This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceA separate Building Permit Application is required for:

- Type of Construction (Type III-B to be verified)Occupancies storing, handling, using, and/or selling hazardous materials, liquids, and chemicals shall submit a list of all said materials, listing their quantities and how they relate to specific California Building Code Table items. Note on the Floor Plan, type and quantity of hazardous material in each control area and fire-resistive rating for fire barriers.Occupancies using hazardous materials are subject to special requirements. It is the applicant’s/owner’s responsibility, PRIOR TO RE-SUBMITTAL, to make this known to the Building, Planning, or Fire Departments (OCFA).Indicate material name to be stored in the warehouse area.(when applicable to Aerosol room) Plans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. Please copy all 8 criteria items on the drawings to insure compliance.Reference sheet A-3 Key note number 11, CBC Section 402.12, Security grilles and doors. Horizontal sliding or vertical security grilles or doors, which are part of a required means of egress, shall conform to the following:
- They must remain secured in the full open position during the period of occupancy by the general public.
- Doors or grilles shall not be brought to the closed position when there are more than 10 persons occupying
spaces served by a single exit or 50 persons occupying spaces served by more than one exit.
- The doors or grilles shall be openable from within without the use of any special knowledge or effort when the
space is occupied.
- When two or more exits are required, not more than one half of the exits may be equipped with horizontal
sliding or vertical rolling grilles or doors.
- Note on Drawings: Post a legible sign at security grill/door closing controls stating “Security grill/door shall
remain secured in the full open position during the period of occupancy by the general public.”Provide drawings to insure compliance for exiting entrance door: the following information for All doors require a level floor landing on each side in accordance with CBC Sections 1008.1.4, 1008.1.5, 1008.1.6, and 1133B.2.4 and CBC Figures 11B-26A and 11B-26B. Provide typical door threshold details and details of change in floor covering materialThe width of the level area on the side to which the door swings shall extend 24” past the strike edge of the door for exterior doors and 18” past the edge for interior doors. CBC Section 1126A.3.2.Provide specifications for doors hardware (i.e., lever type, push-pull panic, etc) to comply with disabled access requirements. CBC Section 1133B.2.5.2.CBC Section 1133B.2.5, Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.CBC Section 1127B.3, All building entrances that are accessible to and usable by persons with disabilities shall be identified with a least one standard sign and with an additional directional signs, as required, to be visible to persons along approaching pedestrian ways.CBC Section 1133B.2.6, Required the bottom 10” of all doors except automatic and sliding shall have a smooth uninterrupted surface to allow the door to be opened by a wheelchair footrest without creating a trap or hazardous condition.Refer to the attached entrance/door handout. Revise the drawings to show compliance.CBC Section 1006, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.Tactile exit signs shall be required at the following locations:
- Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”
- For the purpose of Section 1011.3, the term “tactile exit signs” shall mean those required signs that comply with Section 1117B.5.1, Item 1.Valuation of proposed project is estimated at $400,000.00. Please complete attached accessibility form for full compliance with T-24 accessibility standards. Show accessible door toaerosolroom, including wheel chair access room.Any accessible route of travel shall be considered a ramp if its slope is greater than 1’ rise in 20’ of horizontal run (5-percent gradient) and show compliance with CBC Sections 1010 and 1133B.5.1.
- Pedestrian ramps used as exits shall show compliance with CBC Sections 1010 and 1133B.5.
- Refer to the attached pedestrian ramp handout provide drawings to show compliance.CBC Section 1133B.5.2, Width. Pedestrian ramps shall have a minimum clear width of 48”, unless required to be wider by some other provision of this code. CBC Section 1010.5.3, Restrictions. Means of egress ramps shall not reduce in width in the direction of egress travel. Projections into the required ramp and landing width are prohibited. Doors opening onto a landing shall not reduce the clear width to less than 42”.CBC Sections 1010.6 and 1133B.5.4.1, Location of landings. Level ramp landings shall be provided at the top and bottom of each ramp. Intermediate landings shall be provided at intervals not exceeding 30” of vertical rise and at each change of direction. Landings are not considered in determining the maximum horizontal distance of each ramp. Landings shall be level as specified in the definition of “Level area” in Section 1102B.CBC Section 1133B.5.4.2, Size of top and bottom landings. Top landings shall be not less than 60” wide and shall have a length of not less than 60” in the direction of ramp run. Landings at the bottom of ramps shall have a dimension in the direction of ramp run of not less than 72”.CBC Section 1133B.5.4.3, Encroachment of doors. Doors in any position shall not reduce the minimum dimension of the landing to less than 42” and shall not reduce the required width by more than 3” when fully open. See Figure 11B-39(b).CBC Sections 1010.6 and 1133B.5.4, Landings. Ramps shall have landings at the bottom and top of each ramp, points of turning, entrance, exits and at doors. Landings shall comply with Sections 1010.6.1 through 1010.6.5.CBC Section 1133B.5.5.1, Handrails for ramps:
- Are required on ramps that provide access if the slope exceeds 1’ rise in 20’ of horizontal run
(5-percent gradient), except that at exterior door landings
- Shall be placed on each side of each ramp, shall be continuous the full length of the ramp
- Shall be 34 to 38” above the ramp surface to the top of the handrails
- Shall extend a minimum of 1’ beyond the top and bottom of the ramp and shall be parallel with the
floor or ground surface
- The grip portion shall not be less than 1¼” nor more than 1½“ in cross-sectional nominal dimension
or the shape shall provide an equivalent gripping surfaceCBC Section 1010.8, Handrails. Ramps with a rise greater than 6” shall have handrails on both sides. Handrails shall comply with Section 1012.CBC Section 1133B.5.8, Outdoor ramps. Outdoor ramps and their approaches shall be designed so that water will not accumulate on walking surfaces.Reference sheet A-3, If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railing (Zero curb) ( or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 1133B.8.5. Show location of truncated domes on the site plan at zero curb areas including exit doors outside landing areas.
Detectable Warning Product Approval. Only approved Division of the State Architect, Access Compliance (DSA/AC) approved detectable warning products and directional surfaces shall be installed in accordance with CBC Section 1133B.8.5.CBC Section 1129B.3, Item 3. Parking spaces must be located so that the disabled are not compelled to walk or wheel behind parked cars other than their own. Please revise parking layout to show compliance.CBC Section 1129B.3, Item 4. Surface slopes of accessible parking spaces shall be the minimum possible and shall not exceed 1 unit vertical to 50 units horizontal (2% slope) in any direction.CBC Section 1129B.3. Revise the drawings to show disabled accessible parking space loading/unloading aisle on the PASSENGER SIDE.CBC Section 1129B.3, Item 1. Revise the drawings to show the words NO PARKING shall be painted on the ground within each loading and unloading access aisle. This notice shall be painted in white letters no less than 12” high and located so that it is visible to traffic enforcement officials. See Figure 11B-18A.Indicate U-Factor and SHGC for new windows in compliance with T-24 energy Standards.
Plumbing facilities shall be provided in accordance with the California Plumbing Code (CPC) Section 412.0 and CPC Table 4-1. Provide occupant load calculations to show compliance with Table A and Section 402.3 of CPC. Show/note ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for each type of use.
Note on drawings:- Provide mechanical ventilation for each area/room in accordance with the 2010 California Mechanical Code.Note on drawings:Artificial light. Artificial light shall be provided that is adequate to provide an average
illumination of 10’candles (107 lux) over the area of the room at a height of 30”above the floor level.Reference sheet A-8, show 34” clear door width to accessible toilet stall. CBC Sections 1115B and 1210. Sanitation facility toilet room floors shall have a smooth, hard, non-absorbent surface such as Portland cement, concrete, ceramic tile or other approved material which extends upward onto the walls at least 6”. Walls within 2’ of the front and sides of urinals and water closets shall be similarly finished to a height of 4’.Reference detail 1 of sheet SN-2, complete wall detail and revise detail to show compliance with plan check comment below.
In lieu of soils investigation report per Sections 1803.6 of the 2010 California Building Code, revise structural calculations for minimum foundation/footing design requirements for small projects as follows:
- Allowable foundation pressure not to exceed 1000 PSF.
- Footing to have minimum reinforcement of: 2 #4 at top and 2 #4 at bottom.
Refer to sheet A-7 detail 3 and provide structural detail for Dock leveler pit, including rebar size and spacing.Please refer to markup set of drawings for additional plan check comments. Revise drawings to show compliance.
