Provide building information on plans:

- Fire sprinkler type: (where applicable)New stairway of R-2 occupancy is required to be a minimum distance of 10’.0” from property line, CBC Section 1027.3.Submit a letter addressed to the Building Safety Division describing that the original building was constructed in 1922 and existing stairway was located at 36” from property line and the stairway is serving one small unit on the 2nd floor and request Building Officials acceptance for exiting non-conforming condition. Please include an 81/2”x11” site plan with dimensions.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
- Proof of Worker's Compensation Insurance shall be required at the time of permit issuance.Provide a complete full-height section and details of stairway showing: (CRC R311.7)
- Maximum rise of 7¾ inches and minimum run (tread) of 10 inches.
-Minimum clear width of 36 inches.
- Minimum headroom of 6 feet 8 inches.Stairways within dwelling units and exterior stairways serving a dwelling unit shall have an illumination level of not less than 1 foot-candle measured at the center of the treads and landings. (CRC R303.6)Exterior stairways serving a dwelling unit shall have an artificial light source located in the immediate vicinity of the top landing of the stairway. (CRC R303.6)Handrails shall not project more than 4.5” on either side of the stairway and the minimum clear width of the stairway at and below the handrail height shall be 31.5” and 27” when installed on one side and both sides, respectively. (CRC R311.7.1) Provide a section of stairway showing a maximum rise of 7.75 inches and a minimum run width of 10 inches for straight stairways. The maximum difference between the stair risers and treads shall not be greater than 3/8”. (CRC R311.7.4)
Handrails shall satisfy the following:
-Handrail shall be 34 to 38 inches above the nosing of treads. (1012.2)
- The handgrip portion of handrail shall be not less than 1¼ inches or more than 2 inches in cross
sectional dimension. (1012.3)
- Return handrail to newel post or wall. (1012.5)
Refer to the attached stairway handout; show compliance on the drawings.Provide a 42 inch high guardrail at balconies, landings and decks located more than 30” vertically to the floor or grade below. (CRC R312.1 & R312.2) Provide 42 inch high (minimum) protective guards for decks, porches, balconies and raised floors (when more than 30 inches above grade or floor below), and open side(s) of stairs and stair landings. Openings between balusters/rails shall preclude passage of 4 inch (4.375 inches for within individual R-2 units and R-3 occupancies) diameter sphere. (1013 and 1607.7 and CRC R312.3)CBC Section 1133B.4.4, Where stairways occur outside a building, the upper approach and all treads shall be marked by a strip of clearly contrasting color at least 2” wide and placed parallel to and not more than 1” from the nose of the step or landing to alert the visually impaired. The strip shall be of a material that is at least as slip-resistant as the other treads of the stair. A painted strip shall be acceptable.CBC Section 1133B.8.2, Areas with a vertical clearance of less than 80” must have a barrier to warn blind or visually impaired persons.On the drawings, provide Nailing Schedule complying with CBC Table 2304.9.1.Provide structural calculations and drawings, stamped and signed by a California licensed Architect or registered Civil Engineer for:
- Stairway treads (s).
- 4x4 post without bracing with 14”.41/2” span.City of Santa Ana Building Safety Division policy on when foundation and soils investigation shall be required. Revise structural calculations for minimum foundation/footing design requirements for small projects.
- Allowable foundation pressure not to exceed 1000 PSF.
- Footing to have minimum reinforcement of: 2 #4 at top and 2 #4 at bottom.All new construction, interior or exterior alterations, repairs, or additions requiring a permit and having a valuation in excess of $1,000, or when one or more sleeping rooms are added or created, the entire dwelling shall be provided with smoke detectors located as required for a new dwelling. (CRC R314.3) Smoke alarms shall be installed in the following locations:
Interconnection is not required in existing dwelling units where repairs do not result in the removal of wall and ceiling finishes, there is no access by means of attic, basement or crawl space, and no previous method for interconnection existed.All new construction, Interior or exterior alterations, repairs, or additions requiring a permit and having a valuation in excess of $1,000,, an approved carbon monoxide alarm shall be installed in dwelling units and in sleeping units within which fuel-burning appliances are installed and in dwelling units that have attached garages shall be provided with carbon monoxide alarms (CRC

The residence shall conform to the State Energy Conservation Standards. Submit forms and calculations for review and blueprint the final forms on the plans. (New windows are required to comply with Energy Standards).
- Signed Energy Efficiency Documents must be printed on the plans.
- Also, submit 2 copies of signed Energy Efficiency calculations.
- The permit applicant shall be responsible for obtaining an energy plan check from a consultant
who is qualified to perform an energy efficiency analysis in accordance with the California Code
of Regulations (CCR), Title 24, Part 1 (Administration) and Part 6 (2008 California Energy Code).
The plan check consultant must sign documentation certifying that a thorough, competent review
has been performed on behalf of the Enforcement Agency.
- The corrected/final drawings shall have the required energy efficiency compliance documentation
with completed signature blocks filed on the plans.
-The energy plan check consultant must sign documentation forms on behalf of the Building.
