Box 1988 (M-19) Santa Ana, CA 92702 (714) 647-5800 www. santa-ana.orq ELECTRICAL SIGN REQUIREMENTS Code references are to the 2010 California Electrical Code (CEC) A. All signs require Planning Department approval. B. All electrical signs require electric plancheck and permit. 1. Manufacturer's instructions are required at the time of submittal. C-11: 3-21-2011 2. Submit detailed installation instructions including diagrams to the Building Department for plan review at the time of submittal. Plans must include appropriate items noted by this bulletin. 3. Cash or surety bond in the amount of $200.00 is required at time of issuance for each address. The cash or surety bond will be refunded after all required finals. C. A building permit is also required - except for open or highlight neon lighting. D. Installation Requirements: CONTACT FIELD INSPECTOR PRIOR TO SIGN INSTALLATION. (SEE SECTION G OF THIS BULLETIN) 1. Conductors and equipment shall comply with California Electric Code Article 600. 2. All metal parts of a sign shall be bonded in the manner specified in Article 250. Isolated metal parts are permitted to be bonded by using an external green insulated conductor. Equipment grounding & bonding conductors must be sized by 110.26 and protected from physical damage. Minimum size is 14 AWG. CEC 600.7 3. A listed disconnect switch in the power supply primary, shall be installed within sight of sign or have permanently installed means for locking in an "OFF" position. This is also true for a transformer enclosure. CEC 600.6 4. A listed receptacle or an approved termination device shall be used for each neon electrode. To relieve stress at terminations, tubing shall be supported with listed tube supports in an approved manner within six inches of electrode connection. CEC 600.41 & 600.42 5. Every electric sign of any type shall be listed by an approved testing laboratory and shall be installed in conformance with this listing. That includes "l of x", "2 of x" labeling for each separate unit of a multi-unit sign. CEC 600.3 6. All "can" letters and transformers housings shall have section labels that are readily visible after installation. CEC 600.4 7. Transformers shall be located where accessible and be securely fastened in place. Page 1 of 2 When not inside the sign, they need a 3 foot high x 3 foot wide x 3 foot deep workspace. Transformers are permitted to be located in attics or canopies provided there is a passageway at least 3 feet high x 2 feet wide with a minimum 12 inch catwalldwalkway from the point of entry. Transformers must be securely fastened and independent of T- bar when above a suspended ceiling. No part of sign may be fed with flexible cord when located above T-bar ceilings. CEC 600.21(E&F) & 400.8 8. Adequate illumination shall be provided for all working spaces about electrical equipment. This applies to attics and canopies when entry is required to service or inspect the equipment. At least one switch is required at entrance. CEC 110.34 & 600.21 9. Doorway to an attic or canopy space shall be minimum 3 feet by 2 feet wide. CEC 600.21(E) E. Open neon outline or highlight lighting. 1. To be treated as a sign by this department. However, Section D-5 & D-6 of this bulletin will not apply. 2. Neon tubing shall be located where not normally exposed to physical damage. Open neon tubing below 9 feet shall be protected from physical damage by. an approved shielding method. CEC 600.30 and 110.34(E) F. Light-Emitting Diode (LED) Signs 1. Will be treated as a sign by this department. All sign rules in sections A, B, C, D, F, and G will apply as appropriate. 2. LED illumination for signage must be a listed or recognized component. Many LED manufacturers specify particular brands and models of transformers some do not. Manufacturer information to clarify this issue is required on LED sign plans. 3. Unlisted LEDs may not be used in an electrical sign or as permanently installed illumination. 110.3 4. Please have packaging or catalog cut-sheets on hand for inspector to review when LED modules do not bear listing symbols. G. Inspections 1. Contact an Electrical Inspector one (1) workday (minimum) in advance of installation to arrange a site meeting on dav of installation. 2. Call for inspection Monday through Friday, 8:00- 8:30 a.m. at (714) 647-5821. Approved prints and the job card must be on site for inspection. LED modules described in this section may be cut into segments per the manufacturer's installation instructions. 6. Units may be provided with Recognized Component (UYMR2), 3M type VHB double-sided adhesive tape. The tape must be utilized per the "Conditions of Use" as defined in the Sign Components Manual. 7. A heatsink or a means to draw heat away from the Printed Wiring Board shall be provided in the end-use application. Diffuser Panels, Cat. Nos. IEP1, IEP2, IEP3, and IEP4. 1. Cat. nos. IEP1, IEP3, IEP4 are suitable for use in dry, damp and wet locations. Cat. no. IEP2 is suitable for use in dry locations only. 2. The panels are suitable for use as a rigid non-enclosure rated sign body, awning, face or decorative application. 3. Panels have not been investigated for use as an enclosure of live parts, insulating barrier accessibility barrier, connection of conduit or component mounting or support. 4. Panels are flame class rated HB. 5. Cat. no. IEP1 rated 50°C for clear only when min 1.0 mm thick and rated 90°C for all colors when min 1.5 mm thick. 6. Cat. no. IEP2 rated 50°C for all colors when min 1.5 mm thick. 7. Cat. no. IEP3 rated 90°C for clear only when min 1.5 mm thick. ;) Cat. no. IEP4 rated 80°C for all colors when min 0.75 mm thick and 115°C for all colors when min 1.5 mm thick. These products are suitable for use in dry, damp and wet locations with supply sources rated at 12 Volts DC or less. 5. Power supply outputs should be connected positive to positive, negative to negative Still does not light. Check output voltage of power supply using a voltmeter. The output voltage should be 12.OVDC * 0.5VDC. If there is no output voltage, have a licensed electriclan check Input voltage. Make sure power suppty is connected correctly and getting primary power. If power supply is connected properly and getting primary power and there is still no output voltage, try a different power supply. If power supply is getting primary power and the modules don't light, there may be a short inStill does not light.the secondary wiring. Check all connections and cap all toose wires. The beginnlng of a leg Ijghts,The primary cause of a portion of a modules leg not lighting or lighting intermittently is abut the eritire {eg does not bad connection or reverse polarity connection between the modules that light and the moduleslight or lights intermittently.that don't light. Check this connection. Ensure maximum number of feet has not been exceeded (see Power Supply Capacity Chart).Modules are dim. Check secondary voltage. If voltage is below 11.5VDC, power supply teg may be overloaded. One module does not [fght, but Module are designed so if one module fails, it will not cause the entire sign or leg to go out all others in the leg light.If one module does not light, but all others in the leg do, replace this module with a new one. A Warning Risk of electrical shock. Turn power OFF before inspection, installation or removal.
