CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.CBC Section 717.2.2, Provide fire blocking in concealed spaces of stud walls and partitions, including furred spaces at the ceiling and floor level and at 10 ft. intervals both vertical and horizontal.Fireblocking. In combustible construction, fireblocking shall be installed to cut off concealed draft openings (both vertical and horizontal) and shall form an effective barrier between floors, between a top story and a roof or attic space. Fireblocking shall be installed in the locations specified in CBC Sections 717.2.2 through 717.2.7.CBC Section 708.4, Fire partitions shall extend from the top of the foundation or floor/ceiling assembly below to the underside of the floor or roof sheathing, slab or deck above or to the fire-resistance-rated floor/ceiling or roof/ceiling assembly above, and shall be securely attached thereto. If the partitions are not continuous to the sheathing, deck or slab, and where constructed of combustible construction, the space between the ceiling and the sheathing, deck or slab above shall be fire-blocked or draft-stopped in accordance with Sections 717.2 and 717.3 at the partition line. Please see red marked drawings.CBC Section 708.9, Penetrations in a fire partition by ducts and air transfer openings shall comply with Section 716. Provide a typical detail to show compliance where rated fire damper is required. Reference Sheet A4.0-1 and A4.0-2, Provide 2 hour fire rated elevator shaft for S2 and R2 occupancies. (Provided wall legend does not specify two hour fire rating) Also specify 90 minute elevator door.Reference Sheet A4.2-1 and Sheet A4.2-2, show contentious two hour fire rating of stairways and 90 minute fire rated doors. Clarify if two hour fire rated stairways including any openings for both buildings are maintained for serving more than 4 stories height. Section 1009.3.1.2 of CBC.Provide 60 minute fire rating in compliance with Table 509, Incidental uses for trash enclosure doors on each floor. Please relocate entrance door to this Unit. Please relocate door from laundry room. Please clarify exit access from court yard to public way. The exit discharge shall provide a direct and unobstructed access to a public way.CBC Section 1024.6.For building 1 and 2, north wall exterior window for R2 occupancy, show compliance with fire rating and allowable percentage of opening based on Table 705.8 of 2013 CBC. Also show 30” height fire rated parapet for exterior walls based on Table 602. SITE ACCESSIBILITY AND PARKING Entrance(s) to the building or facility and primary path of travel to the new work, shall be accessible. Path of travel incorporated all elements from the exterior arrival site to remodeled area including public bus stop/s. Show location on the drawings.At every entrance and at every major junction along or leading to an accessible route of travel, there shall be a sign displaying the international symbol of accessibility. Signs shall indicate the direction to accessible building entrances and facilities. Walks and sidewalks shall not have cross slopes exceeding ¼” per foot (2% slope). Slopes along the path of travel shall not exceed 5%. Walks and sidewalks shall not have cross slopes exceeding ¼” per foot (2% slope). Sidewalks accommodating the disabled must be at least forty-eight inches (48”) wide and at least sixty inches (60”) where door swings over walk. Please refer to red marks on the drawings. Revise site plan to show location of 6” high curb, landscaping areas and fencing locations including entrance and exit doors. If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements (at zero curb) between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, Show location of 6” high curb with double line and location of zero curb with truncated dome. Provide enlarge drawings to show compliance. Please refer to mark-up drawings. Detectable Warning Product Approval. Only approved Division of the State Architect, Access Compliance (DSA/AC) approved detectable warning products and directional surfaces shall be installed. Show accessible path of travel from buildings to trash enclosure area. Indicate slope and cross slope of travel path. Show compliance with parking facilities, Section 1109A for exclusive use of residence (basement). Clarify is assigned (2%) or unassigned (5%) for residence and visitors. Show compliance with Section 11B-208.2.3.1. (1 accessible parking space for each unit with mobility features. A minimum of %5 of units are required to have mobility features. (70 unitsx5%=4 units)Show 8’-2” clearance for parking garage entrance to exit vehicles pathway in compliance with accessibility headroom requirements. Please coordinate with structural drawings as well as EMP displaces to insure compliance.Reference sheet A4.0-2, Show minimum of 5’-0” accessible parkinglanding and show landing on the passenger side. Show 2% slope in any direction for slope of parking and landing. Provide exterior and interior door threshold and landing details to insure that grading plans are in compliance with accessibility requirements. Please refer to grading drawings for established elevations to insure compliance. BUILDING ACCESSIBILITY Provide drawings to show interior dimensions for each elevatorand show accessibility compliance Sections 1124A and 11B-407 including communication features of 11B, Division 7 of 2013 CBC. Elevators shall comply with the most stringent requirements of the State of California Code of Regulations (CCR), Title 8, subchapter 6, State Elevator Safety Regulations and the 2013California Building Code. Compliance shall also be made with the California Accessibility Standards. Provide drawings to insure compliance with followings; The width of the level area on the side to which the door swings shall extend 24” past the strike edge of the door for exterior doors and 18” past the edge for interior doors. See red marked drawings. Provide specifications for doors hardware (i.e., lever type, push-pull panic, etc.) to comply with disabled access requirements. The floor or landing at each side of an exit door shall be level and having a length in the direction of the door swing of at least 60” and the length opposite the direction of door swing of 44” as measured at right angles to the plane of the door in the closed position. All doorways requiring accessibility require dimensioning on the plans to ensure compliance for required landing area/maneuvering clearance at doors. Regardless of the occupant load, there shall be a floor or landing on each side of a door. The floor or landing shall be not more than ½” lower than the threshold of the doorway. Change in level between ¼” and ½” shall be beveled with a slope no greater than 1:2. Change in level greater than ½” shall be accomplished by means of a ramp. Provide detailed sections and plan views showing compliance at all doorways requiring accessibility.All entrances and exterior ground-floor exit doors to buildings and facilities shall be made accessible to persons with disabilities. Doorways shall have a minimum clear opening of 32” with the door open 90 degrees, measure between the face of the door and the opposite stop Hand-activated door opening hardware shall be centered between 34” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Locked exit doors shall operate as above in egress direction.Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.All building entrances that are accessible to and usable by persons with disabilities shall be identified with a least one standard sign and with an additional directional signs, as required, to be visible to persons along approaching pedestrian ways. Required the bottom 10” of all doors except automatic and sliding shall have a smooth uninterrupted surface to allow the door to be opened by a wheelchair footrest without creating a trap or hazardous condition All doors require a level floor landing on each side in accordance with CBC Sections 1008.1.4, 1008.1.5, 1008.1.6, 1126A and 11B-404. Provide typical door threshold details and details of change in floor covering material. Provide cross reference from floor plan to detail/s. Show 1% of lockers adjacent to dance studio are accessible and refer to red marks on the drawings for clearance at door and 48” minimum clearance between doors when fully opened in compliance with Figure 11B-404.26. For Laundry room provide drawings to show compliance with Sections 1127A.10- 1127A10.4 and 11B214 of 2013 CBC. Show accessible counter, path of travel/circulation and minimum of 2 washer and minimum of 2 dryer to be accessible. Show accessible drinking fountains in compliance with 11B-602 of office and dance studio. High and low drinking fountain is required.Tactile exit signs shall be required at the following locations: - Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.” - Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN”“EXIT RAMP DOWN”“EXIT STAIR UP”“EXIT RAMP UP” - Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.” - Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.” - Each exit door through a horizontal exit shall be identified by a sign with the words “TO EXIT.”Exit illumination and exit sign requirements in accordance with CBC Section 1011 shall be shown on the drawings. Be specific as to the type of exit signs to be installed. CBC Section 1011.1. Provide a directional exit sign at changes in exiting direction. CBC Section 1011, Requires exit signs to be readily visible from any direction of approach. No point shall be more than 100’ from the nearest visible exit sign. CBC Section 1006, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.STAIRWAYSEach stairway to have two hour fire rating and openings in an exit access stairway enclosure shall be protected in accordance with Sections 703 and 716 as required for fire barriers. Doors shall be 90 minute fire rated and self-or automatic- closing by smoke detection in accordance with Section 716.5.9.3 of CBC. The walls and soffits within enclosed usable spaces under enclosed and unenclosed stairways shall be protected by 1-hour fire-resistance-rated construction or the fire-resistance rating of the stairway enclosure, whichever is greater. Access to the enclosed space shall not be directly from within the stair enclosure.There shall be no enclosed usable space under exterior exit stairways unless the space is completely enclosed in 1-hour fire-resistance-rated construction. The open space under exterior stairways shall not be used for any purpose.CBC Section11B-307, Areas with a vertical clearance of less than 80” must have a barrier to warn blind or visually impaired persons.Tactile floor designation signs shall be located at each floor level landing in all enclosed stairways in buildings two or more stories in height to identify the floor level. At exit discharge level, the sign shall include a raised five-pointed star located to the left of the identifying floor level. The outside diameter of the star shall be the same as the height of the raised characters. HANDRAILS FOR STAIRWAYSProvide handrail details on the drawings showing compliance with CBC Section, handrails shall extend a minimum of 12” beyond the top nosing, and shall extend a minimum of 12” plus the tread width beyond the bottom nosing.Guards shall be detailed to show compliance with Sections 1013 and 1607.7. Dimension finish floor to top of guard height. Unenclosed floor and roof openings, open and glazed sides of stairways, landings and ramps, balconies or porches, which are more than 30” above grade or floor below, and roofs used for other than service of the buildings shall be protected by a guardrail. CBC Section 1013.3. Open guards shall have intermediate rails or an ornamental pattern such that a sphere 4” in diameter cannot pass through (37/8” max).For all handrail show 42” high guards for each stairway.Guards shall be detailed to show compliance with Sections 1013 and 1607.7. LIGHT AND VENTILATION Show/note light and ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for each type of use. For enclosed parking structure, note on the drawings compliance with Section 1203.5 of 2013 to be provided in compliance with CMC and CFC. Provide coordination with EMP for mechanical ventilation of garage. Show location of wall / shaft penetration for fan ventilated garage and revise structural drawings when applicableCallout sizes and types of openings on window schedule in compliance with emergency exit.Every sleeping room in dwelling units must have a window or exterior door for an emergency exit, sill height not more than 44 inches above the floor, 5.7 square feet of openable area, 24 inches clear opening height, 20 inches clear opening width and shall open directly into a public street, alley, yard, or exit court. CAUTION: Using minimum clear openable height with the clear openable width will yield only 3.3 square feet and not the minimum 5.7 square feet required. Be especially careful with double-hung windows. Also, when the emergency escape window is below ground level refer to CRC Section R310.2 for additional requirements.TOILET FACILITIESPlease note drawings are not showing location of any toilet rooms for retail area (M/B occupancy) for Building 1. Please revise drawings to show location of toilet rooms in compliance with Table 422.1 of 2013 CPC. Provide minimum of two accessible toilet rooms for Multipurpose/ dance studio.Sanitation facility toilet room floors shall have a smooth, hard, non-absorbent surface such as Portland cement, concrete, ceramic tile or other approved material which extends upward onto the walls at least 6”. Walls within 2’ of the front and sides of urinals and water closets shall be similarly finished to a height of 4’.Show location of drinking fountains on the floor plan, drinking fountains serving the area of new work shall be accessible (High and low). Show 30-inch clear width for water closet compartments and 24-inch clearance in front of a water closet. CORRIDORSTable 1018.1 of CBC requires one hour fire rated corridor for R-2 occupancy equipped with Sprinklered system with occupant load of greater than 10. Revise drawings to show compliance. Revised drawings to show fire rated corridor and label fire rating of corridors on each floor for building 1 and 2.CBC Section 1017.4.1, Corridor ceiling. Use of the space between the corridor ceiling and the floor or roof structure above as a return air plenum is not permitted. See CBC Section 1017.4 for exceptions.CBC Section 1017.5, Corridor continuity. Fire-resistance-rated corridors shall be continuous from the point of entry to an exit, and shall not be interrupted by intervening rooms.Foyers, lobbies or reception rooms constructed as required for corridors shall not be construed as intervening rooms. In fully sprinklered office buildings, corridors may lead through enclosed elevator lobbies if all areas of the building have access to at least one required exit without passing through the elevator lobby. [SFM]Reference building #2, CBC Section 1017.3, Dead ends. Where more than one exit or exit access doorway is required, the exit access shall be arranged such that there are no dead ends in corridors more than 20’ in length. The lobby shall completely separate the elevators from the corridor by construction conforming to Section 1017.1 and all openings into the lobby wall contiguous with the corridor shall be protected as required by CBC Section 715.4.3, when elevators connecting more than two stories and opening into a corridor shall be provided with an elevator lobby at each floor containing such a corridor.For trash room doors located on each floor for buildings 1 and 2, Provide 60 minute (Fire rating) and20 minute door (Smoke rating) where located in the rated corridor and required by Table 509, Incidental uses, for fire rating of 60 minute. Show 60 minute fire rated door for laundry room doors in compliance with Table 509, Incidental uses and 20 minute (smoke rating).Corridors shall be fire-resistance rated in accordance with Table 1017.1. The corridor walls required to be fire-resistance rated shall comply with Section 708 for fire partitions.CBC Section 1017.4.1, Corridor ceiling. Use of the space between the corridor ceiling and the floor or roof structure above as a return air plenum is not permitted. See CBC Section 1017.4 for exceptions.CBC Section 1017.4, Air movement in corridors. Corridors shall not serve as supply, return, exhaust, relief or ventilation air ducts when required to be fire-resistive rated in accordance with Table 1017.1.Provide a complete architectural section through of 1-HR. corridor detailing fire resistive assembly of the walls and ceilings. Detail all duct and other penetrations CBC Sections 708.4, 1017.1, 715.1, Table 715.4 & 716.5.4.Provide typical complete section view through one-hour corridor(s) showing compliance with CBC Sections 1017 and 708: - Size, spacing, and material of framing members. Note gauge and ICC number and installation/construction requirements for metal framing members. - Method of attaching framing to the building structure. Compliance shall be shown with CBC Section 1607.13 for lateral support of the walls. Do not support top of walls to suspended ceiling system unless calculations and drawings prepared by a registered engineer are submitted for review. Submit structural engineering calculations for walls in rooms with a floor to building structure above height greater than 14’. - Sheathing material and details of attachment. Note type, size, and spacing of fasteners. - Height of partition, suspended ceiling, structure above. - Reference each wall and ceiling fire-resistive assembly to a CBC Chapter 7 Table and item number. - Fire blocks and draft stops in combustible construction in accordance with CBC Section 717. Show location(s) and provide typical construction details. - Fire/smoke damper locations, installation requirements, and required access doors. Refer to CBC Section 716 and Mechanical Code Section 606.CBC Section 715.5.7.2. Where corridor walls are required to be one-hour fire-resistive construction by Section 1017, windows shall be protected by fixed glazing listed and labeled for a fire-protection rating of at least three-fourths hour in accordance with Section 715.5. The total area of windows in any portion of an interior corridor shall not exceed 25 percent of the area of the corridor wall of the room which it is separating from the corridor.CBC Section 715.4. When corridor walls are required to be of one-hour fire-resistive construction by Section 1017, every interior door opening shall be protected by a tight-fitting smoke-and-draft-control assembly having a fire-protection rating of not less than 20 minutes. Viewport in 20-minute rated door limited to 1” in diameter. Said doors shall not have louvers. The door and frame shall bear an approved label or other identification showing the rating, thereof, followed by the letter “s,” the name of the manufacturer, and the identification of the service conducting the inspection of materials and workmanship at the factory during fabrication and assembly, in accordance with NFPA 80 and UL 1784. Doors shall be maintained self-closing or shall be automatic closing by actuation of a smoke detector in accordance with Section 715.4.7. Smoke-and-draft-control door assemblies shall be provided with a gasket so installed as to provide a seal where the door meets the stop on both sides and across the top.The lobby shall completely separate the elevators from the corridor by construction conforming to Section 1017.1 and all openings into the lobby wall contiguous with the corridor shall be protected as required by CBC Section 715.4.3, when elevators connecting more than two stories and opening into a corridor shall be provided with an elevator lobby at each floor containing such a corridor.Include the following notes with typical one-hour corridor section view: - Interior openings for other than doors or ducts shall be protected by fixed glazing listed and labeled for a fire protection rating of at least three-fourths hour in accordance with CBC Section 715.5. - Penetrations in fire-resistive walls shall comply with CBC Sections 715 and 716. - Cabinets such as recessed electrical panels, fire hose cabinets, and recess fire extinguisher cabinets constructed of steel are permitted, provided that the openings in the fire rated corridor are sealed with approved sealant material to prevent the passages of smoke. - Other cabinets should be installed or recessed so that there is no reduction in the fire rating of the wall, or opening which would allow smoke to pass. This would mean that the cabinet must be surrounded with material which provides the equivalent of one-hour fire resistance. TOWNHOMESPlease insure drawings are incompliance with 2013 CRC;Parapets shall be constructed in accordance with Section CRC R302.2.3 for townhouses as an extension of exterior walls or common walls in accordance with CRC R302.2.2. Townhouse units shall be separated by a common 1 hour fire-resistance-rated wall assembly and shall extend to and be tight against exterior walls and the underside of the roof sheathing. (CRC R302.2) A townhouse common wall shall be continuous from the foundation to the underside of the roof sheathing, deck or slab and extend the full length of the wall, including wall extensions through and separating attached enclosed accessory structures. (CRC R302.2.1) Note on plans that a townhouse common wall cavity shall not contain plumbing or mechanical equipment, ducts, and vents. (CRC R302.2 Exception) Townhouse parapets shall be constructed on exterior walls and common walls in accordance with CRC R302.2.3. (CRC R302.2.2) Duplex units shall be separated by a one hour fire-resistance wall and/or floor assemblies (1/2 hour in a sprinklered building) and shall extend to and be tight against exterior walls and the underside of the roof sheathing. (CRC R302.3) The supporting construction of floor assemblies with fire resistance rated by section R302.3 shall have it’s of equal or greater fire-resistance rating than the fire-rated assembly being supported. (CRC R302.3) Through penetrations of fire-resistance-rated construction shall be in accordance with CRC Section R302.4.1.1 or R302.4.1.2. Membrane penetrations of fire-resistance-rated construction shall be in accordance with CRC Section R302.4.1 and R302.4.2. Penetrations of electrical outlet boxes in a townhouse common wall shall be in accordance with CRC Section R302.4. (CRC R302.2) CALGREEN For compliance with CalGreen please refer to attached Non-residential checklist and Non-residential certification and provide a copy of completed Form on each set of drawings. Submit drawings to show compliance for each applicable item. ENERGY CODE The residence shall conform to the2013 (R-2, M/B and A-3 occupancies) State Energy Conservation Standards. Submit forms and calculations for review and blueprint the final forms on the plans. - Signed Energy Efficiency Documents must be printed on the plans. - Also, submit 2 copies of signed Energy Efficiency calculations. - The corrected/final drawings shall have the required energy efficiency compliance documentation with completed signature blocks filed on the plans. -The energy plan check consultant must sign documentation forms on behalf of the Building Safety Division. - Show compliance with Non-Res. and Residential Lighting Design Guide and show compliance on both architectural and electrical drawings. ACCOUSTICALANALYSISREPORTAcoustical analysis report to be in accordance with the California Building Code Section 1207- Sound Transmission Control. The drawings shall incorporate all acoustical analysis report recommendations. show compliance with followings:Incorporate results of noise report into drawings prior to re-submittal.Drawings to be signed and stamped by California Licensed engineer.For floor (Parking garage and residential) roofs, exterior walls, interior walls all windows and doors show STC rating as indicated on page 4 and 5 of report.Please coordinate with T-24 energy consultant and drawings to insure correct R value for energy Code compliance as well as required STC rating. Provide drawings to show method/ detail for water lines noise reduction.Provide enlarged copy of sheet 7 and 8 on the drawings, showing room/units requiring mechanical ventilation when windows are closed.Detail the sound attenuation (minimum STC & IIC rating of 45) between units and public space. Attach noise installation standards to the plans.
