All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. ADDMISTRATIONThis review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (714-647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings (714-573-6108)
- Police Department approval on the corrected/final set of drawings (714-647-5840)
- Public Works Agency approval (647-5039)
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance
The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents including disabled accessibility to show compliance with the 2013 California Building Standards Code with local amendments. Please note that 2013 California Building Code (CBC), Chapter 11-B (Accessibility) is completely revised with approximately 40 deletions and 180 changes (July 1st, 2015 Supplements). Said changes are applicable to this project.
Drawings must be presented in an organized manner conducive for plan review. A Table of contents must be provided and page numbers must bein correct sequence for referencing purpose.
Drawings to separate and in-order of, cover sheet, siteplan, grading plan (Reference only) architectural, architectural details, accessibility, accessibility details, structural and other drawings to follow. Please do not mix-up architectural and structural drawings and review and correct drawings for duplicate plans and details.
Dimensioned site plan, floor plan and supporting details are required. Some building and site elements may require to be enlarged to,1/4”=1’-0” scale for clarification and compliance. Please note that general notes or typical details are not acceptable in lieu of specific plan, detail/s or elevations for accessibility items.
Those portions of the design which have not been submitted at the time of application must be listed as deferred submittals on the plans.Deferred submittals to be under a separate permit and plan check. Please list deferred submittal items on both architectural and structural drawings.All drawings and supporting documents shall be prepared, stamped and signed by a California licensed architect or registered civil engineer. Section 107, CBC.
All structural drawings to be signed and stamped by Civil engineer who has signed the structural calculations. All persons preparing plans, specifications, and instruments of service for others shall sign those plans, specifications and other instruments of service for others shall sign those plans, specifications and other instruments of service and all contracts therefore. This requirement applies to both exempt and non-exempt projects. Business and Professions Code Chapter 3, Division 3, Section 5536.1(a).Accessibility drawings to be reviewed for compliance and signed by a Certified Access Specialist, (CASp). Also this project is to be inspected by a CASp to insure full accessibility compliance for both 2013 CBC, California Building Code with 2015 July 1st amendment and 2010 ADA, Americans with Disability Act Standards.
ARCHITECTURALShow compliance on the drawing for the following items:

Building address numbers shall be at least 4” high for single-family dwellings, 6” high for multi-family dwellings, and at least 10” high for commercial/non-residential buildings, in accordance with CBC Section 501.2 and the SAMC.Please delete structural duplicatesplan and details from drawings. Toilet room signage per 11B-703.6 and 111B- 703.7.2. -Wheel chair and companion seats, 11B-221.3 and 11B-802.- Built-In elements, (Tables) 11B-901,11Bi902, - Benches, 11B-903SITEENTRANCEAND WALKWAYSProvide a fully dimensioned site plan on each set of plans and full disabled access compliance must be shown on the drawings.Entrance(s) to the building or facility and primary path of travel to the specific area of new work, shall be accessible. Path of travel incorporated all elements from the exterior arrival site to remodeled area.At every entrance and at every major junction along or leading to an accessible route of travel, there shall be a sign displaying the international symbol of accessibility. Signs shall indicate the direction to accessible building entrances and facilities. Walks and sidewalks shall not have cross slopes exceeding ¼” per foot (2% slope). Slopes along the path of travel shall not exceed 1:48 maximum.Walks and sidewalks shall have a continuous common surface, not interrupted by steps or abrupt changes in level. Surfaces shall be slip resistant. Show maximum slopes, cross slopes along the path of travel.Walks and sidewalks shall not have cross slopes exceeding ¼” per foot (2% slope). Slopes along the path of travel shall not exceed 5% unless designed as a pedestrian ramp in accordance with CBC Section 11B-405. Abrupt changes in level, except between a walk or sidewalk and an adjacent street or driveway, exceeding 4” in a vertical dimension, such as at planters or fountains located in or adjacent to walks, sidewalks or other pedestrian ways, shall be identified by curbs projecting at least 6” in height above the walk or sidewalk surface to warn the blind of potential drop-off.Any obstruction that overhangs a pedestrian’s way shall be a minimum of 80” above the walking surface as measured from the bottom of the obstruction.Walks, sidewalks, and pedestrian ways shall be free of gratings whenever possible. For gratings located in the surface of any of these areas, grid openings in gratings shall be limited to ½” in the direction of traffic flow.Provide drawings to show compliance with Sections 1028.1 of 2013 CBC and ICC300 for proposed outdoor terraced concrete seating area. Please refer to Section 11B-504 for stairs contrasting strip, handrail and handrail extension.
DOORS/GATE (ACCESSIBILITYAll doors/gates require a level floor landing on each side. Provide typical gate/door threshold details and details of change in floor covering material.The width of the level area on the side to which the door/gate swings shall extend 24” past the strike edge of the door for exterior doors and 18” past the edge for interior doors. Provide specifications for doors hardware (i.e., lever type, push-pull panic, etc.) to comply with disabled access requirements. The floor or landing at each side of an exit door/gate shall be level and having a length in the direction of the door swing of at least 60” and the length opposite the direction of door swing of 44” as measured at right angles to the plane of the door in the closed position. Regardless of the occupant load, there shall be a floor or landing on each side of a door/gate. The floor or landing shall be not more than ½” lower than the threshold of the doorway. Change in level between ¼” and ½” shall be beveled with a slope no greater than 1:2. Change in level greater than ½” shall be accomplished by means of a ramp. Provide detailed sections and plan views showing compliance at all doorways requiring accessibility.Hand-activated door/gate opening hardware shall be centered between 34” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Locked exit doors shall operate as above in egress direction. Note on the drawings: “Maximum effort to operate doors/gates shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.All entrances that are accessible to and usable by persons with disabilities shall be identified with a least one standard sign and with an additional directional signs, as required, to be visible to persons along approaching pedestrian ways. Required the bottom 10” of all doors/gates except automatic and sliding shall have a smooth uninterrupted surface to allow the door/gate to be opened by a wheelchair footrest.
SANITARY FACILITIESSanitary facilities shall be disabled accessible. Provide completely dimensioned floor plans, elevations and sections of sanitary facility insuring wheelchair clearances complying with sections11B-603, 604, 605,606 and 609 of 2013 CBC (July 1st, 2013 amendments). Sanitation facility toilet room floors shall have a smooth, hard, non-absorbent surface such as Portland cement, concrete, ceramic tile or other approved material which extends upward onto the walls at least 6”. Walls within 2’ of the front and sides of urinals and water closets shall be similarly finished to a height of 4’.Provide complete grab bar details on the drawings showing compliance with CBC Section 1115B.8 including structural strength to support a 250 pound point load.Note on the drawings hot water and drain pipes under lavatory shall be insulated.Drinking fountains serving the area of new work shall be accessible. CBC Section 11B-602. 11B-211 and California Plumbing Code Table, 422.1. Minimum of two drinking fountains is required (High and low).
LIGHT AND VENTILATIONShow/note LIGHTING requirements on the plans in accordance with CBC and California Electrical Code requirements for each type of use.
Note on drawings:
- CBC Section 1205.2, Natural light. The minimum net glazed area shall not be less than 8 percent of the floor
area of the room served.Show natural light and ventilation calculations on the drawings.Note on drawings:
- CBC Section 1205.3, Artificial light. Artificial light shall be provided that is adequate to provide an average
illumination of 10’candles (107 lux).
ENERGY STANDARDSThis toiletfacility building is subject to the State of California 2013 Energy Conservation Regulations:Note on the drawings if heating and cooling is provide for toilet facility building. Lighting to comply with 2013 Energy Standards and submit calculations as part of electrical plan check and permit. (FYI) The corrected/final ELECTRICAL drawings shall have the required energy efficiency compliance
documentation with completed signature blocks filed on the Electrical Plans for the Electrical Plan Checker review.STURCTURALProvide structural calculations and drawings, stamped and signed by a California licensed architect or registered civil engineer for:- Restroom building (Complete vertical and lateral analysis)- Picnic/Shade structure (Complete vertical and lateral analysis- Masonry wall with T.S. fencing on top.- Children’s playground structures Light pole and anchor bolts and pole(If applicable ) Stairway(s). CBC Sections 1607, 1630a and 1133B.4, and CBC Table 1607.1, Item 36.
- (IF applicable) Handrail(s)/guard(s). CBC Sections 1012, 1013, and 1607.7.In lieu of soils investigation report per Sections 1803.6 of the 2013 California Building Code and City of Santa Ana internal policy, revise structural calculations and drawingsfor minimum foundation/footing design requirements for small projects as follows:
- Allowable foundation pressure not to exceed 1000 PSF maximum and Lateral 100 PCF maximum.
- Footing to have minimum reinforcement of: 2 #4 at top and 2 #4 at bottom.Incorporate results of structural calculations into structural drawings and they must be signed and stamped by person/s signing the structural calculations.
Those portions of the design which have not been submitted at the time of application must be listed as deferred submittals on the plans. Future submittal under a separate permit and plan check is required. Please list deferred submittal items on both architectural and structural drawings.
