Dear Frank:
Jacobs Engineering Group, Inc., as an independent third-party engineer, completed a site
observation of the Johanna Energy Center high voltage collector substation located at 1312 E.
Warner Avenue, Santa Ana, California 92705 on May 11th, 2023. A subsequent observation was
performed on October 8, 2024, to observe and record site lighting levels.
Our observations were limited to the Phase III expansion of the collector yard and high voltage
equipment and did not include the SCE Thaddeus Substation.
Our observations confirm that construction has been completed in accordance with the sealed
drawings that were transmitted on December 22nd, 2022. No substantial field modifications were
identified, and the need to provide portable lighting during night-time maintenance activities as
required by the National Electric Safety Code was discussed with the facility staff. Therefore, it is the
opinion of Jacobs that the Collector Yard and High Voltage Equipment were built in full conformity
with the certified designs and in accordance with the relevant codes, regulations and standards.
