Reviewing the revised plans did not show compliance with the following items from the original plan check list. See the list below for items # 2, 8, 11, 12, 19, 20, 21, 22, 23, 24, 25, 26, 27, 29 and 42. Note: Numbers in parenthesis (unless otherwise noted) refer to code sections of the 2013 California Building Code (CBC);2013 California Residential Code (CRC); MC = 2013 California Mechanical Code; PC = 2013 California Plumbing Code; EC = 2013 California Electrical Code; T = Table; ICC = International Code Council.All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit 3corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5862 for an appointment.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2013 California Building Standards Code with local amendments and to clearly indicate the scope of work under this building permit application. There may be additional requirements when complete construction drawings and supporting data is submitted for Building Safety Division review. All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered engineer. This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.] The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Public Works Agency approval (647-5039). -Proof of Worker's Compensation Insurance shall be required at the time of permit issuance. - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. Provide a fully dimensioned Site Plan on the drawings and on a separate 8-1/2" x 11" sheet of paper. Exterior walls of dwelling closer than 5 feet to property lines shall be of one-hour fire-resistive construction.Clearly show dimensions from proposed addition to each property line on the site plan. Projections, including eaves, shall be of one-hour fire-resistive construction, heavy timber or of noncombustible material if they are less than 3’-4” from a side or rear property line. Plans shall show the maximum dimension of roof over hangs on the plans. See red marks on sheet A-2 of drawings.For roof covering specify:Roof coverings shall have at least a Class "C" rating. Provide a wall legend indicating: whether the wall is existing, new, or to be removed; fire-resistive rating/construction assembly of wall; bearing walls and non-bearing partitions identification. Bathrooms, laundry rooms, water closet compartments and similar rooms shall be mechanically ventilated in accordance with the Mechanical Code. No water closet shall be set closer than 15 inches from its center to any side wall or obstruction, nor closer than 30 inches center to center to any similar fixture. The clear space in front of any water closet shall not be less than 24 inches. Wall covering shall be cement plaster, tile or approved equal to 72 inches above drain at showers or tub with showers. Materials other than structural elements shall be moisture resistant. Glass enclosure doors and panels must be labeled Category II. Swing door outward. Per Section R314 of CRC, Show the location(s) of hard-wired smoke Alarm(s) with a battery back up in each sleeping room and at a point centrally located in the corridor or area giving access to each sleeping area. A detector shall be located at each story; a detector shall be located in close proximity to the stairway when sleeping rooms are on the upper level. (Battery-operated smoke detectors are permitted in existing construction only.) Per Section R315 of CRC, Show the location(s) of Carbon Monoxide Alarm(s) on the plans. The City has encountered a large number of inspection problems arising from a lack of specific framing details. The following listed items are required to be shown on the plans: -All plumbing walls are to be framed with a minimum of 6" studs. -Permissible notching and boring of joists are to be shown on the plans and shall not exceed CBC allowances. -Notching of exterior and bearing/nonbearing walls shall not exceed 25%/40% respectively. Bored holes in bearing/nonbearing walls shall not exceed 40%/60% respectively. In no case shall the edge of the bored hole be nearer than 5/8 inch to the edge of the stud. Show how dwelling is provided with comfort heating facilities capable of maintaining a room temperature of 68oF at a point of 3 feet above the floor in all habitable rooms. The residence shall conform to the State Energy Conservation Standards. Submit forms and calculations for review and blueprint the final forms on the plans. -Signed Energy Efficiency Documents must be printed on the plans. -Also, submit 2 copies of signed Energy Efficiency calculations. -The permit applicant shall be responsible for obtaining an energy plan check from a consultant who is qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations (CCR), Title 24, Part 1 (Administration) and Part 6 (2013 California Energy Code). The plan check consultant must sign documentation certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency. -The corrected/final drawings shall have the required energy efficiency compliance documentation with completed signature blocks filed on the plans. -Refer to the attached public handouts titled “Energy Efficiency Compliance” and “Energy Efficiency Compliance Documentation”. -Clarify location and size of all existing and new windows on the drawings. Revise T-24 energy calculations to show compliance. Show Radiant Barrier, Cool Roofing, Duct Ceiling as required by the 2013California Energy Residential Manual. Provide a complete full-height section and details of stairway showing: - Maximum rise of 7¾ inches and minimum run (tread) of 10 inches. -Minimum width of 36 inches. -Minimum headroom of 6 feet 8 inches. -Framing (stringer, landing, etc.) size, bracing, connections, footings. -Enclosed usable space under a stairway requires one-hour fire-resistive construction on enclosed side. Handrails shall satisfy the following: -Provide continuous handrail for stairways with 4 or more risers. -Handrail shall be 34 to 38 inches above the nosing of treads. -Intermediate balusters shall be spaced less than 4 inches (4.375 inches for within individual R-2 units and R-3 occupancies) o.k. on open side(s). -The handgrip portion of handrail shall be not less than 1¼ inches or more than 2 inches in cross sectional dimension. -Return handrail to newel post or wall. Show attic ventilation type, size, and location. The required ventilation area ratio is 1/150 of attic area or 1/300 of attic area, with required vapor retarder, if at least half of the vent area is provided by ventilators located more than 3 feet above eave vents providing the remaining portion of the vent area. Openings shall have ¼ inch corrosion resistant metal mesh covering. Show underfloor ventilation opening size and locations equal to 1 sq. ft. for each 150 sq. ft. of underfloor area. Openings shall be as close to corners as practical and shall provide cross ventilation along the length of at least two opposite sides. Openings shall have ¼ inch corrosion resistant metal mesh covering. If an existing under floor vent is blocked or removed due to proposed addition, justify the total vent area that is required for entire house and show type, size and location of vents on the plan. Provide and show location and size of under floor access for this project. The following are required for attached garage: - Specify one-hour fire-resistive construction (example is 5/8 “Type-X” drywall on 2x4 framing) on the garage side for walls, ceilings, posts, and beam of garage adjacent to or supporting the dwelling.Note on drawings: "Truss supplier shall submit calculations and shop drawings signed by a registered civil engineer to the responsible project designer who agrees to review the shop drawings for acceptance prior to fabrication. Shop drawings and calculations shall be submitted to the Building Safety Division for acceptance after the responsible project designer has noted his/her acceptance and prior to fabrication.” Truss drawings must reflect compliance with CBC Sections: -Plans, structural calculations, and specifications must be prepared by a California registered civil engineer. -The ICC approved agency number must be noted on shop drawings. -Note: If the responsible project designer declines to agree to review shop drawings, complete structural calculations and drawings for trusses shall be submitted for review and acceptance by the Building Safety Division prior to issuance of permits for the subject project.Please review the proposed floor area calculation. See sheet T-1 of drawing. Seems like the total area added to this existing house is about 1100 SF. The building permit application for this addition shall reflect the new areas.The existing floor plan shown on sheet T-1 is not clear. See red marks on sheet A-1.The occupancy group and type of construction shall be completed on the building data table on sheet T-1.Show compliance with CRC Section R 308.4.5 for window D for the second floor bathroom.The second floor plan shall be superimposed on the first floor plan for clarity and location of posts and windows. Seems like the openings in the west wall is different between A-1 sheet and S2.1.See the red marks on the following sheets of plan. Sheet T-1, A-1, A-2, S2.1, S3.1, S4.1, AND S4.2.Pease resubmit the marked up set with revise plans for recheck.
