All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. Please call (714) 647-5830 for an appointment.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2013 California Building Standards Code with local amendments.CBC Sections A106.1 and A106.3.4.1, All drawings and supporting documents shall be prepared, stamped and signed by a California licensed architect or registered civil engineer.All persons preparing plans, specifications, and instruments of service for others shall sign those plans, specifications and other instruments of service for others shall sign those plans, specifications and other instruments of service and all contracts therefore. This requirement applies to both exempt and non-exempt projects. Business and Professions Code Chapter 3, Division 3, Section 5536.1(a).Include address and telephone number of the responsible designer, and date of signing of drawings.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings (647-5839 or 647-5700)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by
the Public Works Agency (647-5039)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout.
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance
- Information Technology equipment rooms require a completed electrical plan check prior to issuance of the
building permit to ensure compliance with the 2007 California Electrical Code (CEC) Article 645, Electronic
Computer/Data Processing Equipment. CEC Article 645 may require fire-rated walls, floors, and ceilings for
the computer room(s). For additional information, contact Mr. Scott Davis, Electrical Plan Check at (714) 647-
5822.Submit a signed copy of the contract showing labor and materials for all work to be done under the subject building permit application. The plan check engineer may accept the contract price as the valuation of improvements for unique/unusual projects in lieu of using a cost per square foot basis.A separate Building Permit Application is required for:
- Each building
- Each structure
- Each sign
- Trash enclosure(s)
- Fence(s)
- Block wall(s)
- Light standard(s)

- Screen Wall for Proposed EquipmentOccupancies storing, handling, using, and/or selling hazardous materials, liquids, and chemicals shall submit a list of all said materials, listing their quantities and how they relate to specific California Building Code Table items. Note on the Floor Plan, type and quantity of hazardous material in each control area and fire-resistive rating for fire barriers.Occupancies using hazardous materials are subject to special requirements. It is the applicant’s/owner’s responsibility, PRIOR TO SUBMITTAL, to make this known to the Building, Planning, or Fire Departments.On Sheet “T”, Label and note hourly fire rating of:

FIRE PROTECTIONPlans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.
EXITS
EXIT ACCESSOn sheet IA-5.B, the length of common path of egress travel is 115 feet. The length of a common path of egress travel in Group B occupancy shall not be more than 100’, provided that the building is equipped throughout with an automatic sprinkler system installed in accordance with Section 903.3.1.1. CBC Section 1014.3. Revise design as necessary.
TRAVEL DISTANCEPlease provide egress travel distance on all Exiting plan. CBC Section 1016.1. Travel distance limitations. Exits shall be so located on each story such that the maximum length of exit access travel, measured from the most remote point within a story to the entrance to an exit along the natural and unobstructed path of egress travel, shall not exceed the distances given in Table 1016.1.Table 1016.1 Exit Access Travel Distance:

Please provide a cross-sectional drawing to show exit continuity. Exits shall be continuous from the point of entry into the exit to the exit discharge.Sheet IA-8.1 & Sheet IA8.2Please provide all accessibility design including dimensions on all enlarged restroom plans. Through permit research, Building Permits on Tenant Improvement accessibility restroom upgrades on the sixth floor, seventh floor, and eighth floor were never finalized in 2014. The contractor has cancelled the building permit and therefore, existing restrooms shall comply with 2013 California Building Code standards on this permit. General accessible details have been provided on plan. However, additional dimensional information is required to ensure existing conditions meet the 2013 accessibility standards.Please revise the flush-control height to 44 inches maximum on the urinal detail.11B-605.4 Flush controls. Flush controls shall be hand operated or automatic. Hand operated flush controls shall comply with Section 11B-309 except that the flush control shall be mounted at a maximum height of 44 inches above the finish floor.Please revise the dimension from the center line of water closet to edge of wall to 18 inches maximum on the water closet detail. Dimensions noted in accessibility provisions as “minimum” or “maximum” should not be considered dimensions for design as they represent the limits of a requirement. To be sure that field tolerances result in usable construction, notes and dimensions in construction documents should anticipated expected tolerances so that a required dimensional range is not exceeded by a finish or variation on construction practice.11B-604.2 Location. The water closet shall be positioned with a wall or partition to the rear and to one side. The centerline of the water closet shall be 17 inches minimum to 18 inches maximum from the side wall or partition, except that the water closet shall be 17 inches minimum and 19 inches maximum from the side wall or partition in the ambulatory accessible toilet compartment specified in Section 11B-604.8.2. Water closets shall be arranged for a left hand or right-hand approach.Revise the referenced detail number to “2” on keynote #4.Provide keynotes on sheet IA-8.2.High Rise Building requires Smoke Control system design per section 403.4.7.1, section 909, and section 1022.10.2. Provide detail to show compliance and vestibule design at stairway #1 and stairway #2.
On Sheet IA-1.B, verify fire protection rating on door “G” near Facility Storage and door “E” at proposed Hallway. Door schedule does not indicate fire protection rating on door “G” and “E”.When corridor walls are required to be of one-hour fire-resistive construction by Section 1017, every interior door opening shall be protected by a tight-fitting smoke-and-draft-control assembly having a fire-protection rating of not less than 20 minutes. Viewport in 20-minute rated door limited to 1” in diameter. Said doors shall not have louvers. The door and frame shall bear an approved label or other identification showing the rating, thereof, followed by the letter “s,” the name of the manufacturer, and the identification of the service conducting the inspection of materials and workmanship at the factory during fabrication and assembly, in accordance with NFPA 80 and UL 1784. Doors shall be maintained self-closing or shall be automatic closing by actuation of a smoke detector in accordance with Section 715.4.7. Smoke-and-draft-control door assemblies shall be provided with a gasket so installed as to provide a seal where the door meets the stop on both sides and across the top.Include the following notes with typical one-hour corridor section view:
- Interior openings for other than doors or ducts shall be protected by fixed glazing listed and labeled for a fire
protection rating of at least three-fourths hour in accordance with CBC Section 715.5.
- Penetrations in fire-resistive walls shall comply with CBC Sections 715 and 716.
- Cabinets such as recessed electrical panels, fire hose cabinets, and recess fire extinguisher cabinets
constructed of steel are permitted, provided that the openings in the fire rated corridor are sealed with
approved sealant material to prevent the passages of smoke.
- Other cabinets should be installed or recessed so that there is no reduction in the fire rating of the wall, or
opening which would allow smoke to pass. This would mean that the cabinet must be surrounded with
material which provides the equivalent of one-hour fire resistance.Structural drawings and structural calculations have been reviewed and approved.
