directly through the Department of Public Works, Building and Safety Division.
}Je have forwarded al1 of your current and previous cormunications to the office
of the City Engineer as they were received by us for permits, approvals, etc,
As a tenant of the City and as a user of support services from various City
agencies which theoretically obviate the necessity to duplicate personnel and
technicai services in each of the Departrnents, and for which substantial budget-
ary transfers are made, we have entrusted a1l Building and Safety matters with
the logical and appropriate Department.
Beyond passing your notification on to City Engineer Robert Eichblatt via Exec-
utive Director of Public Services, David Grosse, there is very little else the
Bowers Museum can do which will speed up this process. Could I suggest that
since your offices are 'in the same building with Public VJorks/Public Services,
etc., that you cormunicate directly with them since responsibil ity for al1 City
buildings l ies ultimately within City Hall.

necessary corrections to the old Museum structure. Attached is a copy of said

The budget process having been completed, we now have funding allocated for
plans, ipecifications and cost estimates for the corrective work. Please prepare
the RFP ind charge the costs to 401-116-621, Proiect 8558, U.0.88351. Please
let me know when the RFP will go to Counci1 .
I will assume that the copy of the preliminary structural analysis prepared by
John Kariotis and sent to Phil Freeland, June 30' 1983' will suffice as the

l,lhile the Kariotis report goes into specific details of the existing construction,it basically confirms that the "old" Bowers fluseum is an unreinforced masonrybuilding and, legal techn'ica'l ities aside, is subject to the City,s seismic stfety

One newly discovered fact is that, after examination of the plans, Kariotis has
detennined that the museum may be rec'lass'ified as a class III building rather
than the originally assumed class II classification. This will provide more timefor the museum to comply with the ordinance and is based upon an exception in theal features rather than the basic method

PRELIMINARY EVALUATION OF THE STRUCTURAL
INTEGRITY OF THE BOWERS HUSEUI,I
INTROOUCT ION
This report is presented under the terms of our agreement with the City of
Santa Ana to make a preliminary evaluation of the structural integrity of
the Bowers Museum based on criteria of the City of Santa Ana Earthquake
ilazard Reduct ion 0rdinance #NS-1518.
Our evaluation is based on our examination of accessible portions of the
Museum building, and adjoining structures, our review of the existing plans,
dated December 28, 1931, and our preliminary calculations based on the
requ i rements of the 0rd inance.
STRUCTURAL FEATURES OF THE MUSEUM
The Museum building is an unreinforced brick bearing wall building on a
concrete foundation. lt has a partial second floor constructed of a reinforced

North of the building and directly adjacent is a concrete building of recent
construction. This is structural ly independent of the unreinforced brick
building. lt is not under the jurisdiction of the 0rdinance and is not
within the scope of this report.
East of the building, forming south and east sides of a large patio is an
open arcade built of arched unreinforced brick hral ls with a wood plank and
beam roof. The south and east wings of the arcade meet at an unreinforced
brick bell tower with some reinforced concrete elements built into its
structure. The north end of the east wing of the arcade ends at an
unreinforced brick open pavilion with r"rcod framed roof,

1000 square feet and supported at the north on 3 feet square by 13 feet
high brick piers and at the south by a 25-inch thick by l4 feet hi9h,

The building has a rating classification lll according to the Ordinance on
the basis that exterior walls are braced by cross walls less than 40 feet
apart in each story.
We find that the building does not comply with the ordinance in the fol lowing
respects:

Mortar in the building is hard and in good condition. tJe expect that the
tests required by the Ordinance will allow the highest permitted shear
capacity. 0n this basis the walls considered as shear walls appear to have

adequate capacity to resist in-plane forces excePt that Preliminary
calculations indicate the gq;sibility of higher than allowable shear stresses
in the north wall of room (9).
The fol lowing structures, which are independent of the building' have
unreinforced masonry elements that u,ould develop tension stresses due to the
Ordinance requi red design forces and thus do not comply:

An inspection of Bowers liluseum was made by members of the building department and fire
department on November 5, l98l . A list of apparent building code violations and potential
hazards folIow:
l) Lxtensive electrical wiring added with new construction in both the "old'' building and
',new,' 1973 addition. No permits, plan check or inspections on this work. This wiring
is potenti al 1y hazardous.

b) Exit path to the southeast exit door pair (6' wide) restricted to a 4' width'
c) Partitions arranged in a confusing "maze like" manner with no exit path delineated.
d) Storage of display material etc. in exit paths leading to the southv',est exit door.
e) Similar to (d) at workshop area to the northwest.
f) southwest exit door locked with two (2) double cylinder deadbolts - - took four (4)
minutes for an employee to unlock this "system" of double locks.
S) In a building of Type I construction partitions are required to be of I hour fire
resistive construction; many partitions are constructed of plywood (non fire rated).
h) Some partitions not properly anchored, could possibly be pushed over.
i) panic hardware and illuminated exit signs are required at the southwest exit door.

permits (with the exception fo outside light standards) since 1975'
In addition to the above the museum has not submitted the required plans under the
se.ismic ordinance and is now in violation of that ordinance (deadline November 3' l98l).
