1.LOCATION FOR ANY DESIGNATED STOCKPILES SHALL BE COORDINATED AND

SETTLING BASIN/OIL SEPARATOR. THESE POLLUTANTS INCLUDE LUBRICANTS,

HYDRAULIC FLUIDS, GREASES, AND OTHER SUCH PRODUCTS. PROMPTLY
CLEAN UP AND PROPERLY DISPOSE OF MATERIALS CONTAMINATED BY
SPILLAGE OR LEAKAGE OF PRODUCTS.
5.CONTRACTOR SHALL PROTECT ALL EXISTING DRAIN INLETS WITHIN A 500-FT
RADIUS FROM THE CENTER OF THE SITE TO PREVENT NON-STORMWATER

THE EXISTING CONDITIONS SHOWN DIAGRAMMATICALLY ON THE PLANS ORIGINATED FROM AS-BUILT
DRAWINGS AND FIELD SURVEY. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO VISIT
THE JOB SITE AND VERIFY THE EXACT EXISTING CONDITIONS UNLESS CONCEALED BEFORE

UNDERGROUND SERVICE ALERT:
BEFORE COMMENCING ANY EXCAVATION, THE CONTRACTOR SHALL OBTAIN AN UNDERGROUND
SERVICE ALERT INQUIRY I.D. NUMBER BY CALLING 1-800-422-4133. TWO (2) WORKING DAYS SHALL BE
ALLOWED AFTER THE I.D. NUMBER IS OBTAINED AND BEFORE THE EXCAVATION WORK IS STARTED
THAT UTILITY OWNERS CAN BE NOTIFIED.
PROTECTION AND RESTORATION OF EXISTING IMPROVEMENTS:
THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROTECTION OF PUBLIC AND PRIVATE
PROPERTY ADJACENT TO THE WORK PER SECTION 7-9 OF THE STANDARD SPECIFICATIONS.
REMOVALS:
ALL SITE PREPARATION AS INDICATED SHALL BE MADE UNDER THE CONTINUOUS INSPECTION OF
THE INSPECTOR OF RECORD (IOR) AND OWNER AUTHORIZED REPRESENTATIVE (OAR). SECURE THE
REQUIRED PERMIT FROM THE CALIFORNIA DIVISION OF INDUSTRIAL SAFETY FOR THE
CONSTRUCTION OF TRENCHES, SHORING OR EXCAVATIONS WHICH ARE 5 FEET OR DEEPER OR
WORK THAT MAY JEOPARDIZE THE WORKERS. SHORING CALCULATIONS SHALL BE PROVIDED AS
REQUIRED FOR APPROVAL AND PERMITTING.
THE CONTRACTOR SHALL KEEP THE CONSTRUCTION AREA SUFFICIENTLY DAMPENED TO CONTROL
DUST CAUSED BY WORK ACTIVITIES AS REQUIRED BY THE JURISDICTIONAL AGENCY.
ALL FILL OR BACKFILL SHALL BE COMPACTED TO AT LEAST 90% MDD (MAXIMUM DRY DENSITY) PER
ASTM D-1557.
CONSTRUCTION STAKING AND ADJUSTMENTS FOR IMPROVEMENTS SHOWN ON THESE PLANS SHALL
BE PERFORMED BY A LICENSED LAND SURVEYOR PAID FOR BY THE CONTRACTOR AND INCLUDED IN
THE CONTRACT.
VOIDS RESULTING FROM REMOVAL WORK SHALL BE FILLED WITH SUITABLE MATERIALS COMPACTED
TO 90% MAXIMUM DENSITY PER ASTM D-1557.

CALIFORNIA PUBLIC RESOURCES CODE (SECTION 5097.98) AND HEALTH AND SAFETY CODE (SECTION
7050.5) ADDRESS THE DISCOVERY AND DISPOSITION OF HUMAN REMAINS. IN THE EVENT OF
DISCOVERY OR RECOGNITION OF ANY HUMAN REMAINS IN ANY LOCATION OTHER THAN A DEDICATED
CEMETERY, THE LAW REQUIRES THAT GRADING IMMEDIATELY STOPS AND NO FURTHER EXCAVATION
OF DISTURBANCE OF THE SITE, OR ANY NEARBY AREA WHERE HUMAN REMAINS MAY BE LOCATED,
OCCUR UNTIL THE FOLLOWING MEASURES HAVE BEEN TAKEN:

PER CONSTRUCTION STAKING BY A LICENSED SURVEYOR. PRIOR TO GRADING, AS REQUESTED BY
THE INSPECTOR OF RECORD, ALL PROPERTY LINES, EASEMENTS, AND RESTRICTED USE AREAS
SHALL BE STAKED.
A COPY OF THE APPROVED GRADING PLANS MUST BE IN THE POSSESSION OF A RESPONSIBLE
PERSON AND AVAILABLE AT THE SITE AT ALL TIMES.
CONTRACTOR SHALL INSTALL TEMPORARY FENCING AROUND THE PERIMETER OF THE
CONSTRUCTION SITE AND STAGING AREA. FENCING SHALL BE MINIMUM 6 FEET TALL AND SHALL
HAVE A DUST/VISION BARRIER ALONG THE FULL LENGTH. THE DUST/VISION BARRIER SHALL EXTEND
THE LENGTH OF THE CONSTRUCTION SITE. THE FENCING SHALL BE ANCHORED TO THE SURFACE
AND SHALL BE ABLE TO WITHSTAND A 200-POUND HORIZONTAL POINT LOAD IN ANY DIRECTION.
TEMPORARY FENCING POLES AND GATES POST SHALL BE DRIVEN INTO THE GROUND. FENCE
STANDS WILL NOT BE ALLOWED EXCEPT FOR AREAS WHERE EXISTING CONCRETE IS TO REMAIN
PROTECT IN PLACE. WORK AREA AND STAGING AREA SHALL BE SECURE AT ALL TIMES.
THE CONTRACTOR SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR THE JOB SITE
CONDITIONS INCLUDING SAFETY OF ALL PERSONS AND PROPERTY, DURING THE COURSE OF
CONSTRUCTION OF THIS PROJECT. THIS REQUIREMENT SHALL APPLY CONTINUOUSLY, AND SHALL
NOT BE LIMITED TO NORMAL WORKING HOURS.

1.ALL GRADING SHALL COMPLY WITH THE LATEST CBC CHAPTERS 18 AND 33, AND APPENDIX J AND
THE SANTA ANA MUNICIPAL CODE. A CITY GRADING PERMIT IS REQUIRED FOR GRADING.
2.GRADING SHALL NOT BE STARTED WITHOUT FIRST NOTIFYING THE CITY GRADING INSPECTOR. A
PRE-GRADING MEETING ON THE SITE IS REQUIRED BEFORE STARTING OF GRADING WITH THE
FOLLOWING PEOPLE PRESENT: GRADING CONTRACTOR, DESIGN CIVIL ENGINEER,
GEOTECHNICAL ENGINEER, GRADING INSPECTOR AND WHEN REQUIRED, THE ARCHAEOLOGIST
AND PALEONTOLOGIST. THE REQUIRED INSPECTIONS FOR GRADING WILL BE EXPLAINED AT THIS
MEETING.
3.AN APPROVED COPY OF THE GRADING PLANS SHALL BE ON THE PERMITTED SITE WHILE WORK IS

11.THE LOCATING AND PROTECTION OF ALL EXISTING UTILITIES IS THE RESPONSIBILITY OF THE
PERMITTEE.
12.GRADING OPERATIONS, INCLUDING MAINTENANCE OF EQUIPMENT, WITHIN ONE-HALF (1/2) MILE
OF A STRUCTURE OF HUMAN OCCUPANCY SHALL NOT BE CONDUCTED BETWEEN THE HOURS OF
8:00 P.M. AND 7:00 A.M. ON WEEKDAYS, INCLUDING SATURDAY, OR ANY TIME ON SUNDAY OR A

13.THE PERMITTEE SHALL GIVE REASONABLE NOTICE TO THE OWNER OF ADJOINING LANDS AND

SUBJACENT SUPPORT OF THE ADJOINING PROPERTY. THE NOTICE SHALL STATE THE INTENDED
DEPTH OF EXCAVATION AND WHEN EXCAVATION COMMENCES. THE ADJOINING OWNER SHALL
BE ALLOWED AT LEAST 30 DAYS AND REASONABLE ACCESS ON THE PERMITTED PROPERTY TO

14.ALL EXISTING DRAINAGE COURSES THROUGH THE SITE SHALL REMAIN OPEN TO HANDLE THE

VEHICLES/EQUIPMENT WASH WATER AND CONCRETE WASH WATER; CONCRETE, DETERGENT
OR FLOATABLE WASTES; WASTES FROM ANY ENGINE/EQUIPMENT STEAM CLEANING OR
CHEMICAL DEGREASING; AND SUPERCHLORINATED POTABLE WATER LINE FLUSHINGS.
DURING CONSTRUCTION, DISPOSAL OF SUCH MATERIALS SHOULD OCCUR IN A SPECIFIED AND
CONTROLLED TEMPORARY AREA ON-SITE, PHYSICALLY SEPARATED FROM POTENTIAL STORM
WATER RUN-OFF, WITH ULTIMATE DISPOSAL IN ACCORDANCE WITH LOCAL, STATE, AND FEDERAL
REQUIREMENTS.
17.DEWATERING OF CONTAMINATED GROUNDWATER, OR DISCHARGING CONTAMINATED SOILS VIA
SURFACE EROSION IS PROHIBITED. DEWATERING OF NON-CONTAMINATED GROUNDWATER
REQUIRES A NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT FROM
THE RESPECTIVE STATE REGIONAL WATER QUALITY CONTROL BOARD.
18.ALL DIRT, SAND, MUD, OR DEBRIS DEPOSITED OR SPILLED UPON PUBLIC STREETS DURING ANY
GRADING, HAULING, OR EXPORT OPERATIONS SHALL BE IMMEDIATELY CLEANED UP BY THE
DEVELOPER, HIS CONTRACTOR, SUBCONTRACTORS, OR AGENTS TO THE SATISFACTION OF THE
CITY ENGINEER. FAILURE TO DO SO WILL BE CAUSE FOR STOPPING ALL SUCH GRADING,
HAULING, OR EXPORT WORK BY THE CITY UNTIL SUCH TIME AS THE STREETS ARE CLEANED.
19.ALL TRUCKS HAULING DIRT, SAND, OIL, OR OTHER LOOSE MATERIALS ARE TO BE COVERED OR

UNDERGROUND SERVICE ALERT:
BEFORE COMMENCING ANY EXCAVATION, THE CONTRACTOR SHALL OBTAIN AN UNDERGROUND
SERVICE ALERT INQUIRY I.D. NUMBER BY CALLING 1-800-422-4133. TWO (2) WORKING DAYS SHALL BE
ALLOWED AFTER THE I.D. NUMBER IS OBTAINED AND BEFORE THE EXCAVATION WORK IS STARTED
THAT UTILITY OWNERS CAN BE NOTIFIED.
PROTECTION AND RESTORATION OF EXISTING IMPROVEMENTS:
THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROTECTION OF PUBLIC AND PRIVATE
PROPERTY ADJACENT TO THE WORK PER SECTION 7-9 OF THE STANDARD SPECIFICATIONS.
REMOVALS:
ALL SITE PREPARATION AS INDICATED SHALL BE MADE UNDER THE CONTINUOUS INSPECTION OF
THE INSPECTOR OF RECORD (IOR) AND OWNER AUTHORIZED REPRESENTATIVE (OAR). SECURE THE
REQUIRED PERMIT FROM THE CALIFORNIA DIVISION OF INDUSTRIAL SAFETY FOR THE
CONSTRUCTION OF TRENCHES, SHORING OR EXCAVATIONS WHICH ARE 5 FEET OR DEEPER OR
WORK THAT MAY JEOPARDIZE THE WORKERS. SHORING CALCULATIONS SHALL BE PROVIDED AS
REQUIRED FOR APPROVAL AND PERMITTING.
THE CONTRACTOR SHALL KEEP THE CONSTRUCTION AREA SUFFICIENTLY DAMPENED TO CONTROL
DUST CAUSED BY WORK ACTIVITIES AS REQUIRED BY THE JURISDICTIONAL AGENCY.
ALL FILL OR BACKFILL SHALL BE COMPACTED TO AT LEAST 90% MDD (MAXIMUM DRY DENSITY) PER
ASTM D-1557.
CONSTRUCTION STAKING AND ADJUSTMENTS FOR IMPROVEMENTS SHOWN ON THESE PLANS SHALL
BE PERFORMED BY A LICENSED LAND SURVEYOR PAID FOR BY THE CONTRACTOR AND INCLUDED IN
THE CONTRACT.
VOIDS RESULTING FROM REMOVAL WORK SHALL BE FILLED WITH SUITABLE MATERIALS COMPACTED
TO 90% MAXIMUM DENSITY PER ASTM D-1557.
IF EXISTING UTILITIES ARE EXPOSED OR DETERMINED TO EXIST UNDER THE CONSTRUCTION LIMITS,
CONTRACTOR SHALL PROVIDE A FLAGGED STAKE THAT INDICATES THEIR LOCATION, TYPE OF
UTILITY, SIZE, PIPE MATERIAL AND DEPTH. STAKES SHALL BE INSTALLED NO LESS THAN 50' ON
CENTER ON STRAIGHT LINES AND AT BENDS.
MAINTAIN A RECORD OF LOCATION OF UTILITY MARKERS ON THE AS-BUILT PLAN AND REINSTALL
THEM AFTER PAVING. REPLACE BENT OR UNUSABLE MARKERS FOR ALL UTILITY LINES DISCOVERED
WITHIN THE WORK AREA. INSTALL BRASS UTILITY MARKERS INDICATING DIRECTIONS OF LINES AT
ALL CHANGES IN DIRECTIONS AFTER PAVING. INFORM THE SURVEYOR TO LOCATE AND RECORD
ACTUAL LOCATIONS.
UNCLOG, CLEAN AND FLUSH THE WORK AREA DRAINAGE SYSTEM AFTER PAVING AND IMMEDIATELY
BEFORE A RAIN FORECAST.
CALIFORNIA PUBLIC RESOURCES CODE (SECTION 5097.98) AND HEALTH AND SAFETY CODE (SECTION
7050.5) ADDRESS THE DISCOVERY AND DISPOSITION OF HUMAN REMAINS. IN THE EVENT OF
DISCOVERY OR RECOGNITION OF ANY HUMAN REMAINS IN ANY LOCATION OTHER THAN A DEDICATED
CEMETERY, THE LAW REQUIRES THAT GRADING IMMEDIATELY STOPS AND NO FURTHER EXCAVATION
OF DISTURBANCE OF THE SITE, OR ANY NEARBY AREA WHERE HUMAN REMAINS MAY BE LOCATED,
OCCUR UNTIL THE FOLLOWING MEASURES HAVE BEEN TAKEN:
A.IF THE REMAINS ARE OF NATIVE AMERICAN ORIGIN, THE DESCENDANTS FROM THE DECEASED
NATIVE AMERICANS HAVE MADE A RECOMMENDATION FOR THE MEANS OF TREATING OR

PER CONSTRUCTION STAKING BY A LICENSED SURVEYOR. PRIOR TO GRADING, AS REQUESTED BY
THE INSPECTOR OF RECORD, ALL PROPERTY LINES, EASEMENTS, AND RESTRICTED USE AREAS
SHALL BE STAKED.
A COPY OF THE APPROVED GRADING PLANS MUST BE IN THE POSSESSION OF A RESPONSIBLE
PERSON AND AVAILABLE AT THE SITE AT ALL TIMES.
CONTRACTOR SHALL INSTALL TEMPORARY FENCING AROUND THE PERIMETER OF THE
CONSTRUCTION SITE AND STAGING AREA. FENCING SHALL BE MINIMUM 6 FEET TALL AND SHALL
HAVE A DUST/VISION BARRIER ALONG THE FULL LENGTH. THE DUST/VISION BARRIER SHALL EXTEND
THE LENGTH OF THE CONSTRUCTION SITE. THE FENCING SHALL BE ANCHORED TO THE SURFACE
AND SHALL BE ABLE TO WITHSTAND A 200-POUND HORIZONTAL POINT LOAD IN ANY DIRECTION.
TEMPORARY FENCING POLES AND GATES POST SHALL BE DRIVEN INTO THE GROUND. FENCE
STANDS WILL NOT BE ALLOWED EXCEPT FOR AREAS WHERE EXISTING CONCRETE IS TO REMAIN
PROTECT IN PLACE. WORK AREA AND STAGING AREA SHALL BE SECURE AT ALL TIMES.
THE CONTRACTOR SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR THE JOB SITE
CONDITIONS INCLUDING SAFETY OF ALL PERSONS AND PROPERTY, DURING THE COURSE OF
CONSTRUCTION OF THIS PROJECT. THIS REQUIREMENT SHALL APPLY CONTINUOUSLY, AND SHALL
NOT BE LIMITED TO NORMAL WORKING HOURS.
THE PROPOSED GRADE IS THE FINAL GRADE AND NOT THE ROUGH GRADE. THE CONTRACTOR SHALL

5.THE GEOTECHNICAL ENGINEER SHALL PERFORM PERIODIC INSPECTIONS AND SUBMIT A
COMPLETE REPORT AND MAP UPON COMPLETION OF THE ROUGH GRADING. THE COMPACTION
REPORT AND APPROVAL FROM THE GEOTECHNICAL ENGINEER SHALL INDICATE THE TYPE OF
FIELD TESTING PERFORMED. EACH TEST SHALL BE IDENTIFIED WITH THE METHOD OF OBTAINING
THE IN-PLACE DENSITY, WHETHER SAND CONE OR DRIVE RING, AND SHALL BE SO NOTED FOR
EACH TEST. SUFFICIENT MAXIMUM DENSITY DETERMINATIONS SHALL BE PERFORMED TO VERIFY
THE ACCURACY OF THE MAXIMUM DENSITY CURVES BY THE FIELD TECHNICIAN.
6.CUT AND FILL SLOPES SHALL BE NO STEEPER THAN 2 FOOT HORIZONTAL TO 1 FOOT VERTICAL
(2:1) EXCEPT WHERE SPECIFICALLY APPROVED OTHERWISE.
7.FILLS SHALL BE COMPACTED THROUGHOUT TO A MINIMUM OF 90% RELATIVE DENSITY.
AGGREGATE BASE FOR ASPHALTIC AREAS SHALL BE COMPACTED TO MINIMUM OF 95% RELATIVE
DENSITY. MAXIMUM DENSITY SHALL BE DETERMINED BY UNIFORM BUILDING CODE STANDARD
NO. 70-1 OR APPROVED EQUIVALENT, AND FIELD DENSITY BY UNIFORM CODE STANDARD NO.
70-2 OR APPROVED EQUIVALENT.
8.THE CONTRACTOR SHALL NOT CREATE ANY TRENCH OR EXCAVATION 5-FEET OR MORE
WITHOUT THE NECESSARY PERMIT FROM THE STATE OF CALIFORNIA DIVISION OF INDUSTRIAL
SAFETY.
9.ALL CUT SLOPES SHALL BE INVESTIGATED BOTH DURING AND AFTER GRADING BY THE
GEOTECHNICAL ENGINEER TO DETERMINE IF ANY SLOPE STABILITY PROBLEM EXISTS. SHOULD
EXCAVATION DISCLOSE ANY GEOLOGICAL HAZARDS OR POTENTIAL GEOLOGICAL HAZARDS, THE
GEOTECHNICAL ENGINEER SHALL SUBMIT A RECOMMENDED TREATMENT TO THE CITY
ENGINEER FOR APPROVAL.
10.THE PERMITTEE IS RESPONSIBLE FOR DUST CONTROL MEASURES. WATER ACTIVE SITES AT
LEAST TWICE DAILY.
11.THE LOCATING AND PROTECTION OF ALL EXISTING UTILITIES IS THE RESPONSIBILITY OF THE
PERMITTEE.
12.GRADING OPERATIONS, INCLUDING MAINTENANCE OF EQUIPMENT, WITHIN ONE-HALF (1/2) MILE
OF A STRUCTURE OF HUMAN OCCUPANCY SHALL NOT BE CONDUCTED BETWEEN THE HOURS OF
8:00 P.M. AND 7:00 A.M. ON WEEKDAYS, INCLUDING SATURDAY, OR ANY TIME ON SUNDAY OR A
FEDERAL HOLIDAY. (CITY OF SANTA ANA MUNICIPAL CODE SECTION 18-314)
13.THE PERMITTEE SHALL GIVE REASONABLE NOTICE TO THE OWNER OF ADJOINING LANDS AND
BUILDINGS PRIOR TO BEGINNING EXCAVATIONS, WHICH MAY AFFECT THE LATERAL AND
SUBJACENT SUPPORT OF THE ADJOINING PROPERTY. THE NOTICE SHALL STATE THE INTENDED
DEPTH OF EXCAVATION AND WHEN EXCAVATION COMMENCES. THE ADJOINING OWNER SHALL
BE ALLOWED AT LEAST 30 DAYS AND REASONABLE ACCESS ON THE PERMITTED PROPERTY TO
PROTECT HIS STRUCTURE, IF HE SO DESIRES, UNLESS OTHERWISE PROTECTED BY LAW.
14.ALL EXISTING DRAINAGE COURSES THROUGH THE SITE SHALL REMAIN OPEN TO HANDLE THE
STORM WATER; HOWEVER, IN ANY CASE, THE PERMITTEE SHALL BE HELD LIABLE FOR ANY
DAMAGE DUE TO OBSTRUCTING NATURAL DRAINAGE PATTERNS.
15.APPROVED EROSION PROTECTION DEVICES SHALL BE PROVIDED AND MAINTAINED DURING THE
RAINY SEASON AND SHALL BE IN PLACE AT THE END OF EACH DAY’S WORK. PROPER EROSION
CONTROL MEASURES MUST BE SHOWN ON THE PLANS.
16.CONSTRUCTION SITES SHALL BE MAINTAINED IN SUCH A CONDITION THAT AN ANTICIPATED
STORM DOES NOT CARRY WASTES OR POLLUTANTS OFF THE SITES.
DISCHARGES OF MATERIAL OTHER THAN STORM WATER ARE ALLOWED ONLY WHEN NECESSARY
FOR PERFORMANCE AND COMPLETION OF CONSTRUCTION PRACTICES AND WHERE THEY DO
NOT: CAUSE OR CONTRIBUTE TO A VIOLATION OF ANY WATER QUALITY STANDARD; CAUSE OR
THREATEN TO CAUSE POLLUTION, CONTAMINATION, OR NUISANCE; OR CONTAIN A HAZARDOUS
SUBSTANCE IN A QUANTITY REPORTABLE UNDER FEDERAL REGULATIONS 40 CFR 117 AND 302.
POTENTIAL POLLUTANTS INCLUDE BUT ARE NOT LIMITED TO: SOLID OR LIQUID CHEMICAL SPILLS;
WASTES FROM PAINTS, STAINS, SEALANTS, GLUES, LIMES, PESTICIDES, HERBICIDES, WOOD
PRESERVATIVES AND SOLVENTS; ASBESTOS FIBERS, PAINT FLAKES OR STUCCO FRAGMENTS;
FUELS, OILS, LUBRICANTS, AND HYDRAULIC RADIATOR OR BATTERY FLUIDS; FERTILIZERS,
VEHICLES/EQUIPMENT WASH WATER AND CONCRETE WASH WATER; CONCRETE, DETERGENT
OR FLOATABLE WASTES; WASTES FROM ANY ENGINE/EQUIPMENT STEAM CLEANING OR
CHEMICAL DEGREASING; AND SUPERCHLORINATED POTABLE WATER LINE FLUSHINGS.
DURING CONSTRUCTION, DISPOSAL OF SUCH MATERIALS SHOULD OCCUR IN A SPECIFIED AND
CONTROLLED TEMPORARY AREA ON-SITE, PHYSICALLY SEPARATED FROM POTENTIAL STORM
WATER RUN-OFF, WITH ULTIMATE DISPOSAL IN ACCORDANCE WITH LOCAL, STATE, AND FEDERAL
REQUIREMENTS.
17.DEWATERING OF CONTAMINATED GROUNDWATER, OR DISCHARGING CONTAMINATED SOILS VIA
SURFACE EROSION IS PROHIBITED. DEWATERING OF NON-CONTAMINATED GROUNDWATER
REQUIRES A NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT FROM
THE RESPECTIVE STATE REGIONAL WATER QUALITY CONTROL BOARD.
18.ALL DIRT, SAND, MUD, OR DEBRIS DEPOSITED OR SPILLED UPON PUBLIC STREETS DURING ANY
GRADING, HAULING, OR EXPORT OPERATIONS SHALL BE IMMEDIATELY CLEANED UP BY THE
DEVELOPER, HIS CONTRACTOR, SUBCONTRACTORS, OR AGENTS TO THE SATISFACTION OF THE

1.SOIL/SLOPE STABILIZATION PRACTICES SHALL BE DESIGNED TO PRESERVE EXISTING VEGETATION WHERE
FEASIBLE AND TO REVEGETATE OPEN AREAS AS SOON AS FEASIBLE AFTER GRADING. THESE CONTROL
PRACTICES SHALL INCLUDE TEMPORARY SEEDING, PERMANENT SEEDING, MULCHING, SOD STABILIZATION,
VEGETATIVE BUFFER STRIPS, PROTECTION OF TREES, OR OTHER SOIL STABILIZATION PRACTICES.
2.SOIL STABILIZATION SHALL BE IMPLEMENTED ON ALL INACTIVE DISTURBED AREAS FROM NOVEMBER 1 THRU
APRIL 15 AND ON ALL DISTURBED AREAS DURING A RAIN EVENT OR POTENTIAL RAIN.
3.STABILIZATION PRACTICES SHALL CONTROL/PREVENT EROSION FROM THE FORCES OF WIND AND WATER.
4.STABILIZATION PRACTICES SHALL BE IMPLEMENTED IN CONJUNCTION WITH SEDIMENT TRAPPING/FILTERING
PRACTICES AND PRACTICES TO REDUCE THE TRACKING OF SEDIMENT ONTO PAVED ROADS.
5.WHEN USING STRAW MULCHING, THE MINIMUM APPLICATION SHALL BE 2 TONS/ACRE. MULCH MUST BE
ANCHORED IMMEDIATELY TO MINIMIZE LOSS BY WIND OR WATER.
6.WHEN USING HYDROSEEDING/MULCHING, THE MINIMUM APPLICATION OF WOOD FIBER SHALL BE 1,500
LBS/ACRE,THAT DOES NOT CONTAIN MORE THAN 50 PERCENT NEWSPRINT.
7.FOR SEEDING RECOMMENDATIONS, USDA, NATURAL RESOURCES CONSERVATION SERVICE.
NOTES:
SEDIMENTS AND OTHER MATERIALS SHALL NOT BE TRACKED FROM THE SITE BY VEHICLE TRAFFIC. THE
CONSTRUCTION ENTRANCE ROADWAYS SHALL BE STABILIZED SO AS TO PREVENT SEDIMENTS FROM BEING DEPOSITED
INTO THE PUBLIC ROADS. DEPOSITIONS MUST BE SWEPT UP IMMEDIATELY AND MAY NOT BE WASHED DOWN BY RAIN
OR OTHER MEANS INTO THE STORM DRAIN SYSTEM.
STABILIZED CONSTRUCTION ENTRANCE SHALL BE:
A. LOCATED AT ANY POINT WHERE TRAFFIC WILL BE ENTERING OR LEAVING A CONSTRUCTION
SITE RD OR FROM A PUBLIC RIGHT OF WAY, STREET, ALLEY, AND SIDEWALK OR PARKING AREA.
B. A SERIES OF STEEL PLATES WITH "RUMBLE STRIPS", AND/OR MIN 4" COARSE AGGREGATE
WITH LENGTH, WIDTH & THICKNESS AS NEEDED TO ADEQUATELY PREVENT ANY TRACKING ONTO
PAVED SURFACES.
ADDING A WASH RACK WITH A SEDIMENT TRAP LARGE ENOUGH TO COLLECT ALL WASH WATER CAN GREATLY IMPROVE
EFFICIENCY.
ALL VEHICLES ACCESSING THE CONSTRUCTION SITE SHALL UTILIZE THE STABILIZED CONSTRUCTION ENTRANCE SITES.
REMOVE ALL SEDIMENT DEPOSITED ON PAVED ROADWAYS IMMEDIATELY.
SWEEP PAVED AREAS THAT RECEIVE CONSTRUCTION TRAFFIC WHENEVER SEDIMENT BECOMES VISIBLE.
PAVEMENT WASHING WITH WATER IS PROHIBITED IF IT RESULTS IN A DISCHARGE TO THE STORM DRAIN SYSTEM.
REGULAR SWEEPING SCHEDULES SHALL BE SET UP, PARTICULARLY AFTER HEAVY RAINFALL OR CONSTRUCTION
ACTIVITIES, TO ADDRESS VISIBLE DEBRIS AND ENSURE THE ROADWAYS REMAIN CLEAR OF CONTAMINANTS. VACUUM
SWEEPERS, IN PARTICULAR, ARE HIGHLY EFFECTIVE AT COLLECTING FINE DUST AND PARTICLES THAT ARE HARDER TO
CAPTURE WITH TRADITIONAL MECHANICAL SWEEPERS.
STREET MAINTENANCE
CONSTRUCT THE SILT FENCE ALONG A LEVEL CONTOUR.
SILT FENCES SHALL REMAIN IN PLACE UNTIL THE DISTURBED AREA IS PERMANENTLY STABILIZED.
PROVIDE SUFFICIENT ROOM FOR RUNOFF TO POND BEHIND THE FENCE AND ALLOW SEDIMENT
REMOVAL EQUIPMENT TO PASS BETWEEN THE SILT FENCE AND TOE OF SLOPE OR OTHER
OBSTRUCTIONS. ABOUT 1200 SQ. FT. OF PONDING AREA SHALL BE PROVIDED FOR EVERY ACRE
DRAINING TO THE FENCE.
TURN THE ENDS OF THE FILTER FENCE UPHILL TO PREVENT STORMWATER FROM FLOWING AROUND
THE FENCE.
LEAVE AN UNDISTURBED OR STABILIZED AREA IMMEDIATELY DOWNSLOPE FROM THE FENCE.
DO NOT PLACE IN LIVE STREAM OR INTERMITTENTLY FLOWING CHANNELS.
WHEN STANDARD FILTER FABRIC IS USED, A WIRE MESH SUPPORT FENCE SHALL BE FASTENED
