All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) for an appointment.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings (647-5839 or 647-5700)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuancePlans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.CBC Section 1133B.2.5.1, Hand-activated door opening hardware shall be centered between 30” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Locked exit doors shall operate as above in egress direction.CBC Section 1133B.2.5, Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.Refer to the attached entrance/door handout. Revise the drawings to show compliance.Exit illumination and exit sign requirements in accordance with CBC Section 1011 shall be shown on the drawings. Be specific as to the type of exit signs to be installed.CBC Sections 1115B and 1210. Sanitation facility toilet room floors shall have a smooth, hard, non-absorbent surface such as Portland cement, concrete, ceramic tile or other approved material which extends upward onto the walls at least 6”. Walls within 2’ of the front and sides of urinals and water closets shall be similarly finished to a height of 4’.CBC Section 1607.7. Provide complete grab bar details on the drawings showing compliance with CBC Section 1115B.8 including structural strength to support a 250 pound point load. Provide a detail to show compliance on the drawings.CBC Section 1115B.4.3 Item 4. Note on the drawings hot water and drain pipes under lavatory shall be insulated.Ensure sanitary facilities comply with CBC Section 1115B.8.1 and that the bottom of the mirror is no higher than 40” from the floor.Refer to the attached sanitation facility handout for additional plan check comments. Revise plans to show compliance.CBC Section 1133B.6. Every portion of every building in which are installed seats, tables, merchandise, equipment, or similar materials shall be provided with aisles leading to an exit. Every aisle shall not be less than 36” wide if serving only one side, and not less than 44” wide if serving both sides.CBC Section 1122B.1. Indicate dimensions for counter areas to be no more than 28 to 34” high.CBC Section 1117B.8, Fitting and Dressing Rooms:
- Where fitting or dressing rooms are provided for male or female customers, patients, employees, orthe
general public, 5 percent, but never less than one, of dressing rooms for each type of use in each cluster of
dressing rooms shall be accessible.
- Entry doors shall conform to the requirements of Section 1133B.2 and aisles leading to such doors shall
conform to Sections 1133B.6.1 and 1133B.6.2.
- The bottom of mirrors provided for use by persons with disabilities shall not be greater than 20” from the floor.
Mirrors to be used by persons with disabilities shall be full-length, measuring at least 18” wide by 54” high, and
shall be mounted in a position affording a view to a person on the bench as well as to a person in a standing
position.
- Clothing hooks shall be located not greater than 8” from the floor.
- Every accessible dressing room shall have a 24” by 48” bench fixed to the wall along the longer dimension.
The bench shall be mounted 17 to 19” above the finish floor. Clear floor space shall be provided alongside the
bench to allow a person using a wheelchair to make a parallel transfer onto the bench. The structural strength
of the bench and attachments shall comply with Section 1115B.8. The minimum clear space within the room
shall be 60” width and length. No door shall encroach into the required space.
- Exceptions:- Minor specialized display areas that do not exceed 200 square feet in floor area and to which the general public is excluded need not be made accessible.- Offices in sales facilities that do not exceed 5,000 square feet in total area, that are located on non-accessible levels, need not be made accessible.Please refer to attached for Fitting and Dressing Rooms and show compliance on the drawings.Note type of safety glazing complying with CBC Section 2406 for glazing in fixed or operable panels adjacent to a door where the nearest exposed edge of the glazing is within a 24” arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60” above the walking surface.Glass shall be firmly supported on all four edges. Show on the drawings how compliance shall be made with CBC Section 2404. For glass not firmly supported on all four edges, design shall be submitted to the building official for approval. Indicate the glass door thickness on the drawings.Show/note ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for each type of use.

- CBC Section 1205.2, Natural light. The minimum net glazed area shall not be less than 8 percent of the floor
area of the room served.Note on drawings:
- CBC Section 1205.4, Stairway illumination. Stairways within dwelling units and exterior stairways serving a
dwelling unit shall have an illumination level on tread runs of not less than 1’candle (11 lux). Stairs in other
occupancies shall be governed by Chapter 10.Provide complete structural calculations and drawings for suspended ceiling systems showing compliance with CBC Sections 711.3.1, 803.9, 1613, and 1705 (special inspections) and ASTM C635 and ASTM C636.Provide a complete suspended ceiling system plan and section detail showing the following:
- ICC Research Report number for the suspended ceilingThe reflected ceiling plan and details must show compliance with CBC Sections 711.3.1, 803, 1613, and 1705 (special inspection) for suspended ceiling systems.Note ICC Research Report Number on the drawings for the suspended ceiling system. (ICC Report Number 1308)Tenant improvements in the Main Place Mall shall show compliance with the following special provisions and CBC Section 402:
- CBC Section 106.3. Tenant improvements at 2800 North Main, Main Place Mall, shall show compliance with
“Code Analysis and Fire Protection and Life Safety Concept” prepared by Code Consultants Incorporated,
dated “Revised February 18, 1986, and February 22, 1990 (1991 Mall Expansion).”
- Note on drawings: Duct and smoke removal system modification is not allowed and shall be in compliance
with the “Code Analysis and Fire Protection and Life Safety Concept.”
- Main Place Mall, other than anchor stores, is of Type IIB fire-sprinklered construction. In accordance with
CBC Section 603.1, walls and permanent partitions shall be of noncombustible construction, except that
permanent non-bearing partitions may use fire-retardant treated wood (CBC 202) within the assembly.
- CBC Sections 402.7.2 and 708. Each tenant space shall be separated from other tenant spaces by a wall
having a fire-resistive rating of not less than one hour. The separation wall shall extend from the floor to the
underside of the ceiling above.Reference each fire-resistive assembly to a CBC Chapter 7, Table and Item
number.Note On Drawings: (Santa Ana Police Department Requirement)SANTA ANA POLICE DEPARTMENT REQUIREMENTS FOR MAINPLACE OVERHEAD/ROLLING GRILLESECURITYORDINANCE REQUIREMENTSTUBES ARE TO BE “DOUBLE TUBED” (NO MORE THAN ½” APART) AND CONSTRUCTED OF ½” STEEL OR BE STEEL REINFORCED TUBES WITHIN 40” OF ALL LOCKING HARDWARE. PERFORATED SLATS CAN BE USED INSTEAD OF THE AFOREMENTIONED AS LONG AS THEY ARE CONSTRUCTED OF MINIMUM 20 GA STEEL.LOCKING MECHANISM TO BE STEEL SLIDEBOLTS BOTH SIDES OF DOOR. A minimum of 1HR fire rating for door D-5 is required refer to Table 715.5.3 of CBC for limitation for viewpoint and provide detail to insure compliance.Doors D-2 and D-4 requires a minimum of 60” door clearance. Please refer to red marks on the drawings and dimension drawings for compliance.Provide a bottom threshold detail of railing at the bottom of proposed railing for racks to show accessibility compliance. Refer to figure 11B-32 of CBC. Also revise detail 28 of sheet A7.2 for compliance.Reference sheet A6, Remove plywood from toilet room ceiling area and add a note that this area not be used for storage.Type II-B constriction requires non-combustible construction except fire retardant wood. Show compliance with sections 803.1 and 803.4.1 of CBC on the drawings. Please refer to red marks on the drawings for additional plan check comments.
