(d) entitled Expiration states
thaE, rrEvery permiE issued by the buiLdlng officlal under the provision of this code
shaIl expire by limitation and become nu11 and void if the buildlng or work authorized
by such permj.t is not comrnenced within 180 days from the date of such p ermit, or if Ehe
buildin or work authorized b SUCh ermit is sus ended or abandoned at an time a fter
the work is commenced for a period of 180 days.
Failure to comply wi.th the 180 day tirne lj.mitation outlined under section 303(d) abovewill result in the expiration of your building permit, which in turn will necessitate
posting and vacation of the building in accordance with the provisions of the Santa Ana
Seismic Safety 0rdinance. A review of your pernit and inspection record indj.cates that
your permit will exp 1986 . In order to continue your bulldlng
pernit in full force a City inspecEion must be requested prior !o tha! date.
Therefore, I encourage you Eo continue construction vork and call for an inspection at
834-4183 prior to the above noted date. i

City actions and of vhat is required of you to comply with the Seismic Safety Ordinancd-.

0rdinance at 511-515 South Main SEreet.
For the sake of simplicity I vould like lo respond point by point to the major

tion is equally and consistently apptied to all Class III buildings vi.thin

as though a majority of Medium Risk buildings will in fact have permits
for full seismic rehabilitation by July 29, L984.

This is true. The Initial Order/Notice mailed Eo owners July 29, 1983
addressed this issue and referred to Sections 8-2004.1 and 8.2005(c).
These sections provi.de for an extension of compliance dates provided a1l
plans are found !o neet code and permits are obtained within 180 days
froD the date of Initial order/Notice. Under lhese regulations the oppor-
tunit.y to conduct partial seismic repair expired January 24, 1984.
The ordlnance does not allov any administrative means to waiver or extend any
of the regulations or compliance dates referred to in this correspondence.

We have recently been contacted by ol clients who have becorne concerned
with the content of a letter that t)fey originally received, from your depart-
ment, in the first week of Apri1y'981 . That letter indicated the scheduling
of a "public information meet i487' regarding the "Cityrs Seisnic Ordinance
#NS 1518". Said meeting was 116 be scheduled for April 22,7987, to which
the public was apparently ilfited. Our clients were not then interested in
said neeting, as they hady'o idea that the meeting might relate to something
to which their propertyfas subject.
/Recently, in conversfions with their adjoining property owners ' they have
become apprised of e fact that certain buildings in Santa Ana have been
held to be subj e to the ordinance's requirements for investigative studies
and, potentiall structual modifications. tlpon a review of the content of
the referenc etter, dated April 6, 1981 , they have noticed that it contains
a statement
Ordinancc S 1518 which is entitled 'Earthquake Hazard Reduction in
