- Public Works Agency approval (647-5039)
- County of Orange Health Department approval on the corrected/final set of drawings (667- 3600)

All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2010 California Building Standards Code with local amendments including California Historical Code.Please refer to plan check comments below and red marks on the drawings. Revise drawings to show compliance. Structural calculation for design and modification for existing building is required when modification is required to install new elevator. Complete and return Hardship form for building not having elevator from operation date to June 1st, 2013. Please note on the drawings that occupant load of building (1st and 2nd floor) is limited to 299 people max. Refer to drawings to limit the floor area of 2nd floor to max. of199 people.Provide occupant load sign for each floor. 1st floor is limit d to 99 people and 2nd floor is limited to 200 people. Show location of sign and language on each floor.Posting of occupant load. Every room or space that is assembly occupancy shall have the occupant load of the room or space posted in a conspicuous place, near the main exit or exit access doorway from the room or space. Posted signs shall be of an approved legible permanent design and shall be maintained by the owner or authorized agent.Drawings indicate to have 1HR fire rated stairway enclosure. Please clarify how this enclosure is sealed off from remaining of each floor. Please review each check drawings for inconsistency between each sheet of drawings for walls and dimensions. See red marks on the drawings.The width of the level area on the side to which the door swings shall extend 24” past the strike edge of the door for exterior doors and 18” past the edge for interior doors. CBC Section 1126A.3.2.Check doors for compliance for stairways.The floor or landing at each side of an exit door shall be level and having a length in the direction of the door swing of at least 60” and the length opposite the direction of door swing of 44” as measured at right angles to the plane of the door in the closed position. CBC Section 1126A.3.1. Please refer to red marks on the drawings. Provide compliant ramp for door located on the 2nd floor and provide framing for door landing and ramp including handrails. See drawings for additional comments. Show accessibility compliance for door landing, ramp and handrail. Provide ramp detail to match actual layout of new ramp.
Panic hardware shall comply with CBC Section 1008.1.9. Panic hardware shall be provided as required by CBC Section(s) for A-2 occupancy.2ndand 1st floor exit doors are part of exiting system and doors are required to be equipped with panic hardware. Show compliance on the drawings.CBC Section 1133B.2.5.1, Hand-activated door opening hardware shall be centered between 30” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Locked exit doors shall operate as above in egress direction.CBC Section 1133B.2.5, Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.Correct drawings that show 8.5 pounds.CBC Section 1127B.3, All building entrances that are accessible to and usable by persons with disabilities shall be identified with a least one standard sign and with an additional directional signs, as required, to be visible to persons along approaching pedestrian ways.Show location of accessibility sign for entry doors.Existing stairway to be verified for compliance. (Contractor to see is not acceptable). Stairways shall show compliance with CBC Sections 1009 and 1133B.4 including applicable disabled accessibility requirements.(When applicable, Please clarify if existing guard is incompliance)Provide cross reference for proposed guard. Ramps more than 30” above the adjacent ground shall be provided with guards that comply with Section 1013. Such guards shall be continuous from the top of the ramp to the bottom of the ramp. CBC Section 1133B.5.7. Structural calculations for design and justification isrequired.Tactile exit signs shall be required at the following locations:
- Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”
- Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be
identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN”“EXIT RAMP DOWN”“EXIT STAIR UP”“EXIT RAMP UP”
- Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit
passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
For the purpose of Section 1011.3, the term “tactile exit signs” shall mean those required signs that comply with Section 1117B.5.1, Item 1.Exit illumination and exit sign requirements in accordance with CBC Section 1011 shall be shown on the drawings. Be specific as to the type of exit signs to be installed. CBC Section 1006, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Provide a note on the drawings to insure compliance. Provide completely dimensioned floor plans, elevations and sections of sanitary facility insuring wheelchair clearances complying with CBC Section 1115B and the California Plumbing Code.See attached handouts on the drawings and remove single accommodation toilet room layout when not applicable to this project.CBC Sections 1115B and 1210. Sanitation facility toilet room floors shall have a smooth, hard, non-absorbent surface such as Portland cement, concrete, ceramic tile or other approved material which extends upward onto the walls at least 6”. Walls within 2’ of the front and sides of urinals and water closets shall be similarly finished to a height of 4’.Note on the drawings.Show/note ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for A-2, B and toilet rooms.
Note on drawings: - Provide mechanical ventilation for each area/room in accordance with the 2010 California Mechanical Code.
Note on drawings:- CBC Section 1205.3, Artificial light. Artificial light shall be provided that is adequate to provide an average illumination of 10’candles (107 lux) over the area of the room at a height of 30”above the floor level.Table 1016.1 Exit Access Travel Distance:Show distance on the drawings to insure compliance.

Where the path of exit access includes unenclosed stairways or ramps within the exit access or includes unenclosed exit ramps or stairways as permitted in Section 1020.1, the distance of travel on such means of egress components shall also be included in the travel distance measurement. The measurement along stairways shall be made on a plane parallel and tangent to the stair tread nosing in the center of the stairway.STRUCTURALWhere the live loads for which each floor or portion thereof of a commercial or industrial building is or has been designed to exceed 50 psf, such design live loads shall be conspicuously posted by the owner in that part of each story in which they apply, using durable signs. It shall be unlawful to remove or deface such notices. Section 1603.3 of CBC. Show location of sign on the drawings.Provide structural calculations and drawings, stamped and signed by a California licensed architect or registered civil engineer for Change in floor use/loading of 100 PSF of live load. Refer to CBC Section 1607 and CBC Table 1607.1. Provide floor framing plan. Incorporate results of structural calculations into drawings prior to re-submittal. Structural calculations to be signed and stamped by engineer. Note on the structural drawings the floor live of 100 psf for A-2 occupancy, Table 1607.1 of CBC. An automatic sprinkler system shall be provided for A-2 occupancies. Please refer to Section 903.2.12 of CBC under SFM State Fire Authority, items 1 through 4. Separate permit is required for sprinkler system permit s. Add note for each floor on the drawings.
