The recheck for your project was completed this morning, 03/03/2016. The following items from the first plan check list are not done/ completed at this time. See the list below for items # 7, 8, 9, 10, 11, 14, 15, 22, & 24. Please see additional notes or comments for each item in the list below.
Also the note # 2 on the Technical Site plan shall be corrected from: May 15, 2016 to: May 15, 2015.All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit 3corrected sets of plans. Please bring in 3 completed / final copies of the plans for permit issuance.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5862 for an appointment.
All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect and or registered engineer.
This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:following items are not done at this time. Applicant shall obtain these approvals before permit issuance.
-Planning Division approval on the corrected/final set of drawings (647-5804).
- Orange CountyFire Authority approval on the corrected/final set of drawings (647-5839 or 647-5700).
-Police Department approval on the corrected/final set of drawings (647-5840).
-Public Works Agency approval (647-5039).
- Proof of Worker's Compensation Insurance shall be required at the time of permit issuance.
- School District Compliance Certificate for each building; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work.
-Grading Permit. Application is made through the Building Safety Division (647-5800) and the
plan review is by the Public Works Agency (647-5039).
-In addition to other fees, a "Park Acquisition and Development Fee" in the amount shownbelow
shall be required pursuant to a resolution of the City Council for the Recreation andCommunity
Services Agency; net addition of ________ bedroom(s).These Park Acquisition and Development fees to be paid at the time of permit issuance.

Provide a fully dimensioned Site Plan on the regular size of drawing signed and stamped by the Architect and the civil engineer for the entire site. The site plan provided is not signed by the architect of records. Due to many life safety requirements in the California Residential Code that depends to the distance of the exterior wall of the building to recorded property line, the architect of records shall review and sign the site plan for this project.
Also, the provided site plan is not large enough to see the distance from the exterior face of the wall to recorded property line. Please provide enlarged site plan to clearly show compliance.Show all property lines of record on the Site Plan for each lot with dimensions of each building to the property lines. Buildings shall not be constructed over any property line.Provide an overall site plan, signed and stamped by the architect of records, to show all recorded property lines.
Prior to the issuance of building permit(s), tract maps, parcel maps, lot line adjustments, public way abandonments, covenant, conditions and restrictions (CC&R's), etc., related to the subject project must be legally recorded with the County of Orange.Provide a recorded copy of these Documents to the Building Safety Division before issuance of the building permits.Pending.This item is not done at this time.Show the complete legal description and assessor's parcel number on the plans.
With this plan check there is a conditional letter of MAP Revision from FEMA. However, the following information shall be met in order to determine that the final elevation for each lot complies with the conditions of this MAP Revision.
This project is in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A. This zone requires that the lowest finish floor elevation (including basement) of the structure shall be at (or above) base flood elevation determined in the mentioned letter from FEMA. All elevations must be referenced to the National Geodetic Vertical Datum. Reference should be made to the Flood Plain Management Ordinance, Santa Ana Municipal Code, Chapter 7, for complete requirements. Drawings shall show compliance with said ordinance including noting flood zone and finish floor elevation."
Note on plans: "A Federal Emergency Management Agency National Flood Insurance Program ELEVATION CERTIFICATE shall be completed by a California Licensed Land Surveyor or California Registered Civil Engineer who is authorized to practice land surveyingfor each lot. The completed ELEVATION CERTIFICATE must be submitted to the Building plan check engineer prior to issuing the building permit and Inspector at the time of foundation inspection, and a final certificate must be submitted at the time of final inspection."Provide completed and signed elevation certificatesbased on drawings for the models at this time. Also, provide a completed and signed elevation certificate based on drawings for any building permit at the time of permit issuance.
The residence shall conform to the State Energy Conservation Standards. Submit forms and calculations for review and blueprint the final forms on the plans.This item is not done at this time.
-Signed Energy Efficiency Documents must be printed on the plans.
-The permit applicant shall be responsible for obtaining an energy plan check from a consultant
who is qualified to perform an energy efficiency analysis in accordance with the California Code
of Regulations (CCR), Title 24, Part 1 (Administration) and Part 6 (2013 California Energy Code).
The plan check consultant must sign documentation certifying that a thorough, competent review
has been performed on behalf of the Enforcement Agency.
-The energy plan check consultant must sign documentation forms on behalf of the Building
Safety Division.
-Please refer to attached Residential Lighting Design Guide and revise drawings to show
compliance.
Provide a complete full-height section and details of stairway showing:
- Maximum rise of 7¾ inches and minimum run (tread) of 10 inches.
-Minimum width of 36 inches.
-Minimum headroom of 6 feet 8 inches.
-Framing (stringer, landing, etc.) size, bracing, connections, footings.
-Stairways positively anchored to the primary structure without using toe nails or nails subject to
withdrawal.
Specify/detail masonry veneer material, thickness, backing, anchorage, footings, and support on the drawings.
The geotechnical report requires foundation excavations to be reviewed by a geotechnical engineer. Note on the foundation plan "Prior to requesting a Building Safety Division foundation inspection, the geotechnical engineer shall inspect and approve the foundation excavations."
Note on the Foundation Plan(s): “Provide two copies of a compaction report reviewed, accepted, and stamped by the architect or structural engineer of record. The reports are to be submitted to, and accepted by, the Building Safety Division prior to calling for foundation inspection. Please telephone (714) 647- 5862 for an appointment with the plan check engineer to accept the two certified copies of the compaction report.”Note on the Foundation Plan(s): “Prior to calling for Foundation Inspection, the building corners shall be surveyed and staked by a California licensed Land Surveyor or qualified Civil Engineer. The survey and staking must be documented and bear the stamp and signature of the person responsible for the survey and staking. The certification document must be submitted to the Building Inspector at the time of Foundation Inspection.”Note on drawings: "Truss supplier shall submit calculations and shop drawings signed by a registered civil engineer to the responsible project designer who agrees to review the shop drawings for acceptance prior to fabrication. Shop drawings and calculations shall be submitted to the Building Safety Division for acceptance after the responsible project designer has noted his/her acceptance and prior to fabrication.”
Truss drawings must reflect compliance with CBC and or CRC Sections:
-Plans, structural calculations, and specifications must be prepared by a California registered civil
engineer.
-Regulation of prefabricated construction including required inspections and certifications.
-The ICC approved agency number must be noted on shop drawings.
-Note: If the responsible project designer declines to agree to review shop drawings, complete
structural calculations and drawings for trusses shall be submitted for review and acceptance by the
Building Safety Division prior to issuance of permits for the subject project.Please coordinate with the Planning Division of City of Santa Ana to finalize the address for each lot before issuance of the building permit.This item is not done at this time.Provide a list for this project to include the square footage of living space each house, area of garage, balcony, porch and number of bedrooms for each house. Also how many of each model will be built for this project.Please double check the area of each floor of each model. Seems like the area some floor plans are not correct. Please verify these and see the red marks on the plan.The square footage for 3-story products is not corrected. Please see the red marks on the plan for the calculated square footage for this product and modify the square footage tables’ accordingly. The structural engineer to provide the missing information for the P/T Slab on sheet PT-1.The structural engineer to double check the beam support on the plan to make sure they match the sizes required per calculation. See red marks on the plan and the calculations.
