A106.1 and A106.3.4.1All drawings and supporting documents shall be prepared, stamped and signed by a California licensed architect or registered civil engineer. This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information. The applicant shall obtain clearances/approvals for the following prior to building permit issuance: Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans should be submitted to expedite the process. Fire Department approval on the corrected/final sets of drawings (647-5839 or 647-5700.) Police Department approval on the corrected/final set of drawings (647-5840.) Public Works Agency approval (647-5039.) Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance. BUILDING PLANNING Provide the following: Disabled access compliance must be shown on the site plan. Please refer to mark up sets of drawings and plan check comments. Show on the plans, sheet G001: Assessor’s Parcel Number Occupancy Classification(s) Type of Construction Fire Sprinkler System (State purpose of sprinkler system, for example, area increase under CBC Section 506.3, required by CBC Section 903 for type of occupancy, etc.) Note on the floor plan the use and occupancy load of each room and/or area. Relate each use to a CBC Table item. Note occupant loads which are the greater number based on CBC Section 1004 and Table 1004.1.1 or the actual number of occupants Show floor area justification for change of occupancy based on mixed ratio of Section 508.3.3.2. The allowable area of each occupancy shall not exceed one. Type V-B construction is not permitted per Table 503 of CBC. Label and note hourly fire rating of: All corridors (1 HR required)Occupancy separations both vertical and horizontal (3 HR, between B and I-2.1) Provide a wall legend indicating location of all fire rated walls and ceiling on the drawings and walls fire-resistive assembly rating per Table 7 and item number on the drawings. FIRE PROTECTION Reference each fire-resistive assembly to a CBC Chapter 7, Table and Item number: All corridors Occupancy separations (Vertical and horizontal) Required other walls Plans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICBO Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana. When there has been a change in use or occupancy classifications, drawings shall show compliance with the 2007 CBC requirements for the new classifications. Provide on the drawings interior wall and ceiling finish schedule showing compliance with CBC Section 803 and CBC Table 803.5. Interior floor finishes shall show compliance with CBC Section 804. TYPICAL WALL/CEILING SECTIONS Provide typical section view detail of all new partitions and ceilings showing: Note size of 2x members and span. Correct detail 1 and 2 on sheet A-102. Fire-blocks and draft-stops in combustible construction in accordance with CBC Section 717. Show location(s) and provide typical construction details. Fire/smoke damper locations, installation requirements and required access doors. Refer to CBC Section 716 and mechanical Code Section 606. DOORS Panic hardware shall comply with Section 1008.1.9. Panic hardware shall be provided as required by CBC Section(s): I-2.1 Occupancy By the Fire Department All doors require a level floor landing on each side in accordance with CBC Sections 1008.1.4, 1008.1.5, 1008.1.6, and 1133B.2.4 and CBC Figures 11B-26A and 11B-26B. Provide typical door threshold details and details of change in floor covering material. CBC Section 1133B.2.5.1.Hand-activated door opening hardware shall be centered between 30 inches and 44 inches above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Locked exit doors shall operate as above in egress direction. CBC Section 1133B.2.5. Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds. Show minimum of 44 inches clear door width for all doors in I -2.1 occupancy. Section 1226.6 CBC. Refer to the attached entrance/door handout. Revise the drawings to show compliance. Please refer to red marks on the floor plan for required clearances for doors. EXIT SIGNS Exit illumination and exit sign requirements in accordance with CBC Section 1011 shall be shown on the drawings. Be specific as to the type of exit signs to be installed. CBC Sections 1011.6 and 1011.7.Show compliance on the drawings for floor-level exit sign in all interior corridors of Group I occupancies. Refer to respective code sections for exceptions. CBC Section 1011.requires exit signs to be readily visible from any direction of approach. Please refer to ceiling plan for location of additional exit sign. Revise the drawings to show compliance. CBC Section 1006.requires means of egress from all occupable parts of the building be provided with at least 1 foot-candle of light at floor level. Show compliance on the drawings. If emergency warning systems are required, they shall activate a means of warning the hearing impaired. Emergency warning systems, as part of the fire-protective signaling system, shall be designed and installed in accordance with NFPA 72 as amended in CBC Chapter 35. CBC Section 1007.9, check with the Fire Department when, how, and where applicable. Tactile exit signs shall be required at the following locations:Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”For the purpose of Section 1011.3, the term “tactile exit signs” shall mean those required signs that comply with Section 1117B.5.1, Item 1. EXIT ACCESS TRAVEL DISTANCE CBC Section 1016.1 Travel distance limitations.Exits shall be so located on each story such that the maximum length of exit access travel, measured from the most remote point within a story to the entrance to an exit along the natural and unobstructed path of egress travel, shall not exceed the distances given in Table 1016.1. Show location on the drawings for compliance. CORRIDORS Corridors shall be fire-resistance rated in accordance with Table 1017.1. The corridor walls required to be fire-resistance rated shall comply with Section 708 for fire partitions.Showseventy-two inches—In corridors serving surgical Group I, health care centers for ambulatory patients receiving outpatient medical care, which causes the patient to be not capable of self-preservation. Exception:[OSHPD 1, 2, 3 & 4]. For restrictions on the use of the space above a ceiling as a return air plenum, see Chapter 4 of the California Mechanical Code. Please coordinate this item with mechanical drawings as well. Provide typical complete section view through one-hour corridor(s) showing compliance with CBC Section 1017 and 708: Size, spacing, and material of framing members. Note gauge and ICBO number and installation/construction requirements for metal framing members. Method of attaching framing to the building structure. Compliance shall be shown with CBC Section 1607.13 for lateral support of the walls. Do not support top of walls to suspended ceiling system unless calculations and drawings prepared by a registered engineer are submitted for review. Submit structural engineering calculations for walls in rooms with a floor to building structure above height greater than 14 feet. Sheathing material and details of attachment. Note type, size, and spacing of fasteners. Height of partition, suspended ceiling, structure above. Reference each wall and ceiling fire-resistive assembly to a CBC Chapter 7 Table and item number. Fire/smoke damper locations, installation requirements, and required access doors. Refer to CBC Section 716 and Mechanical Code Section 606. CBC Section 715.5.7.2.Where corridor walls re required to be one-hour fire-resistive construction by Section 1017, windows shall be protected by fixed glazing listed and labeled for a fire-protection rating of at least three-fourths hour in accordance with Section 715.5. The total area of windows in any portion of an interior corridor shall not exceed 25 percent of the area of the corridor wall of the room which it is separating from the corridor. CBC Section 715.4.When corridor walls are required to be of one-hour fire-resistive construction by Section 1017, every interior door opening shall be protected by a tight-fitting smoke-and-draft-control assembly having a fire-protection rating of not less than 20 minutes. Viewport in 20-minute rated door limited to 1 inch in diameter. Doors shall be maintained self-closing or shall be automatic closing by actuation of a smoke detector in accordance with Section 715.4.7. Smoke-and-draft-control door assemblies shall be provided with a gasket so installed as to provide a seal where the door meets the stop on both sides and across the top. DISABLED ACCESSIBILITY GENERAL It is the project designer’s/property owner’s responsibility to show compliance onthe drawings with all applicable Federal and State Accessibility Standards. This project is reviewed for compliance with T-24,State Accessibility Standards of 2007 CBC. Compliance with ADA is responsibility of designer and it is not reviewed for compliance. Drawings submitted to the Building Division for review shall provide the following information to insure compliance with CBC Section 1134B/Chapter 11B: An accessible entrance An accessible route to the altered area Accessible restrooms Accessible telephone (if any) Accessible drinking fountains, and Parking, signage and alarms ACCESSIBLE ROUTES OF TRAVEL CBC Section 1114B.1.2, 1114B.1.3. and 1129B.3, Item 3.Entrance(s) to the building or facility and the primary path of travel to the specific area of new work, alteration, structural repair or addition shall be accessible. Path of travel incorporated all elements from the exterior arrival site to the remodeled area. Revise site plan to show compliance. CBC Section 1127.B.1.Site development shall be designed to provide access to all entrances and exterior ground-floor exits and access to normal paths of travel; and where necessary, to provide access shall incorporate pedestrian ramps, curb ramps, etc.Revise site plan to show compliance. At every entrance and at every major junction along or leading to an accessible route of travel, there shall be a sign displaying the international symbol of accessibility. Signs shall indicate the direction to accessible building entrances and facilities and shall comply with the requirements found in CBC Sections 1117B.5 and 1127B.3. ACCESSIBLE PARKINGCBC Section 1133B.7.2. Walks, sidewalks, and pedestrian ways shall be free of gratings whenever possible. For gratings located in the surface of any of these areas, grid openings in gratings shall be limited to ½ inch in the direction of traffic flow.If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36 inches wide, complying the CBC Section 1133B.8.5. Detectable Warning Product Approval. Only approved Division of the State Architect, Access Compliance (DSA/AC) approved detectable warning products and directional surfaces shall be installed in accordance with CBC Section 1133B.8.5. CBC Section 1129B.2. Medical care outpatient units and facilities require at least 10 percentof the total number of parking spaces provided be disabled accessible. Units and facilities that specialize in the treatment or services for persons with mobility impairments require at least 20 percent of the total number or parking spaces provided be disabled accessible. show compliance with canopy requirements as follow: Professional medical and dental offices shall be made accessible and shall also comply with Section 1109B.2. (CBC Section 1105B.3.2). This requirement includes providing at least one accessible entrance protected from the weather by canopy or roof overhead. Show location on the site plan . Such entrances shall incorporate a passenger loading zone. Passenger loading zones shall provide an access aisle at least 60 inches wide and 20 feet long adjacent and parallel to the vehicle pull-up space. Vehicle standing spaces and access aisles shall be level with surface slopes not exceeding 1 unit vertical in 50 units horizontal (2% slope) in all directions). Show location on the site plan. SANITARY FACILITIES Plumbing facilities shall be provided in accordance with the California Plumbing Code (CPC) Section 412.0 and CPC Table 4-1.Provide minimum of two toilet rooms. CBC Sections 1115B and 1210. Sanitation facility toilet room floors shall have a smooth, hard, non-absorbent surface such as portland cement, concrete, ceramic tile or other approved material which extends upward onto the walls at least 6 inches. Walls within 2 feet of the front and sides of urinals and water closets shall be similarly finished to a height of 4 feet. CBC Section 1607.7. Provide complete grab bar details on the drawings showing compliance with CBC Section 1115B.8 including structural strength to support a 250 pound point load. CBC Section 1115B.4.3 Item 4.Note on the drawings hot water and drain pipes under lavatory shall be insulated. ACCESS TO EMPLOYEE AREAS CBC Section 1123B.Refer to the attached handout on Access to Employee Areas. Provide compliance on the drawings. Refer to red marks on the drawings for additional plan check comments. CBC Section 1117B.8. Fitting and Dressing Rooms Where fitting or dressing rooms are provided for male or female customers, patients, employees, or the general public, 5 percent, but never less than one, of dressing rooms for each type of use in each cluster of dressing rooms shall be accessible. Entry doors shall conform to the requirements of Section 1133B.2 and aisles leading to such doors shall conform to Sections 1133B.6.1 and 1133B.6.2. The bottom of mirrors provided for use by persons with disabilities shall not be greater than 20 inches from the floor. Mirrors to be used by persons with disabilities shall be full-length, measuring at least 18 inches wide by 54 inches high, and shall be mounted in a position affording a view to a person on the bench as wel as to a person in a standing position. Clothing hooks shall be located not greater than 8 inches from the floor. Every accessible dressing room shall have a 24-inch by 48 inch bench fixed to the wall along the longer dimension. The bench shall be mounted 17 to 19 inches above the finish floor. Clear floor space shall be provided alongside the bench to allo a person using a wheelchair to make a parallel transfer onto the bench. The structural strength of the bench and attachments shall comply with Section 1115B.8. The minimum clear space within the room shall be 60 inches width and leght. No door shall encroach into the required space. Exceptions: Minor specialized display areas that do not exceed 200 square feet in floor area and to which the general public is excluded need not be made accessible. Offices in sales facilities that do not exceed 5,000 square feet in total area, that are located on non-accessible levels, need not be made accessible. LIGHT AND VENTILATION Show/note ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for each type of use. Note on drawings: “Provide mechanical ventilation in accordance with the 2007 California Mechanical Code.” Show/note LIGHTING requirements on the plans in accordance with CBC and California Electrical Code requirements for each type of use. Note on drawings: 1205.3 Artificial light. Artificial light shall be provided that is adequate to provide an average illumination of 10 foot-candles (107 lux) over the area of the room at a height of 30 inchesabove the floor level. ENERGY CONSERVATION This building is subject to the State of California Energy Conservation Regulations:The permit applicant shall be responsible for obtaining an energy plancheck from a consultant who is qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations (CCR,) Title 24, Par 6, 2005 California Energy Code. The plancheck consultant must sign documentation certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency.The corrected/final ARCHITECTURAL drawings shall have the required energy efficiency compliance documentation with completed signature blocks filed on the plans. The same information may be copied on the Electrical Plans for the Electrical Planchecker.The energy plancheck consultant must complete the attached “Energy Conservation Plancheck Consultant Qualification Statement.” SUSPENDED CEILING SYSTEMS Provide complete structural calculations and drawings for suspended ceiling systems showing compliance with CBC Sections 711.3.1, 803.9, 1613, and 1705 (special inspections) and ASTM C635 and ASTM C636. In lieu of providing compliance with above, note ICC Research Report Number (1308) on the drawings for the suspended ceiling system. STRUCTURAL SYSTEMS Provide structural calculations and drawings, stamped and signed by a California licensed architect or registered civil engineer for: New equipment on rooms located on the exterior north side of existing building. Provide foundation , framing plan and roof plan. roof) New equipment and equipment screening on roof, including construction details. (If any) Emergency generator pad (Vertical and lateral loads analysis and design) and enclosure (If any) ADDITIONAL PLAN CHECK COMMENTS 407.2 Corridors.Corridors in occupancies in Groups I-2.1 shall be continuous to the exits and separated from other areas in accordance with Section 407.3 except spaces conforming to Sections 407.2.1 through 407.2.4. 407.2.1 Spaces of unlimited area. Waiting areas and similar spaces constructed as required for corridors shall be permitted to be open to a corridor only where all of the following criteria are met: a. The spaces are not occupied for patient sleeping units, treatment rooms, hazardous or incidental use areas listed in Table 508.2 (see attached copy). b. The open space is protected by an automatic smoke detection system installed in accordance with Section 907.2.6.2 (show location on the drawings).c.The corridors onto which the spaces open, in the same smoke compartment, are protected by an automatic smoke detection system installed in accordance with Section 907.2.6.2 and 903.3.2. d.The space is arranged so as not to obstruct access to the required exits. e.Each space is located to permit direct visual supervision by the facility staff.f. Show location of each fire-rated wall on the drawings. 407.3.1.1 Swing of corridor doors.Corridor doors, other than those equipped with self-closing or automatic-closing devices, shall not swing into the required width of corridors. Please refer to red marks on the drawings and revise drawings to show compliance. 407.3.3 Glazing.In fully sprinklered buildings, fixed fully tempered or laminated glass in wood or metal frames may be used in corridor walls, provided the glazed area does not exceed 25 percent of the areas of the corridor wall of the room. The total area of glass in corridor walls is not limited when the glazing is fixed ¼-inch-thick (6.4 mm) wired glass in steel frames and the size of individual glazed panel does not exceed 1,296 square inches. Show elevation of two entry door to this suite area and show compliance. A minimum of one smoke detector interconnected to the facility fire alarm system shall be installed directly above the Nurses Station. (Section 407.2.2 CBC) Show on the drawings and show compliance on the electrical drawings as well. Show occupancy separation wall between patient sleeping units, treatment rooms, hazardous or incidental use areas as listed in Table 508.2 of CBC. Table 503 requires a minimum type of construction as Type VA (1 HR) for I-2.1 occupancy. Note on the drawing when sprinkler system is provided in lieu of 1 HR construction. Provide floor area justification on the drawings to show compliance with Table 503 and Section 508.3.3.2 of CBC. Please refer to Surgical Clinics Section 1226.17 of CBC and provide a copy on the drawings. Show compliance with the following items on the drawings: Operating rooms to have a minimum floor dimension of 15 feet. Revise drawings to show compliance and show: 1.Clock & elapsed timer 2.X-Ray film illuminator Show minimum of 4 scrub sinks and location of clock visible from the scrub-up sinks. Sections 1226.17.3 & 1226.17.3.1 of CBC. Clarify location of shower rooms for male and female staff. Section 1226.17.7 of CBC. Show minimum of 70 s.f. of floor area per bed and show required items listed in section 1226.17.10.2 for nurses control area. Show piped or portable oxygen and suction system at each bed location. Please label each room/area to show compliance with surgical clinics of section 1226.17 of CBC. Storage room (minimum of 10 s.f.) Soiled work area (minimum of 50 s.f.) Clean work area (minimum of 50 s.f.) Provide an approved manual and automatic fire alarm system. Audible appliances shall be used in non-patient areas. Visible appliances may be used in lieu of audible appliances in patient-occupied areas. Please refer to Section 907.2.6.2 of CBC for additional requirements & options coordinated with fire and electrical drawings. (see attached copy of Section 907.2.6.2 of CBC) Please refer to Section 715.4.7.3 of CBC (Smoke Activated Doors) and show compliance on the drawings. Please note Section 110.3 calls for local Building Departments as enforcing agency for OSHPA 3 requirements. Provide a copy of license for proposed clinic and surgery center. Compliance with OSHPA 3 is required. Submit a letter addressed to the Building Safety Division describing in detail the types of surgeries that are to be perform in this facility. Submit a copy of your license and clarify if the clinic is to be certified/licensed by City. Please refer to attached accessibility handouts for compliance.
