Note: Numbers in parenthesis (unless otherwise noted) refer to code sections of the 2013 California Building Code (CBC); MC = 2013 California Mechanical Code; PC = 2013 California Plumbing Code; EC = 2013 California Electrical Code; T = Table; ICC = International Code Council.All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit 3corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5862 for an appointment.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2013 California Residential Code with local amendments and to clearly indicate the scope of work under this building permit application. There may be additional requirements when complete construction drawings and supporting data is submitted for Building Safety Division review. All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered engineer. All persons preparing plans for others shall sign those plans. Business and Professions Code Chapter 3, Division 3, Section 5536.1 (a). This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information. The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Public Works Agency approval (647-5039). -Proof of Worker's Compensation Insurance shall be required at the time of permit issuance. Provide a fully dimensioned Site Plan on the drawings and on a separate 8-1/2" x 11" sheet of paper. Exterior walls of detached garage less than 5 feet from property line shall have one-hour fire-resistive construction complying with Table R302.1 of CRC 2013. Projections, including eaves, shall be of one-hour fire-resistive construction, heavy timber or of noncombustible material if they are less than 5’ from a side or rear property line complying with Table R302.1 of CRC 2013.Dimension roof overhangs for side and rear of the proposed garage. Show location of minimum 20x30-inch attic access with 30-inch minimum headroom in accordance with CRC for the existing garage conversion to living room. Openable ventilation area of habitable room(proposed living room) must be 4 percent of the room floor area with a minimum of 5 square feet. In lieu of openable windows for habitable rooms a mechanical ventilating system, complying with the Mechanical Code, shall be provided. Show size of unit and location of registers. In every sleeping room, at least one openable emergency escape and rescue window or door shall open directly into a public street, pubic alley, yard or exit court, meeting all of the following. -An openable area of not less than 5.7 square feet (5.0 square feet for ground-floor openings); -A minimum 24 inch clear openable height;Plans do not show compliance with this requirement. -A minimum clear openable width of 20 inches; -A sill height not over 44 inches above the floor. Provide full height cross sections through the building showing framing, interior/exterior sheathing, plate heights, insulation, foundation, finish grade, etc. Show how dwelling is provided with comfort heating facilities capable of maintaining a room temperature of 68oF at a point of 3 feet above the floor in all habitable rooms. The residence shall conform to the State Energy Conservation Standards. Submit forms and calculations for review and blueprint the final forms on the plans. -Signed Energy Efficiency Documents must be printed on the plans. -Also, submit 2 copies of signed Energy Efficiency calculations. -The permit applicant shall be responsible for obtaining an energy plan check from a consultant who is qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations (CCR), Title 24, Part 1 (Administration) and Part 6 (2013 California Energy Code). The plan check consultant must sign documentation certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency. -The energy plan check consultant must sign documentation forms on behalf of the Building Safety Division. Show attic ventilation type, size, and location. The required ventilation area ratio is 1/150 of attic area or 1/300 of attic area, with required vapor retarder, if at least half of the vent area is provided by ventilators located more than 3 feet above eave vents providing the remaining portion of the vent area. Openings shall have ¼ inch corrosion resistant metal mesh covering. Note on the plans: "Roof diaphragm nailing to be inspected before covering. Face grain of plywood shall be perpendicular to supports." Show blocking at ends of rafters at exterior new wall of proposed the living room. Normally, there is no 6-mil (0.006 inch) polyethylene vapor retarder with joints lapped not less than 6 inches is placed between the subgrade and the concrete floor slab of the existing garage,in order of converting the existing garage to living room, provide the vapor retarder under the slab of proposed living room. Or approved equivalent methods or materials shall be used to retard vapor transmission through the floor slab. Note on the plans that foundation anchor bolts in walls shall have an approved plate washer under each nut; and the nuts shall be tightened just prior to covering the wall framing. Plate washers a minimum of 3 inch by 3 inch by 0.229 inch thick shall be used on each bolt. For the proposed garage, show the relationship of 2 X 8 ceiling ties @ 48” O/C with the 3 ½” X 11 ¼” Parallam beams. Are these ties above the beams? Is there any insulation in the existing garage walls and ceiling?Show compliance with 2013 energy requirements. Windows type on the window schedule do not match the elevations on sheet A-3 Is the entire house going to be re-roofed? Any door between existing house and the proposed living room? See other red marks on sheet T-1, A-1, A-2, & A-3. Resubmit the marked up set with revised plans for recheck.
