DIVISION 3. BUILDING SECURITY REGULATIONS
Sec. 8-200. Application and scope.
The provisions of this security ordinance shall apply to all activities for which a building permit is
required.
All applicable state and local fire codes must be adhered to. No portion of this division shall
supersede any local, state or federal laws, regulations or codes.
Sec. 8-207. Keying requirements.
Upon occupancy by the owner or proprietor, each single unit in a tract or commercial
development, constructed under the same general plan, shall have locks using combinations
which interchange free from locks used in all other separate dwellings, proprietorships, or similar
distinct occupancies within such tract or commercial development. Every applicant shall be
required to provide the enforcing authority with written confirmation of compliance with the above
requirements.
See. 8-208. Garage -type doors.
(a) Garage -type doors, which are either rolling overhead, solid overhead, swinging, sliding, or
accordion style doors shall conform to the following standards:
(2) Aluminum doors shall be a minimum thickness of.0215 inches and riveted together a
minimum of eighteen (18) inches on center along the outside seams. There shall be a full width
horizontal beam attached to the main door structure which shall meet the pilot, or pedestrian
access, door framing within three (3) inches of the strike area of the pilot or pedestrian access
door.
(f) Doors utilizing a cylinder lock shall have a minimum five (5) pin tumbler operation with the
bolt or looking bar extending into the receiving guide a minimum of one (1) inch.
Sec, 8211. Special commercial building provisions. panels, solid wood,or metal
(a) Swinging exterior glass doors, wood or metal doors with glass
doors shall be constructed or protected as follows: (electronic sliding doors are prohibited)
(1) Wood doors shall be of solid core construction with a minimum thickness of one and three -
fourths (13/4) inches. Hollow metal doors shall be constructed of a minimum equivalent to sixteen
(16) U.S. gauge steel and have sufficient reinforcement to maintain the designed thickness of the
door when any locking device is installed; such reinforcement being able to restrict collapsing of
the door around the locking device.
(2) Except when double cylinder deadbolts, are utilized or safety glazing is required by Chapter
54 of the Uniform Building Code, any glazing installed within forty (40) inches of any door locking
mechanism shall be constructed or protected as follows:
a. Fully tempered glass or rated burglary resistant glazing; or
b. Iron or steel grills of at least one -eighth (1/8) inch mesh secured with nonremovable bolts on
the inside of the glazing may be utilized; and framing for iron or steel grills shall be by one (1) inch
by one-fourth (1/4) inch flat metal secured by nonremovable bolts; or
c. The glazing shall be covered with iron or steel bars of at least one-half (1/2) inch round or
one (1) inch by one-fourth (I x 1/4) inch flat metal, spaced not more than five (5) inches apart and
secured with nonremovable bolts.
d. Items b. and c. above shall not interfere with the operation of opening windows if such
windows are required to be operable by the Uniform Building Code.
(d) Aluminum frame swinging doors shall conform to the following:
(1) The jamb on all aluminum frame swinging doors shall be so constructed or protected to
withstand one thousand six hundred (1,600) pounds of pressure in both a vertical distance of
three (3) inches and a horizontal distance of one (1) inch each side of the strike, so as to prevent
violation of the strike.
(2) Aluminum frame swinging doors shall be equipped with a two -point locking mechanism
consisting of deadbolt having a minimum bolt projection of one and one-half (1 1/2) inches, or a
hook shaped or similar bolt that engages the strike sufficiently to prevent spreading and a metal
automatic releasing threshold bolt having a minimum embedment of five -eighths ( 5/8) inch into
the floor. The deadbolt lock shall have a minimum of five (5) pin tumblers, and a cylinder guard
and shall be equipped with a locked indicator.
(f) Installation and construction of frames and jambs for exterior swinging doors shall be as
follows:
(1) Door jambs shall be installed with solid backing in such a manner that no voids exist
between the strike side of the jamb and the frame opening for a vertical distance of six (6) inches
each side of the strike. Finger joints are prohibited.
(i) Exterior transoms or windows shall be deemed accessible if less than twelve (12) feet above
ground or adjacent to any pedestrian walkway. Accessible windows and transoms having a pane
or opening exceeding ninety-six (96) square inches, with the smallest dimension exceeding six (6)
inches, and not visible from a public or private thoroughfare shall be protected in the following
manner:
(1) Fully tempered glass or burglary resistant glazing; or
(2) The following window barriers maybe used but, shall be secured with bolts, which are
nonremovable from the exterior.
a. Interior or exterior steel or iron bars of at least one-half (1/2) inch round or one by one -
quarter (I x 1/4) inch flat metal spaced not more than five (5) inches apart and -securely fastened',
or
b. Interior or exterior iron or steel grills of at least one -eighth (118) inch metal with not more
than a two (2) inch mesh and securely fastened.
(3) The protective bars or grills shall not interfere with the operation of opening windows if such
windows are required to be operable by the Uniform Building Code.
(j) Roof openings shall be equipped as follows:
(1) All skylights on the roof of any building or premises used for business purposes shall be
provided with:
a. Rated burglary resistant glazing; or
b. Iron or steel bars of at least one-half (1/2) inch round or one by one-fourth (1 x 1/4) inch flat
metal spaced not more than five (5) inches on center to cross the narrowest dimension of the
opening being covered. If the narrowest dimension of that opening exceeds eighteen (18) inches,
cross members shall be welded into place, not more than eighteen (18) inches apart beginning
with a cross member at the center of the opening. Cross members shall be welded to each and
every bar it crosses. The entire bar assembly shall be mounted inside the skylight and shall be
attached to the building structure by means of machine bolts spaced not more than sixteen (16)
inches apart or attached by means of an equivalent method approved by the enforcing authority;
or
c. A steel or iron grill of at least one -eighth (1/8) inch metal with a maximum two (2) inch mesh
mounted inside the skylight and secured by bolts which are nonremovable from the exterior.
d. These requirements do not apply on any structure with a height of thirty-five (35) feet or more
where there is no readily available roof access as determined by the enforcing authority.
(2) All hatchway openings on the roof or any building or premises used for business purposes
shall be secured as follows:
a. If the hatchway is of wooden material, it shall be covered on the inside with at least sixteen
(16) U.S. gauge sheet steel, or its equivalent, attached with screws.
b. The hatchway shall be secured from the inside with a slide bar or slide bolts which are
attached by nonremovable bolts.
c. Outside hinges on all hatchway openings shall be provided with nonremovable pins when
using pin -type hinges.
(3) All air duct or air vent openings exceeding ninety-six (96) square inches on the roof or
exterior walls of any commercial building shall be secured by covering same with either of the
following:
a. Iron or steel bars of at least one-half (1/2) inch round or one by one-fourth (I x 1/4) inch flat
metal spaced no more than five (5) inches apart and securely fastened; or
b. Iron or steel grills of at least one -eighth (118) inch metal with a maximum two (2) inch mesh
and securely fastened.
c. If the barrier is on the outside, it shall be secured with bolts which are nonremovable from the
exterior.
d. The above must not interfere with venting requirements, creating potentially hazardous
conditions to health and safety, or conflict with the provisions of the Uniform Building Code or Title
19, California Administrative Code.
(k) Permanently affixed ladders leading to roofs shall be fully enclosed with sheet metal to a
height of ten (10) feet. This covering shall be locked against the ladder with 9 case hardened
hasp, secured with nonremovable screws or bolts and a padlock with a minimum three -eighth
3,18) inch hardened steel shackle, locking at both heel and toe, and a minimum five (5) pin tumbler
operation with nonremovable key when in an unlocked position. Hinges on the cover Will be
provided with nonremovable pins when using pin -type hinges. structures which allow
(1) A building located within eight (8) feet of utility poles, trees or similar
access to the building's roof, windows or other openings shall have such access area barricaded
or fenced with materials to deter human climbing- cia
(m) The following standards for fighting and address markings shall apply to commercial
buildings:
(1) The address number of every commercial building shall be located and displayed so that it
shall be easily visible from the street. The numerals in these numbers shall be no less than six (6)
inches in height and be of a color contrasting to the background. In addition, any business which
affords vehicular access to the rear through any driveway, alleyway or parking lot shall also
display the same numbers on the rear of the building.
(2) All exterior doors shall be equipped with a lighting device which shall provide a minimum
maintained one (1) fbotcandle of light at ground level during hours of darkness. Lighting devices
shall be protected by vandal resistant Covers.
(3) All parking lots, and access thereto, providing more than ten (10) parking spaces and for
use by the general public, shall be provided with a minimum maintained one (1) footcandle of light
on the parking surface from dusk until the termination of business every operating day. At all other
hours of darkness, a minimum maintained .26 footcandles of light shall be provided at ground
level.
(4) Exterior lighting shall not shine away from subject property.
(n) Interior night lighting shall be maintained in those areas that are visible from the street
(ground floors only).
(o) All exterior block wall fencing shall have intervals providing visibility corridors which will allow
visibility of the interior from outside the wall, and these Visibility corridors shall be placed at regular
intervals. This applies only to block walls visible from the street. visible when the car door(s) is
(p) Passenger elevators, the interiors of which are not completely v
open, shall have mirrors so placed as to make visible the whole of the elevator interior to
prospective passengers outside the elevator.
(q) When access to or within a commercial complex is unduly difficult becauSe of secured
openings or where immediate access is necessary for life saving or fire fighting purposes, a key
override is to be installed in an accessible location. The key override shall be mastered to both the
fire department and police department keys. shall be protected by the following alarm
(s) Establishments having specific type inventories
service:
(1) Silent alarm system with a central station hook-up and required twenty -four-hour supervised
service:
b. Any establishment manufacturing, storing or selling firearms and ammunition.
c. Establishments selling or storing wholesale liquor, tobacco or drugs.
d. Facilities selling or storing furs.
e. Precious metal storage facilities.
f. Banks, savings and loan institutions and credit unions.
(2) Silent alarm system not requiring a central station hookup or supervised service:
a. Liquor stores.
b. Pawnshops.
c. Establishments manufacturing, storing or selling electronic equipment
d. Establishments dealing in coins and stamps.
e. Establishments manufacturing, storing or selling industrial tool supplies.
f. Establishments manufacturing, storing or selling cameras.
(3) Local or audible alarm system:
a. Antique dealers.
b. Art galleries.
(4) Nothing in this subsection shall preclude the use of an alarm system providing a higher level
of security than that which is required.

GENERAL
1. The contractor shall verify all dimensions, elevations and site con-
ditions before starting work and notify the Architecct immediately
of any discrepancies.
2. All omissions and conflicts between the various elements of the
working drawings and/or specifications shall be brought to the at-
tention of the Architect before proceeding with any work to in-
volved.
3. Resolve any conflicts on the drawings with the Architect before
proceeding with construction.
4. The Contractor shall determine the location of utility services in
the area to be excavated prior to beginning excavation.
5. No pipes, ducts, sleeves, chases, etc., shall be placed in slabs,
beams, or walls unless specifically shown or noted. Nor shall any
structural member be cut for pipes, ducts, etc., unless otherwise
noted. Contractor shall obtain prior approval for installation of
any additional pipes, ducts, etc.
6. All material and workmanship shall conform to the requirements of
the 2001 C.B.C.
7. Contractor shall provide safe and adequate temporary erection
bracing on all beams, walls, etc. to provide full structural stabi-
lity. Bracing shall not be removed until the completed structure
is capable of supporting each temporarily braced element for its
full loading.
8. It shall be the sole responsibility of the general contractor dur-
ing the course of construction to verify uniform distribution of
building materials above framed floors and/or roofs to prevent
deflections of framing members.
S. Submittal documents for deferred items (trusses, structural steel)
shall be submitted to the architect or registered- engineer of record,
who shall review them and forward them to the .building official with a
notation indicating that the deferred documents have been reviewed
and that they have been found to be in general conformance With
the design of the building. The deferred Items shall NOT be Installed
until their design and submittal documents have been approved by the
building official.
10, Permit application for which no permit is issued within 180 days
following the date of application shall expire by limitation section
107.4 2001 C.S.C.

FOUNDATION NOTES

I. Soil design pressure;

2. Bottom of footings shall be at least 24!' below nearest adjacent
grade. Footing excavations sholl be observed by a representative
of the Soils Engineer,
3. Soils Engineer. Coast Geotechnical, W.O. 254204, doted June 14, 2004.
4. Soil Engineer shall verify that construction at the site is in
accordance with the recommendations and conclusions of his report.
5. The foundation plan is to be reviewed and signed by the soils engineer,

CONCRETE
1. Cement shall conform to ASTM C-150, Type V.
2. Aggregates for normal weight concrete shall conform to ASTM
C-.!33.
3. Ready -mix concrete shall be mixed and delivered In accordance
with ASTM C-94.
4. Concrete shall -have a minimum compressive strength at 28 days
as follows:
a, Slab on grade & foundation; 4500 psi,
5. Admixtures may be used with proper approval of the Engineer.
Admixture used to increase the workability of the concrete shall
not be considered to reduce the specified minimum cement content.
6. Projecting comers of slabs, beams, walls, columns, etc, shall be
formed- with a 3/4" chamfer unless otherwise. noted.
7. Refer to architectural drawings for moulds, grooves, ornaments,
clips or grounds required to be cost into concrete and for ex-
tent of depressions, curbs and ramps.
8. Concrete form tolerances shall be within the standards set by
the American Concrete Institute.
9. No pipes or ducts shall be placed in structural concrete unless
specifically detailed. Refer to architectural, mechanical, plumbing
and electrical drawings for locations.
10. Grout shall consist of a mixture of cement and water. Grout
shall have a minimum compressive strength f g of 2000 psi.
11. Water/Cement Ratio to be 0,45.
PRECAST CONCRETE
I. Precast concrete shall have a minimum ultimate compressive
strength of 3000 psi at 28 days. Panels shall have a minimum
ultimate compressive strength of 2500 psi at the time of erec-
tion. Strength shall be determined from test cylinders and the
results approved by the engineer prior to erection of panels.
2. The contractor shall obtain an analysis of the erection stresses
of all precast panels, beams and other members from a qualified
engineering firm and shall be fully responsible for the safe and
proper erection of all precast concrete members, providing all
additional reinforced steel, strongbacks and other appurtenances
which may be required,
3. Braces, strongbacks, pickup Inserts and locations, etc. shall be
designed, manufactured and detailed by "Burke, *Superior" or qua-
lified agency, and shall be subject to approval of engineer prior
to installation.
4. Bond breaking agent shall be "Thompsons Water Seat" or "Horns
Parting Compound" or approved equal. In no case shall the break-
er restrict the placement of finish materials or point upon
treated surfaces.
5. Fill all pits, holes and pockets with grout and urn smooth with
burlap to remove all fins and ridges.
6. Verify all door and window opening dimensions with manufacturer.
7. Provide braces and connections to safely support the panels and
all other members until the structure, including the roof dia-
phragm, is adequate to support itself for all loadings.
REINFORCING STEEL
am
1 Bar reinforcement shall be ASTM A615 Grade 40 for #5
and smaller, and Grade 60 for #6 and larger.
2. Welded wire fabric shall conform to ASTM A185.
3. Lops at bar slices shall be 48 bar diameter or 12" minimum for
#6 bars and smaller in concrete and 60 bar diameters for J7 bars
or larger in concrete and 40 bar diameter or 18 minimum for
masonry.
4. Vertical bars In walls shall be accurately positioned at the
center of wall, unless otherwise noted on details, and shall
be tied in position at top and bottom and at intervals not
exceeeding 192 bar -diameter.
5. Reinforcing detailing, bending and placing shall be in
accordance with the concrete reinforcing steel institute
"'Manual of Standard Practice", latest edition.
6. Reinforcing steel shall be provided with the following

STRUCTURALSTEEL
I. All workmanship and material -shall conform to the latest edition of
the A.I.S.C. specifications for the design, fabrication and erection
of structural steel for buildings.
2. Structural steel shall conform to ASTM A36.
3. Steel pipe shall conform to ASTM A53, Grade "B".
4. Machine bolts and anchor 'bolts shall be Grade "A" conforming to
ASTM A307 unless noted otherwise.
5. Steel tube columns shall conform to ASTM A501 (Fy--36 ksi) or
ASTM A-500 Grade "B" (Fy--46 ksi),
WELDING
1. Welding shall be of either the shielded or submerged arc process
and performed by certified welders. Welders shall be qualified- in
accordance With the "Qualifications Procedure" of the American
Welding Society, latest edition. Shop welding shall be performed by
an approved, licensed fabricator. All structural field welding shall
have continuous Inspection by a registered deputy inspector.
2, Low hydrogen welding rods shall be used in welding of reinforcing
bars.
3. Use E70XX Electrodes.
STRUCTURAL WOOD
1. All wood members shall be Douglas Fir Larch (DF) Grade marked
by a recognized grading agency (W.C.L.B.).

treated Douglas Fir. Bolts shall be placed 9" from the end of a
board or from a notch and spaced at Intervals noted.
7. All bolt heads and nuts bearing on wood shall have a minimum of
2"4*0/16" plate washers. All bolt holes in wood shall be drilled
1/32" diameter larger than normal bolt diameter,
8. All framing anchors, post caps, column bases, etc. shall be as
manufactured by 'Simpson Company" or equal.
9. ' Provide double joists under all parallel partitions.
10. Provide blocking or bridging per Chapter 23 of C.B.C.
11. Top plates of oil wood stud walls to be two 2x (some width as
studs), unless otherwise noted. Lop 48" (minimum) with not less

WASHERS
1. Washers shall be used under heads and nuts of all bolts bearing
on wood. Washers shall be used in the following locations:
(a) Sole plates to foundation.
(b) Wood ledgers and caps to concrete and masonry walls.
(c) Against 2x member when 2x member is bolted to a heavier
member.
(d) A property sized nut and 2"x2'x3/16" thick washer plate
may be used elsewhere unless noted on the drawings.
GLUED LAMINATED BEAMS

1. Fabrication of glu-lam beams shall be in accordance with standard
specifications for structural glu-lam Douglas Fir (coast region)
as per West Coast Lumberman's Associates, latest edition.
2. All glu-lam beams shall be fabricated using exterior glue.
3. All glu-Iom beams shall be in accordance with NDS-97 combination
24F-V8 for cantilever; 24F-V4 for simple, span.
4. Manufacturer of glu-Iom beams shall stomp members with an I.D.
mark of a qualified central inspection organization and a certificate
of conformance shall be submitted to the Building Inspection
Department and Engineer prior to installation.
WOOD TRUSSES

1. Manufacturer shall -supply to the Arch itect/Engineer and the
Building Department calculations and shop drawings for approval
prior to fabrication. All calculations and shop drawings shall be
signed by a California registered Professional Engineer. It shall
be the responsibility of the manufacturer to obtain Building
Department approval of calculations and shop drawings prior
to installation.
2. Trusses shall be designed in accordance with the latest local
Building Code for all loads imposed, including lateral loads and
mechanical equipment loads.
3. All connectors shall be ICBO approved and of adequate strength
to resist stresses due to the loadings involved.
4. Dead load + live food deflections shall be limited to L/240.
5. Live load deflections shall be limited to L/360.
6. Blocking, cross bridging and/or bracing shall be provided and
detailed as required by the manufacturer to adequately brace
all trusses.
7. Roof trusses shall have progressive erection and..
permanent crgs tiridaina at maximum intervals of 12 ft. of span
for lateral support to prevent rotation of lateral displacement.
Note that -continuous runners connection top and bottom chords
of adjacent trusses, will only be permitted where gcoa broags
occur at every fourth -truss space, starting at the first joist from

8. Fabricated wood joists shall be designed and detailed for the
-load shown on this note and any special loads like A,C, units, etc,

FIRE SPRINKLER NOTES
1 Contractor shall submit shop drawings to the structural
engineer indicating the layout of all sprinkler lines, their
method of support, and the estimated weight of each line

sufficient time so that any upgrading or revising of the

DUTIES & RESPONSIBILITIES OF THE SPECIAL INSPECTOR
The special inspector shall observe, the work assigned for conformance
to the approved design drawings and specifications.
The special inspector shall furnish inspection reports to the building
official, the engineer or architect of record, and other designated
persons. All discrepancies shall be brought to the immediate attention
of the contractor for correction, then, if uncorrected, to the proper
design authority and to the building official.
The special Inspector shall submit a final signed report stating whether
the work requiring special inspection was, to the best of the inspector's
knowledge, in conformance to the approved plans and specifications and
the applicable workmanship provisions of this code.

GRADING NOTES
1. ALL GRADING SHALL COMPLY WITH UBC CHAPTERS 18 AND 33, AND APPENDIX CHAPTER 33 AND THE
SANTA ANA MUNICIPAL CODE, A CITY GRADING PERMIT IS REQUIRED FOR GRADING.
2. GRADING SHALL NOT BE STARTED -WITHOUT FIRST NOTIFYING THE CITY GRADING INSPECTOR. A PRE -GRADING
MEETING ON THE SITE IS REQUIRED BEFORE STARTING OF GRADING WITH THE FOLLOWING PEOPLE PRESENT:
GRADING CONTRACTOR, DESIGN CIVIL ENGINEER, GEOTECHNICAL ENGINEER, GRADING INSPECTOR AND
WHEN REQUIRED, THE ARCHAEOLOGIST AND PALEONTOLOGIST. THE REQUIRED INSPECTIONS FOR GRADING
WILL BE EXPLAINED AT THIS MEETING.
3. AN APPROVED COPY OF THE GRADING PLANS SHALL BE ON THE PERMITTED SITE WHILE WORK IS IN
PROGRESS.
4. THE DESIGN CIVIL ENGINEER SHALL BE AVAILABLE DURING THE GRADING TO VERIFY COMPLIANCE WITH
THE PLANS, SPECIFICATIONS, CODE AND ANY SPECIAL CONDITIONS OF THE PERMIT WITHIN HIS PURVIEW
5. THE GE07ECHNICAL ENGINEER SHALL PERFORM PERIODIC INSPECTIONS AND SUBMIT A COMPLETE REPORT
AND MAP UPON COMPLETION OF THE ROUGH GRADING. THE COMPACTION REPORT AND APPROVAL FROM
THE GEOTECHNICAL ENGINEER SHALL INDICATE THE TYPE OF FIELD TESTING PERFORMED. EACH TEST SHALL
BE IDENTIFIED WITH THE METHOD OF OBTAINING THE IN -PLACE DENSITY, WHETHER SAND CONE OR DRIVE
RING AND SHALL BE SO NOTED FOR EACH TEST. SUFFICIENT MAXIMUM DENSITY DETERMINATIONS SHALL BE
PERFORMED TO VERIFY THE ACCURACY OF THE MAXIMUM DENSITY CURVES BY THE FIELD TECHNICIAN.
6. CUT AND FILL SLOPES SHALL BE NO STEEPER THAN 2 FOOT HORIZONTAL TO 1 FOOT VERTICAL (2: 1) EXCEPT
WHERE SPECIFICALLY APPROVED OTHERWISE.
Z FILLS SHALL BE COMPACTED THROUGHOUT TO A MINIMUM OF 907. RELATIVE DENSITY. AGGREGATE BASE
FOR ASPHALTIC AREAS SHALL BE COMPACTED TO MINIMUM OF 959 RELATIVE DENSITY MAXIMUM
DENSITY SHALL BE DETERMINED BY UNIFORM BUILDING CODE STANDARD NO. 70-1 OR APPROVED
EQUIVALENT, AND FIELD- DENSITY BY UNIFORM CODE STANDARD NO. 70-2 OR APPROVED EQUIVALENT
8. THE CONTRACTOR SHALL NOT CREATE ANY TRENCH OR EXCAVATION 5-FEET OR MORE WITHOUT THE NECESSARY
PERMIT FROM THE STATE OF CALIFORNIA DIVISION OF INDUSTRIAL SAFETY.
9. ALL CUT SLOPED SHALL BE INVESTIGATED BOTH DURING AND AFTER GRADING BY THE GEOTECHNICAL
ENGINEER TO DETERMINE IF ANY SLOPE STABILITY PROBLEM EXISTS. SHOULD EXCAVATION DISCLOSE ANY
GEOLOGICAL HAZARDS OR POTENTIAL GEOLOGICAL HAZARDS, THE GEOTECHNICAL ENGINEER SHALL SUBMIT
RECOMMENDED TREATMENT TO THE CITY ENGINEER FOR APPROVAL.
10, THE PERMITEE IS RESPONSIBLE FOR DUST CONTROL MEASURES. WATER ACTIVE SITES AT LEAST TWICE DAILY.
11. THE LOCATING AND PROTECTION OF ALL EXISTING UTILITIES IS THE RESPONSIBILITY OF THE PERMITTEE.
12. GRADING OPERATIONS INCLUDING MAINTENANCE OF EQUIPMENT WITHIN ONE-HALF MILE OF HUMAN
OCCUPANCY SHALL NOT BE CONDUCTED BETWEEN THE HOURS OF 5:00 P.M. AND 7:00 A.M.
13. THE PERMITTEE SHALL GIVE REASONABLE NOTICE TO THE OWNER OF ADJOINING LANDS AND BUILDINGS
PRIOR TO BEGINNING EXCAVATIONS WHICH MAY AFFECT THE LATERAL AND SUBJACENT SUPPORT OF THE
ADJOINING PROPERTY. THE NOTICE SHALL STATE THE INTENDED DEPTH OF EXCAVATION AND WHEN
EXCAVATION COMMENCES. THE ADJOINING OWNER SHALL BE ALLOWED AT LEAST 30 DAYS AND
REASONABLE ACCESS ON THE PERMITTED PROPERTY TO PROTECT HIS STRUCTURE, IF HE So DESIRES, UNLESS
OTHERWISE PROTECTED BY LAW
14. ALL EXISTING DRAINAGE COURSE.5, THROUGH THE SITE SHALL REMAIN OPEN TO HANDLE THE STORM WATER;
HOWEVER, IN ANY CASE, THE PERMITTEE SHALL BE HELD LIABLE FOR ANY DAMAGE DUE TO OBSTRUCTING
NATURAL DRAINAGE PATTERNS.
15. APPROVED EROSION PROTECTION DEVICES SHALL BE PROVIDED AND MAINTAINED DURING THE RAINY
SEASON AND SHALL BE IN PLACE AT THE END OF EACH DAYS WORK. PROPER EROSION CONTROL MEASURES
MUST BE SHOWN ON THE PLANS.
16. CONSTRUCTION SITES SHALL BE MAINTAINED IN SUCH A CONDITION THAT AN ANTICIPATED STORM DOES NOT
CARRY WASTES -OR POLLUTANTS OFF THE SITES.
DISCHARGES OF MATERIAL OTHER THAN STORM WATER ARE ALLOWED ONLY WHEN NECESSARY FOR
PERFORMANCE AND COMPLETION OF CONSTRUCTION PRACTICES AND WHERE THEY DO NOT. CAUSE OR
CONTRIBUTE TO A VIOLATION OF ANY WATER QUALITY STANDARD, CAUSE OR THREATEN TO CAUSE POLLUTION,
CONTAMINATION, OR NUISANCE, OR CONTAIN A HAZARDOUS SUBSTANCE IN A QUANTITY REPORTABLE UNDER
FEDERAL REGULATIONS 40 CFR 117 AND 302.
POTENTIAL POLLUTANTS INCLUDE BUT ARE NOT LIMITED TO: SOLID OR LIQUID CHEMICAL SPILLS; WASTES
FROM PAINTS, STAINS, SEALANTS, GLUES, LIMES, PESTICIDES, HERBICIDES, WOOD PRESERVATIVES AND
SOLVENTS, ASBESTOS FIBERS, PAINT FLAKES OR STUCCO FRAGMENTS, FUELS, OILS, LUBRICANTS, AND
HYDRAULIC RADIATOR OR BATTERY FLUIDS; FERTILIZERS, VEHICLES/EQUIPMENT WASH WATER AND CONCRETE
WASH WATER; CONCRETE, DETERGENT OR FLOA TABLE WASTES; WASTES FROM ANY ENGINEIEQUIPMENT
STEAM CLEANING OR CHEMICAL DEGREASING, AND SUPERCHLORINATED POTABLE WATER LINE FLUSHINGS.
DURING CONSTRUCTION, DISPOSAL OF SUCH MATERIALS SHOULD OCCUR IN A SPECIFIED AND CONTROLLED

GRADING NOTES
1. ALL GRADING SHALL COMPLY WITH UBC CHAPTERS 18 AND 33, AND APPENDIX CHAPTER 33 AND THE
SANTA ANA MUNICIPAL CODE. A CITY GRADING PERMIT IS REQUIRED FOR GRADING.
2. GRADING SHALL NOT BE STARTED WITHOUT FIRST NOTIFYING THE CITY GRADING INSPECTOR. A PRE -GRADING
MEETING ON THE SITE IS REQUIRED BEFORE STARTING OF GRADING WITH THE FOLLOWING PEOPLE PRESENT.
GRADING CONTRACTOR, DESIGN CIVIL ENGINEER, GEOTECHNICAL ENGINEER, GRADING INSPECTOR AND
WHEN REQUIRED, THE ARCHAEOLOGIST AND PALEONTOLOGIST THE REQUIRED INSPECTIONS FOR GRADING
WILL BE EXPLAINED AT THIS MEETING.
3. AN APPROVED COPY OF THE GRADING PLANS SHALL BE ON THE PERMITTED SITE WHILE WORK IS IN
PROGRESS.
4. THE DESIGN CIVIL ENGINEER SHALL BE AVAILABLE DURING THE GRADING TO VERIFY COMPLIANCE WITH
THE PLANS, SPECIFICATIONS, CODE AND ANY SPECIAL CONDITIONS OF THE PERMIT WITHIN HIS PURVIEW.
5. THE GEOTECHNICAL ENGINEER SHALL PERFORM PERIODIC INSPECTIONS AND SUBMIT A COMPLETE REPORT
AND MAP UPON COMPLETION OF THE ROUGH GRADING. THE COMPACTION REPORT AND APPROVAL FROM
THE GEOTECHNICAL ENGINEER SHALL INDICATE THE TYPE OF FIELD TESTING PERFORMED, EACH TEST SHALL
BE IDENTIFIED WITH THE METHOD OF OBTAINING THE IN -PLACE DENSITY, WHETHER SAND CONE OR DRIVE
RING AND SHALL BE SO NOTED FOR EACH TEST. SUFFICIENT MAXIMUM DENSITY DETERMINATIONS SHALL BE
PERFORMED TO VERIFY THE ACCURACY OF THE MAXIMUM DENSITY CURVES BY THE FIELD TECHNICIAN.
6. CUT AND FILL SLOPES SHALL BE NO STEEPER THAN 2 FOOT HORIZONTAL TO 1 FOOT VERTICAL (2: 1) EXCEPT
WHERE SPECIFICALLY APPROVED OTHERWISE.
7. FILLS SHALL BE COMPACTED THROUGHOUT TO A MINIMUM OF 90% RELATIVE DENSITY. AGGREGATE BASE
FOR ASPHALTIC AREAS SHALL BE COMPACTED TO MINIMUM OF 957 RELATIVE DENSITY. MAXIMUM
DENSITY SHALL BE DETERMINED BY UNIFORM BUILDING CODE STANDARD NO, 70-1 OR APPROVED
EQUIVALENT, AND FIELD DENSITY BY UNIFORM CODE STANDARD NO. 70-2 OR APPROVED EQUIVALENT.
8, THE CONTRACTOR SHALL NOT CREATE ANY TRENCH OR EXCAVATION 5-FEET OR MORE WITHOUT THE NECESSARY
PERMIT FROM THE STATE OF CALIFORNIA DIVISION OF INDUSTRIAL SAFETY.
9. ALL CUT SLOPED SHALL BE INVESTIGATED BOTH DURING AND AFTER GRADING BY THE GEOTECHNICAL
ENGINEER TO DETERMINE IF ANY SLOPE STABILITY PROBLEM EXISTS. SHOULD EXCAVATION DISCLOSE ANY
GEOLOGICAL HAZARDS OR POTENTIAL GEOLOGICAL HAZARDS, THE GEOTECHNICAL ENGINEER SHALL SUBMIT
RECOMMENDED TREATMENT TO THE CITY ENGINEER FOR APPROVAL.
10. THE PERMTTEE IS RESPONSIBLE FOR DUST CONTROL MEASURES. WATER ACTIVE SITES AT LEAST TWICE DAILY.
11. THE LOCATING AND PROTECTION OF ALL EXISTING UTILITIES IS THE RESPONSIBILITY OF THE PERMITTEE.
12. GRADING OPERATIONS INCLUDING MAINTENANCE OF EQUIPMENT WITHIN ONE-HALF MILE OF HUMAN
OCCUPANCY SHALL NOT BE CONDUCTED BETWEEN THE HOURS OF 5:00 P.M. AND 7:00 A.M.
13. THE PERMITTEE SHALL GIVE REASONABLE NOTICE TO THE OWNER OF ADJOINING LANDS AND BUILDINGS
PRIOR TO BEGINNING EXCAVATIONS WHICH MAY AFFECT THE LATERAL AND SUBJACENT SUPPORT OF THE

CONTRACTOR, SUBCONTRACTORS, OR AGENTS TO THE SATISFACTION OF THE CITY ENGINEER. FAILURE TO DO
SO WILL BE CAUSE FOR STOPPING ALL SUCH GRADING, HAULING, OR EXPORT WORK BY THE CITY UNTIL SUCH
TIME AS THE STREETS ARE CLEANED.
