The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2013 California Building Standards Code with local amendments and to clearly indicate the scope of work under this building permit application. There may be additional requirements when complete construction drawings and supporting data is submitted for Building Safety Division review.All persons preparing plans for others shall sign those plans. Business and Professions Code Chapter 3, Division 3, Section 5536.1 (a).
This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
- Public Works Agency approval (647-5039).
- Proof of Worker's Compensation Insurance shall be required at the time of permit issuance.
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
Provide a fully dimensioned Site Plan on the drawings and on a separate 8-1/2" x 11" sheet of paper. Dimension roof overhangs showing compliance with CBC & CRC.For roof covering specify:
-Manufacturer and type of roof.
-Roof slope(s) of all areas on the roof plan
-Type/manufacturer and International Code Conference (ICC)/Underwriters Laboratories (UL)
number of shingle/tile roof.
-Roof coverings shall have at least a Class "C" rating.
Galvanized sheet metal (26 gauge min.) roof valley flashing is required.
Show location of minimum 20x30-inch attic access with 30-inch minimum headroomfor existing house and the proposed addition.
No water closet shall be set closer than 15 inches from its center to any side wall or obstruction, nor closer than 30 inches center to center to any similar fixture. The clear space in front of any water closet shall not be less than 24 inches.
Wall covering shall be cement plaster, tile or approved equal to 72 inches above drain at showers or tub with showers. Materials other than structural elements shall be moisture resistant. Glass enclosure doors and panels must be labeled Category II. Swing door outward.
In every sleeping room of dwelling units, at least one openable emergency escape and rescue window or door shall open directly into a public street, pubic alley, yard or exit court, meeting all of the following (R310):
-Anopenable area of not less than 5.7 square feet (5.0 square feet for ground-floor openings);
-A minimum 24 inch clear openable height;
-A minimum clear openable width of 20 inches;
-A sill height not over 44 inches above the floor.Show the location(s) of hard-wired smoke alarm(s) with a battery back up in each sleeping room and at a point centrally located in the corridor or area giving access to each sleeping area. (Battery-operated smoke detectors are permitted in existing construction only.) Refer to CRC Section R314.Show location of Carbon monoxide for this addition to comply with Section R 315 CRC.
Glass and glazing shall be in accordance with CBC Chapter 24. Note on the drawings all windows and doors having glazing. Indicate the type and thickness of each light of glazing on the drawings showing compliance with CBC Sections 2403, 2404 and 2406.
Glazing in doors and fixed glazed panels of more than 9 sq. ft. shall have Category II classification per CBC Section 2406.1.
Provide full height cross sections through the building showing framing, interior/exterior sheathing, plate heights, insulation, foundation, finish grade, etc.
The City has encountered a large number of inspection problems arising from a lack of specific framing details. The following listed items are required to be shown on the plans:
-All plumbing walls are to be framed with a minimum of 6" studs.
-Permissible notching and boring of joists are to be shown on the plans and shall not exceed code allowances.
-Notching of exterior and bearing/nonbearing walls shall not exceed 25%/40% respectively. Bored
holes in bearing/nonbearing walls shall not exceed 40%/60% respectively. In no case shall the
edge of the bored hole be nearer than 5/8 inch to the edge of the stud.
Show how dwelling is provided with comfort heating facilities capable of maintaining a room temperature of 68oF at a point of 3 feet above the floor in all habitable rooms.
The residence shall conform to the State Energy Conservation Standards. Submit forms and calculations for review and blueprint the final forms on the plans.
-Signed Energy Efficiency Documents must be printed on the plans.
-Also, submit 2 copies of signed Energy Efficiency calculations.
-The permit applicant shall be responsible for obtaining an energy plan check from a consultant
who is qualified to perform an energy efficiency analysis in accordance with the California Code
of Regulations (CCR), Title 24, Part 1 (Administration) and Part 6 (2013 California Energy Code).
The plan check consultant must sign documentation certifying that a thorough, competent review
has been performed on behalf of the Enforcement Agency.
-The corrected/final drawings shall have the required energy efficiency compliance documentation
with completed signature blocks filed on the plans.
-Refer to the attached public handouts titled “Energy Efficiency Compliance” and “Energy
Efficiency Compliance Documentation”.
Show Radiant Barrier, Cool Roofing, Duct Ceiling as required by the 2013California Energy Residential Manual.
Regardless of the occupant load, there shall be a floor or landing on each side of a door. The floor or landing shall not be more than one-inch lower than the threshold of the doorway. Landings shall be level except for exterior landings, which may have a slope not to exceed 1/4 unit vertical in 12 units horizontal (2% slope).
-A door may open at the top step of an interior flight of stairs, provided the door does not swing
over the top step.
-Screen doors and storm doors may swing over stairs, steps or landings.
Show attic ventilation type, size, and location. The required ventilation area ratio is 1/150 of attic area or 1/300 of attic area, with required vapor retarder, if at least half of the vent area is provided by ventilators located more than 3 feet above eave vents providing the remaining portion of the vent area. Openings shall have ¼ inch corrosion resistant metal mesh covering.
Show underfloor ventilation opening size and locations equal to 1 sq. ft. for each 150 sq. ft. of underfloor area. Openings shall be as close to corners as practical and shall provide cross ventilation along the length of at least two opposite sides. Openings shall have ¼ inch corrosion resistant metal Seismic requirements.
-Group R or U occupancies of light-frame construction and two stories or less in height are permitted
to use concrete with a specified compressive strength of not less than 2,500 psi at 28.
Provide structural calculation for a ridge beam (4 x min.) for this addition since the ceilings and rafters are not in the same direction.
For plywood roof diaphragms, specify thickness, grade, panel span rating, and nailing schedule.
Note on the plans: "Roof diaphragm nailing to be inspected before covering. Face grain of plywood shall be perpendicular to supports."For plywood floor diaphragm specify thickness, grade, T&G edges, panel span rating, nailing schedule and panel layout pattern.
Show location of underfloor access crawl hole (18 x 24 inches).
Note on the plans that hold-down connector bolts into wood framing require approved plate washers; and hold-downs shall be tightened just prior to covering the wall framing.
Note on the plans that foundation anchor bolts in walls shall have an approved plate washer under each nut; and the nuts shall be tightened just prior to covering the wall framing. Plate washers a minimum of 3 inch by 3 inch by 0.229 inch thick shall be used on each bolt.
Show location of Forced Air Unit (FAU)/Return Air Grill/Water Heater on floor plan.
The City records shows that a building permit was pulled on 2/12/1981 to enclosed the patio with plastic. Submitted plans show a room addition as plastic enclosed patio. Provide plans for this addition.
Two of the existing bedrooms have no escape windows. Show the windows for these two bedrooms or convert these bedrooms to other uses.
The code editions shall be updated per red marks on A-1 Sheet.
Please update occupancy and area of proposed addition per red marks on A-1 sheet.
See red marks on the following sheets of plans: A-1, A-2, A-3, A-4, A-5 AND A-6. PLEASE RESUBMIT THE MARKED UP SET WITH REVISED PLANS
