All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. Please return marked up set of drawings with corrections.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2010 California Building Standards Code with local amendments.Only structural plans have been submitted for this scope of work. Architectural plans are required for the scope of this project. Structural plans only for the repair of the raised roof area above the theater have been submitted. This comment list only includes review of the structural plans only.Architectural plans for the raised roof repair is required and shall include (not limited to):Demolition plans of existing construction that was removed, repaired and/or replacedFire rating construction to comply with one-hour fire rated type of construction to meet existing Type V-A construction.Historical building requirementsRepair/rebuild of existing cupola above the roofInterior and exterior finish schedulesSite plans and floorplans of area of work Exit access and egress requirementsDisabled accessibility requirementsClarify new versus existing construction to match proposed and current field conditions. For example, field observation indicates existing angled wall on south side adjacent to 3rd Street has been removed.Update plans and calculations to current 2010 California Building Code as adopted by the City.In addition to the 2010 California Building Code, this project is subject to the provisions of the 2010 California Historical Building Code.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings (647-5839 or 647-5700)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceProvide pedestrian protection in accordance with CBC Section 3306. Show location and type of protection on plan view. Provide typical construction details, sections, and elevations of pedestrian protection required. Pedestrian protection constructed within a public right of way shall require a building permit issued by the Building Safety Division and a separate approval from the City’s Public Works Agency (714) 647-5039.Show on the plans:

- Scope of work for projectProvide on the drawings a complete “fire resistance design schedule” which shall include the following:
- The building elements which require fire-resistive construction.
- The hourly rating of the building element as required by the Code.
- Evidence of appropriate fire resistance for each building element in accordance with specific UL listing or ICC
Evaluation Report for each material selected. Evidence shall include appropriate material thickness for each
building element.Approved Plans and Documents Requirements: All sheets of the final plans, calculations, and documents submitted (including subsequently corrected and revised plans) need the wet-stamp, date of signing, and expiration date of license, and signature of State of California licensed architect, civil or structural engineer who is responsible for the preparation of the plans, calculations and/or any documentation.Construction Documents (1603.1): The design loads and other information pertinent to the structural design required by Sections 1603.1.1 through 1603.1.8 shall be indicated on the construction documents. As a minimum show:Design live and dead loads for roof and floor (and special loads where applicable)Wind and earthquake design data including SS, S1, SDS, SD1, Cs, R and SDC, the base shear and the analysis procedure.Structural Observation (1709): Structural observation is required for this project.Provide complete notes that include the responsibilities of structural observation for the contractor, structural designer and building inspector. Responsibilities include but are not limited to the pre-construction meeting, stages of construction and structural elements that require structural observation, filing of structural observation reports and the names of the individuals or firms that will provide structural observation.Wind & Seismic Design (1609 & 1613): Submit lateral design of the structure due to the governing lateral forces per CBC. If provisions of the 2010 California Historical Building Code regarding lateral design applies and is to be used for this project, provide a statement on plans with all applicable code references and provide substantiation of code compliance.Wall framing:Specify on plan, at vaulted ceiling areas, balloon (full height) studs at interior and exterior walls.Please calculate (state all assumptions) and detail wall framing to support vertical plus lateral (out-of-plane) loads – review studs, headers, posts, etc.Lateral:Provide special inspections per CBC 1704 for all components of the wood shear walls and diaphragms where the nailing is 4” o.c. or less.Provide 3x sill and framing members for shear walls where allowable shear value exceeds 350 plf (Table 23-II-I-1, footnote 3)Specify shear wall lengths on the plans. Correspond shear wall types and length with calculations.Follow through with all tie-downs. Where tie-downs are not followed through and are not attached to the foundation, show how the loads are resisted (justify the dead loads required to resist the uplift forces).Collector members (drags) should be designed and detailed on the drawings (where applicable).Provide complete shear transfer details including detailing for nails, bolt, shear plates, sill plates and blocking.Provide shear transfer from existing lower roof to wall of raised high roof area.Provide shear transfer of all walls to existing URM below.Revise section view and details to match connection of angled walls to existing URM below.Detail all connections including beam to beam and beam to posts/column. Provide adequate positive connection for all beam to column connections. Recommend heavier gauge beam-column connections for higher capacity due to assembly occupancy and higher occupant loads of structure under consideration. Building is occupancy category III due to occupant loads.Provide transfer beam to support all vertically discontinuous shear walls.Re-evaluate beam calculations. Several beams are over-deflected per the calculation results.Provide beam calculation for “Side Beam 2” for out of plane loads. Clarify beam connections and support at west side where wall is offset from new support steel column and posts.
