- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceSubmit a signed copy of the contract showing labor and materials for all work to be done under the subject building permit application including architectural and structural updates required by code (Market value of improvement). The valuation of improvements for the subject building permit application has been estimated to be around $150,000.00.A separate Building Permit Application is required for:
- Each sign- DemolitionWhen there has been a change in use or occupancy classifications, drawings shall show compliance with the CBC requirements for the new classifications for architectural and structural compliance, CBC Section 3408. For accessibility compliance on existing buildings, refer to CBC Sections 3411. Please refer to Chapter 34 of 2010 CBC for additional compliance options for existing buildings.Please refer to attached for application for Accessibility Hardship Form and Alternate Design and Method of Construction application. Please complete and return to Building Department for review and acceptance. - Exit passagewayPlans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.CBC Section 717.2.2, Provide fire blocking in concealed spaces of stud walls and partitions, including furred spaces at the ceiling and floor level and at 10 ft. intervals both vertical and horizontal.Proposed platforms are required to comply with CBC Section 717.2.7, Where wood sleepers are used for laying wood flooring on masonry or concrete fire-resistive floors, the space between the floor slab and the underside of the wood flooring shall be filled with non-combustible material or fire blocked in such a manner that there will be no open spaces under the flooring that will exceed 100 square feet in area and such space shall be filled solidly under all permanent partitions so that there is not communication under the flooring between adjoining rooms.Please note fire rating of Type V-A as well.Complete all soffit and furred out wall details for new bar areas. Provide complete detailing, including number, type, location of fasteners and how attachment is made to the building structure. ELEVATORSPlease note proposed access Lift is required to be part of this permit. Clarify location on the drawings as proposed location appears to be blocking the view to stage area. Proposed access lifts to be secured to floor and must be a permanent access Lift. CBC Section 1007.5, Platform lifts. Platform (wheelchair) lifts shall not serve as part of an accessible means of egress, except where allowed as part of a required accessible route in Chapter 11B, Sections 1116B.2.1 through 1116B.2.4, as applicable. Standby power shall be provided in accordance with Section 2702.2.6 for platform lifts permitted to serve as part of a means of egress. [DSA-AC] See Chapter 11B, Section 1116B.3 for additional accessible means of egress requirements at platform or special access liftsExisting mezzanine floor/Lounge with new bar is required to be accessible, please refer to Section 1120B.1 for accessibility requirements. Elevators shall comply with the most stringent requirements of the State of California Code of Regulations (CCR), Title 8, subchapter 6, State Elevator Safety Regulations and the 2010 California Building Code Chapter 30. Compliance shall also be made with the California Accessibility Standards. State amended CBC Section 3002.4a states when an elevator for medical emergencies shall be provided. The Fire Department will decide if a modification or exception to Section 3002.4a can be granted.
EXITS Provide enlarged floor plan of exit passageway are to show location of all fire rated wall, ceiling and doors including location of property lines for compliance with Section 1203, Tables 601 and 602 of CBC. Note the use of adjacent building/units. Identify location of recorded property lines on the site plan. Exit passage way is to be used by subject building only. CBC Sections 1102B, 1124B.1 and 1127B.1. Provide a continuous walking surface from each exit door to public way.Provide Fire Alarm and Detection System per Section 907.2.1 and Emergency Voice Communications System in accordance with section 907.5.2.2 of CBC. (Section 907.2.1.1, CBC) Please coordinate with electrical drawings. An Electrical permit is required. Please clarify if Building Permit 20145631 (Not finaled) is a complete permit to satisfy above said code Sections. Please refer to Section 1104B.2 of CBC for Assistive- Listening System in assembly areas.CBC Section 1004.3, Posting of occupant load. Where the path of exit access includes unenclosed stairways or ramps within the exit access or includes unenclosed exit ramps or stairways as permitted in Section 1020.1, the distance of travel on such means of egress components shall also be included in the travel distance measurement. The measurement along stairways shall be made on a plane parallel and tangent to the stair tread nosing in the center of the stairway.CBC Section 1018.2.2, Exterior exit doors shall lead directly to the exit discharge or the public way. Please clarify if existing Alley is public or private on the site plan. An exit access shall not pass through a room that can be locked to prevent egress.CBC Section 1020.1. An exit enclosure shall not be used for any purpose other than means of egress.
DOORSProvide on the drawings a complete door schedule, showing:

Crime Prevention Section by telephoning 714-647-5840)Panic hardware shall comply with CBC Section 1008.1.9. Panic hardware shall be provided as required by CBC Section(s):
- An Occupancy with an occupant count > 50. Refer to CBC section 1008.1.8.3, Item 2 for Exception.
- By the Fire DepartmentAll doors require a level floor landing on each side in accordance with CBC Sections 1008.1.4, 1008.1.5, 1008.1.6, and 1133B.2.4 and CBC Figures 11B-26A and 11B-26B. Provide typical door threshold details and details of change in floor covering material.The width of the level area on the side to which the door swings shall extend 24” past the strike edge of the door for exterior doors and 18” past the edge for interior doors. CBC Section 1126A.3.2.Provide specifications for doors hardware (i.e., lever type, push-pull panic, etc) to comply with disabled access requirements. CBC Section 1133B.2.5.2.The floor or landing at each side of an exit door shall be level and having a length in the direction of the door swing of at least 60” and the length opposite the direction of door swing of 44” as measured at right angles to the plane of the door in the closed position. CBC Section 1126A.3.1.CBC Section 1133B.2.4 and Figure 11B-26A, Refer to attachment for required landing area/maneuvering clearance at doors. All doorways requiring accessibility require dimensioning on the plans to ensure compliance.CBC Sections 1133B.2.4 and 1133B.2.4.1, Regardless of the occupant load, there shall be a floor or landing on each side of a door. The floor or landing shall be not more than ½” lower than the threshold of the doorway. Change in level between ¼” and ½” shall be beveled with a slope no greater than 1:2. Change in level greater than ½” shall be accomplished by means of a ramp. Provide detailed sections and plan views showing compliance at all doorways requiring accessibility.All entrances and exterior ground-floor exit doors to buildings and facilities shall be made accessible to persons with disabilities. Doorways shall have a minimum clear opening of 32” with the door open 90 degrees, measure between the face of the door and the opposite stop. Doorways require dimensioning on the plans to insure compliance with the required landing area/maneuvering clearances at doors in accordance with CBC Section 1133B.2.4.2 and CBC Figures 11B-26A and 11B-26B.CBC Section 1133B.2.2, Every required exit doorway shall be of a size as to permit the installation of a door not less than 3’ in width and not less than 6’ 8” in height. When installed, exit doors shall be capable of opening so that the clear width of the exit is not less than 32”.CBC Section 1133B.2.5.1, Hand-activated door opening hardware shall be centered between 30” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Locked exit doors shall operate as above in egress direction.CBC Section 1133B.2.5, Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.CBC Section 1127B.3, All building entrances that are accessible to and usable by persons with disabilities shall be identified with a least one standard sign and with an additional directional signs, as required, to be visible to persons along approaching pedestrian ways.CBC Section 1133B.2.6, Required the bottom 10” of all doors except automatic and sliding shall have a smooth uninterrupted surface to allow the door to be opened by a wheelchair footrest without creating a trap or hazardous condition.Refer to the attached entrance/door handout. Revise the drawings to show compliance.
STAIRWAYSStairways shall show compliance with CBC Sections 1009 and 1133B.4 including applicable disabled accessibility requirements.
- Provide complete architectural plan view, sections, details, and notes for stairway(s).
- Dimension stairway width showing compliance with CBC Sections 1009.1, 1005, and 1007.3.
- Dimension rise of steps shall be not less than 4” or greater than 7”. The run shall not be less than 11”.
- Treads, nosing, and risers require compliance with CBC Section 1133B.4.5, including no open risers and slip
resistant treads.
- CBC Section 1009.2, Dimension stairway headroom clearance. 6’ 8” minimum clearance.
- Refer to the attached stairway handout; show compliance on the drawings.CBC Section 1133B.4.3, Tactile floor designation signs that comply with Section 1117B.5, Item 1, shall be located at each floor level landing in all enclosed stairways in buildings two or more stories in height to identify the floor level. At exit discharge level, the sign shall include a raised five-pointed star located to the left of the identifying floor level. The outside diameter of the star shall be the same as the height of the raised characters.
HANDRAILS FOR STAIRWAYSProvide handrail details on the drawings showing compliance with CBC Section 1009.10, 1012, and 1133B.4.1.
- Stairways shall have handrails on each side.
- Every stairway required to be more than 88” in width shall be provided with not less than one intermediate
handrail for each 88” of required width. Intermediate handrails shall be spaced approximately equally across
with the entire width of the stairway.
- Handrails shall be 34 to 38” above the nosing of treads.
- Handrails shall extend a minimum of 12” beyond the top nosing, and shall extend a minimum of 12” plus the
tread width beyond the bottom nosing.
- Ends of handrails shall be returned or shall terminate in newel posts of safety terminals.
- Handrails projecting from a wall shall have a space of 1½” between the wall and the handrail.
- The handgrip potion of handrails shall not be less than 1¼” nor more than 1½” cross-sectional dimension or
the shape shall provide an equivalent gripping surface. The handgrip portion of handrails shall have a smooth
surface with no sharp corners. Any wall or other surface adjacent to the handrail shall be free of sharp or
abrasive elements. Edges shall have a minimum radius of 1/8”.CBC Section 1133B.4.2.2. Handrails shall extend a minimum of 12” beyond the top nosing and 12”, plus the tread width, beyond the bottom nosing. At the top, the extension shall be parallel with the floor or ground surface. At the bottom, the handrail shall continue to slope for a distance of one tread width from the bottom riser; the remainder of the extension shall be horizontal. See Figures 11B-35 and 11B-37.Guards shall be detailed to show compliance with Sections 1013 and 1607.7. Dimension finish floor to top of guard height. Unenclosed floor and roof openings, open and glazed sides of stairways, landings and ramps, balconies or porches, which are more than 30” above grade or floor below, shall be protected by a guardrail.CBC Section 1013.2. The top of the guards shall not be less than 42” in height.CBC Section 1013.3. Open guards shall have intermediate rails or an ornamental pattern such that a sphere 4” in diameter cannot pass through.
RAMPSAny accessible route of travel shall be considered a ramp if its slope is greater than 1’ rise in 20’ of horizontal run (5-percent gradient) and show compliance with CBC Sections 1010 and 1133B.5.1.
- Please clarify how non-compliant ramp is to be modified for compliance. - Refer to the attached pedestrian ramp handout. Show compliance on the drawings.CBC Section 1133B.5.2, Width. Pedestrian ramps shall have a minimum clear width of 48”, unless required to be wider by some other provision of this code. Pedestrian ramps serving an occupant load of 300 or more shall have a minimum clear width of 60”. CBC Section 1133B.5.4.9, Required ramps shall have a curb at least 2” high, or a wheel guide rail 2
to 4” high on each side of the ramp landing that has a vertical drop exceeding 4” and that is not bounded by a wall or fence.
HANDRAILS FOR RAMPSCBC Section 1133B.5.5.1, Handrails for ramps:CBC Section 1133B.5.5.1.1, Ramp handrails. In existing buildings or facilities, where the extension of the handrail in the direction of the ramp run would create a hazard, the extension on the handrail may be turned 90 degrees to the run of the ramp.- Shall be placed on each side of each ramp, shall be continuous the full length of the ramp
- Shall extend a minimum of 1’ beyond the top and bottom of the ramp and shall be parallel with the
floor or ground surfaceCBC Section 1133B.5.6, Wheel guides. Where the ramp surface is not bounded by a wall, the ramp shall comply with Section 1133B.5.6.1 or 1133B.5.6.2.A guide curb a minimum of 2” in height shall be provided at each side of the ramp; ora wheel guide rail shall be provided, centered 3” plus or minus 1” above the surface of the ramp.
EXIT SIGNSExit illumination and exit sign requirements in accordance with CBC Section 1011 shall be shown on the drawings. Be specific as to the type of exit signs to be installed.CBC Sections 1011.6 and 1011.7. Show compliance on the drawings for floor-level exit sign of Group A occupancies, CBC Section 1011, Requires exit signs to be readily visible from any direction of approach. No point shall be more than 100’ from the nearest visible exit sign. Revise the drawings to show compliance.CBC Section 1006, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.If emergency warning systems are required, they shall activate a means of warning the hearing impaired. Emergency warning systems, as part of the fire-protective signaling system, shall be designed and installed in accordance with NFPA 72 as amended in CBC Chapter 35. CBC Section 1007.9, check with the Fire Department when, how, and where applicable.Tactile exit signs shall be required at the following locations:
- Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”
- Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be
identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN”“EXIT RAMP DOWN”“EXIT STAIR UP”“EXIT RAMP UP”
- Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit
passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual
exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
BUILDING ACCESSIBILITYIt is the project designer’s/property owner’s responsibility to show compliance on the drawings with all applicable Federal and State Accessibility Standards.Drawings submitted to the Building Division for review shall provide the following information to insure compliance with CBC Section 1134B/Chapter 11B:
- An accessible entrance
- An accessible route to the altered area
- Accessible restrooms
- Accessible telephone (if any)
- Accessible drinking fountains, and
- Parking, signage and alarms
SITE ACCESSIBILITYCBC Section 1114B.1.2, 1114B.1.3. and 1129B.3, Item 3. Entrance(s) to the building or facility and primary path of travel to the specific area of new work. Path of travel incorporated all elements from the exterior arrival site to remodeled area.At every entrance and at every major junction along or leading to an accessible route of travel, there shall be a sign displaying the international symbol of accessibility. Signs shall indicate the direction to accessible building entrances and facilities and shall comply with the requirements found in CBC Sections 1117B.5 and 1127B.3.Refer to the attached handout for Exterior Routes of Travel. Revise drawings to show compliance.If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 1133B.8.5.
PARKING ACCESSIBILITYPlease clarify if there are required parking stalls required by Planning Dept or Total number of parking spaces assigned to subject property. Provide parking data on the site plan showing the total number of parking spaces provided the number of disabled accessible spaces and the number of van accessible spaces, showing compliance with CBC Section 1129B and CBC Table 11B-6.Refer to the attached parking handout for additional plan check comments. Revise the drawings to show compliance.
SANITARY FACILITIESPlumbing facilities shall be provided in accordance with the California Plumbing Code (CPC) Section 412.0 and CPC Table 4-1. Please note the followings;1st floor, required male toilet rooms; 370/2=185, minimum of 2 required2nd floor, required male toilet rooms; 120/2=60, minimum of 2 required1st floor required female toilet rooms; 120/2=60, minimum of 2 required2nd floor required female toilet rooms; 185/2= 185, minimum of 8 requiredTotal of 4 male toilet rooms are provided on the 1st floorTotal of 10 female toilet rooms are provided on the 1st floor.One unisex toilet room is provided behind stage area.Provide completely dimensioned floor plans, elevations and sections of sanitary facility insuring wheelchair clearances complying with CBC Section 1115B and the California Plumbing Code. Sanitary facilities serving the area of new work shall be disabled accessible. Revise the drawings to show compliance with CBC Section1115B.Drinking fountains serving the area of new work shall be both high and low accessible, CBC Section 1115B.4.6 and California Plumbing Code Section 406.5. Dirking fountains are required per Table 4-1 of CPC. CBC Section 1117.B.2. Public telephones serving the area of new work shall be accessible.Refer to the attached sanitation facility handout for additional plan check comments. Revise plans to show compliance.All dining, banquet, and bar facilities shall be made accessible to persons with disabilities as provided in CBC Section 1104B.5. At least 5%, but not less than one of the seating spaces in each functional area is accessible as follows: show location of accessible seating on the drawings.
- Provide a minimum 30” x 48” wheelchair clear floor space.
- Provide knee space at tables at least 27” high, 30” wide and 19” deep.
- Provide height of tables between 28” – 34” from the floor ground.
- Provide access to accessible seating space(s) by aisles with a minimum of 36” in width.Counters where food or drink is served shall show compliance with the following:
- Top of counter is between 28” – 34” above the finish floor.
- Knee clearance to be a minimum 27” high, 30” wide, and 19” deep.
- Clear floor space a minimum of 30” by 48”.CBC Section 1123B, provide a 60” in diameter clearance inside of each bar area for accessibility compliance. Refer to the attached handout on Access to Employee Areas. Provide compliance on the drawings. Please refer to above item for counter height requirement.CBC Section 1122B. Refer to the attached handout on fixed or built-in, seating, tables and counters. Provide compliance on the drawings.(When required by health Dept.) CBC Section 1117B.8, Fitting and Dressing Rooms:
- Where fitting or dressing rooms are provided for male or female customers, patients, employees, or the
general public, 5 percent, but never less than one, of dressing rooms for each type of use in each cluster of
dressing rooms shall be accessible.
LIGHT AND VENTILATIONShow/note ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for each type of use.
Note on drawings:

dwelling unit shall have an illumination level on tread runs of not less than 1’candle (11 lux). Stairs in other
occupancies shall be governed by Chapter 10.
CEILING SYSTEM(When existing ceiling is modified, provide a note on the drawings for clarification) Provide complete structural calculations and drawings for suspended ceiling systems showing compliance with CBC Sections 711.3.1, 803.9, 1613, and 1705 (special inspections) and ASTM C635 and ASTM C636.The reflected ceiling plan and details must show compliance with CBC Sections 711.3.1, 803, 1613, and 1705 (special inspection) for suspended ceiling systems.Note ICC Research Report Number on the drawings for the suspended ceiling system. STRUCTURALProvide structural calculations and drawings, stamped and signed by a California licensed architect or registered civil engineer for:
- Ramp (S). CBC Sections 1607, 1630a and 1133B.4, and CBC Table 1607.1, Item 36.
- Handrail(s)/guard(s). CBC Sections 1012, 1013, and 1607.7.
- Guard(s). CBC Sections 1013 and 1607.7.
- Change in floor use/loading. Refer to CBC Section 1607 and CBC Table 1607.1. This includes: 2nd floor and new platforms.
- Structural support of shaft(s) and/or hood(s)
- Any other structural alteration
- Removal or alteration of existing shear wallsCBC Section 1603.1. Construction documents shall show the size, section and relative locations of structural members with floor levels, column centers and offsets dimensioned. The design loads and other information pertinent to the structural design required by Sections 1603.1.1 through 1603.1.8 shall be indicated on the construction documents.CBC Section 1603.3, Live loads posted. Where the live loads for which each floor or portion thereof of a commercial or industrial building is or has been designed to exceed 50 psf, such design live loads shall be conspicuously posted by the owner in that part of each story in which they apply, using durable signs. It shall be unlawful to remove or deface such notices.
