The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2010 California Building Standards Code with local amendments and to clearly indicate the scope of work under this building permit application. There may be additional requirements when complete construction drawings and supporting data is submitted for Building Safety Division review.
This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
-Public Works Agency approval (647-5039).
Provide a fully dimensioned Site Plan on the drawings and on a separate 8-1/2" x 11" sheet of paper.
Provide a statement on the title sheet of the plans that this project shall comply with following codes:
- 2010 California Residential Code (CRC)
- 2010 California Electrical Code (CEC)
- 2010 California Mechanical Code (CMC)
- 2010 California Plumbing Code (CPC)
- 2010 California Energy Code (CEnC)
- City of Santa Ana Municipal CodeProvide wall legend to distinguish between new / existing / demo walls.Carbon monoxide alarms combined with smoke alarms shall comply with both sections R314 and section R315, all applicable standards, and requirements for listing and approval by the Office of the State Fire Marshal, for smoke alarms.All new construction, interior or exterior alterations, repairs, or additions requiring a permit and having a valuation in excess of $1,000, or when one or more sleeping rooms are added or created, the entire dwelling shall be provided with smoke detectors located as required for a new dwelling. (CRC R314.3) Smoke alarms shall be installed in the following locations:
- In each sleeping room.
- Outside each separate sleeping area in the immediate vicinity of the bedrooms.
- On each additional story of the dwelling, including basements and habitable attics but not
including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split
levels and without an intervening door between the adjacent levels, a smoke alarm
installed on the upper level shall suffice for the adjacent lower level provided that the lower
level is less than one full story below the upper level.
- When more than one smoke alarm is required to be installed within an individual dwelling
unit the alarm devices shall be interconnected in such a manner that the actuation of one
alarm will activate all of the alarms in the individual unit.Glazing in swinging, sliding, doors 9 square feet or less shall be a minimum category classification of I (CPSC 16 CFR 1201) and II (CPSC 16 CFR 1201) when more than 9 square feet or sliding. (Table R308.3.1 (1), R308.3 (1)) Show location of water heater on the floor plan.Two family dwellings shall be separated by 1-hr fire resistive-rated assemblies. CRC –R302.3Indicate detail and section references as to their appropriate location on plan view.Sheet SD-2 is missing.Note concrete strength on the drawings.
Add note on foundation plan: All hold downs must be tied in place prior to foundation inspection.
3”x3”x.229” steel plate washers are required on all anchor bolts in a braced wall line. (CRC R403.1.6.1)
CBC Section 1910.1. A 6-mil (0.006 inch) polyethylene vapor retarder with joints lapped not less than 6 inches shall be placed between the base course or subgrade and the concrete floor slab, or other approved equivalent methods or materials shall be used to retard vapor transmission through the floor slab.Call out minimum thickness of 3½ inch concrete slab on grade, reinforcement, and moisture barrier on foundation plan. (1910.1)
Provide a minimum of two No. 4 bars at top and at bottom of continuous footing.
Specify that foundation sills shall be pressure-treated or foundation grade Redwood. (2304.11.2.2)
Provide a weep screed for stucco at the foundation plate line a minimum of 4 inches above the earth or 2 inches above paved areas. (2512.1.2)
Walls braced to resist wind and seismic forces shall not exceed the following height to width ratios: 2 for 1 for plywood. Framing members or blocking shall be provided at the edges of all sheets in shear walls; 2 to 1 for gypsum wallboard and Portland cement plaster (stucco). Wall sections having height-to-length ratios in excess of 1 ½ to 1 shall be blocked. (2305, T2306.3, AF&PA SDPWS T4.3.4)
Note the use of full length studs (balloon frame) on exterior walls of rooms with vaulted ceiling.
Minimum braced wall panel length shall be in accordance with CRC Table R602.10.3.1.
Two different type of shear wall cannot be used on the wall line.
Provide 3 x 3 x .229" plate washers. CRC R602.11.1
Show 8" min distance from grade to wood sill framing and sheathing. CRC 317.1.
Provide a weep screed for stucco at the foundation plate line a minimum of 4 inches above grade and 2 inches above paved areas. CRC R703.6.2.1.
Detail the shear transfer connections which transfer lateral forces from horizontal diaphragms through intermediate elements and shearwalls to the foundation.
Detail how the interior shearwalls are connected to the roof diaphragm.
Change 4x10 beam to 4x12 or provide engineering to justify.

Show Radiant Barrier, Cool Roofing, Duct Ceiling as required by the 2008 California Energy Residential Manual for prescriptive Package D. Additions and alterations are required to comply with 2008 CESC Section 152. Submit an energy compliance package showing compliance with package D or a complete performance analysis. (T24-1-10.103) Additions to existing buildings using the prescriptive approach shall meet the following requirements: (2008 CESC 152(a)
- Additions up to 100 square feet shall not exceed 50 square feet of glazing. The glazing U-factor
shall not exceed 0.40, and the glazing Solar Heat Gain Coefficient shall not exceed the value
specified in Alternative Component Package D and applicable parts of Table 151-C.
- Additions up to 1000 square feet shall meet all the requirements of Package D (Section 151(f)
and applicable parts of Table 151-C). The total glazing area at addition is limited to the maximum
allowed in Package D plus the glazing area that was removed by the addition. The wall insulation
value need not exceed R-13.
- Additions of 1000 square feet or greater shall meet all the requirements of Package D. (Section
151(f) and applicable parts of Table 151-C)The CF-1R form is to be signed by the Document Author and Building Designer and incorporated into the plans. (T24-1-10.103(a) 2A)All new windows and doors shall have a label indicating the U-factor and SHGU. Comply with energy documentation requirements.
