City of Santa Ana does not have jurisdiction to enforce ADA compliance and it is the responsibility of designer. APPLICABLE CODE: 2013 CALIFORNIA BUILDING CODE (CBC) WITH CITY OF SANTA ANA AMENDMENTS All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. A separate sheet for response may be used.Resubmit 3corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance: - Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans should be submitted to expedite the process. - Fire Department approval on the corrected/final sets of drawings (714-573-6108) - Police Department approval on the corrected/final set of drawings (647-5840) - Public Works Agency approval (647-5039) - Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceProvide pedestrian protection in accordance with CBC Section 3306. Show location and type of protection on plan view. Provide typical construction details, sections, and elevations of pedestrian protection required. Pedestrian protection constructed within a public right of way shall require a building permit issued by the Building Safety Division and a separate approval from the City’s Public Works Agency (714) 647-5039.Please note for Building located at 1344 S. Main the construction date is June, 9th, 1941 and compliance with Santa Ana Municipal Code (SAMC) Section 8-150 is required. Drawings Building information on Sheet A-01 show existing building is equipped with Sprinkelere system. Please verify that existing building is fully equipped with Sprinklered system.Additions, alterations or repairs made to any building constructed prior to January 1, 1946, other than an R-Occupancy building, exceeds $50,000 in cost in any one-year period, then either (A) the entire building must be completely sprinklered in accordance with fire department standards, or (B) the building must comply with requirements as outlined under Santa Ana Municipal Code (SAMC) Section 8-150. A copy of SAMC Section 8-150 may be obtained by visiting the City of Santa Ana’s website at www.santa-ana.org.Drawings submitted to the Building Division for review shall provide the following information (Drawings and details) to insure compliance with CBC Chapter11-B, Division 2 of 2013 CBC with July amendments. - An accessible entrance - An accessible route to the altered area - Accessible restrooms - Accessible telephone (if any) - Accessible drinking fountains, and - Parking, signage and alarmsPriority shall be given to those elements that will provide the greatest access in the above order.Valuation of proposed project is calculated for each building permit (3 totals) as $145,000.00, $40,000.00 and $75,000.00. A minimum of 20% of valuation of construction is required to be spent towards providing disabled access in the priority order noted in plan check comment above and as noted in CBC Division 2 and DSA policy 96-1. Existing accessibility elements to be surveyed to identify deficiencies for each building. Provide drawings to show how accessibility deficiencies is to be up-grade for compliance. Also please refer to Section 3411 of 2013 CBC for accessibility for existing buildings. Show compliance with CalGreen and SB 407. Verify that water conserving plumbing fixtures required by SB 407 have been installed. As of January 1, 2014, SB 407 requires non-compliant plumbing fixtures to be replaced by water-conserving plumbing fixtures when a property is undergoing alterations or improvements as defined by the California Building Code and California Green Building Code. These codes define alteration and improvements as any construction to an existing structure which enhances or improves the structure. Construction related to repairs or maintenance of the structure is not considered to be an alteration or improvement. These fixtures must be installed by the time a final inspection is requested for your project.The engineer in responsible charge of the structural design work shall include in the construction documents the following: - Structural tests and inspections required by CBC Chapter 17. - CBC Sections 1704, 1704.5, 1704.5.1 and 1704.5.2 Inspection and observation program. When special inspection is required, the architect or engineer of record shall prepare an inspection program shall be submitted to the building official for approval prior to issuance of the building permit. The inspection program shall designate the portions of the work that require special inspection and the name or names of the individuals or firms who are to perform the special inspections, and indicate the duties of the special inspectors. - The special inspector shall be employed by the owner, the engineer, or architect of record, or an agent of the owner, but not the contractor or any other person responsible for the work. - The structural engineer of record shall provide periodic and final inspections for all structural elements to ensure completed construction agrees with his/her design. - Special inspections required by ICC Research Report.
