Located on the north side of West Tenth Street between Broadway and Riverine Avenue, this is a two-story apartment building in the Art Deco style. Divided into three bays, the symmetrical building is flat-roofed and constructed of smooth, poured concrete. The roofline steps back in three shallow bands from the street. Stepped piers with triangular silhouettes define the narrow center bay and wider side bays, while smoothly finished pilasters with stepped back heads subdivide the side bays into three vertical window channels apiece. Casement windows are recessed within the channels on each floor. In the central bay, brick steps lead to a narrow entrance. A flat, concrete awning, in stepped relief, shades the doorway. Centered above, on the second floor, a slender window is embellished by vertical bands and accented by a raised pilaster in a chevron design. The building is remarkably original and intact. *P3b. Also address integrity) The Deluxe Apartments are architecturally significant as a rare, for Santa Ana, example of the residential Art Deco style. The building was apparently constructed for Sam R. Sender in 1935, when most non-essential building activity had slowed to a near standstill as a result of the Great Depression. This type of multiple family building, clothed in a modernistic style, while not unusual in Los Angeles, was a more urban image than commonly seen in Santa Ana, although the infill of a single-family neighborhood with higher density housing was a trend that had been underway locally since the mid 1920s. Significance (continued): Santa Ana was founded by William Spurgeon in 1869 as a speculative town site on part of the Spanish land grant known as Rancho Santiago de Santa Ana. Early growth and development were stimulated by the arrival of the Southern Pacific Railroad in 1878 and the Santa Fe Railroad in 1886. Following its incorporation as a city in 1886, Santa Ana was recognized as one of the leading communities in the area in 1889 when it became the seat of the newly created County of Orange. The development of southern California is general and Santa Ana in particular experienced a large boost in the second half of the 1880s, when competition between the two railroads triggered a real estate boom. Architectural development in Santa Ana generally adhered to the same patterns as elsewhere in southern California. Victorian era styles gave way to the Craftsman, Colonial and other revival styles in first quarter of the twentieth century. Beginning in 1925 and continuing through the 1930s the Art Deco and Streamline Moderne styles provided an outlet for modernity not satisfied by the prevailing Spanish Colonial Revival mode. Most commonly associated with larger institutional and commercial buildings, the Art Deco style is best represented in Santa Ana by the Old Santa Ana City Hall and the Masonic Temple. The Deluxe Apartments provide an illustration of a more modest use of the style. Included in the Santa Ana Register of Historical Property, the property has been categorized as “Landmark.” The building retains excellent and highly characteristic stylistic elements of the Art Deco style including its massing and verticality. All exterior features of the Deluxe Apartments are character defining and should be preserved. These features include, but may not be limited to: materials and finishes; roof configuration; piers and pilasters; concrete awning; and doors and windows. *B12.
