Please call (714) 647-5830 for an appointment.Please return marked up set of drawings with corrections.Sheet T1.0First Plan Check Comments:When a change of occupancy results in a structure being reclassified to a higher risk category, the structure shall conform to the seismic requirements for a new structure of the higher risk category. Provide structural calculations and structural drawings on seismic requirements. (CBC 3408.4)Engineer’s Response:Although there was a change in building occupancy for the facility, the facility occupancy changing from a class B occupancy to a class E occupancy does not reclassify the facility to a “higher risk category”. Only changing to a higher Risk Occupancy Category of IV from a Risk Category I, II, III will increase the seismic loading to the structure. Our structure is categorized as a Risk Occupancy Category of II and we are not changing it to a IV, so, even though the Occupancy changed from B to E it does not change the Risk Category and therefore no seismic structural calculations or drawings are required.Second Plan Check Comments: Risk Category is defined in 2013 California Building Code Table 1604.5. One of the classifications under Risk Category III includes building containing elementary school, secondary school or day care facilities with an occupant load greater than 250. The original building’s classification of Risk Category is Type II. Changing from Type II to a Type III in Risk category results in a seismic Importance factor of 1.25 per ASCE7-10 Table 1.5-2.Therefore, 25% extra seismic forces are required to be designed in existing building. Structural calculations shall be provided to demonstrate existing building is capable to resist 25% of seismic forces. If the extra 25% seismic forces exceed existing building lateral capacity, seismic retrofit are required for compliance.First Plan Check Comments:Provide Allowable Area analysis for the building per 2013 California Building Code Section 506.1. Designer’s Response: Building analysis shown on sheet A2.2.Second Plan Check Comments: Allowable area analysis was provided. However, the analysis was based on 1979 Uniform Building Code. The Change of Use from occupancy group Business (B) to Educational occupancy group (E) is not shown on the analysis. The analysis shall be in accordance with 2013 California Building Code.First Plan Check Comments:Revise occupant load per comments on sheet A2.0.Designer’s Response: Building analysis shown on sheet A2.2.Second Plan Check Comments: Occupant load calculations are underestimates in certain areas. Verify the following area below:Use occupant load factor of 300 in Storage room #1 and #2.Use occupant load factor of 300 in Mechanical room.Use occupant load factor of 100 in Reception area.There are no dedicated exit paths such as a corridor or exit passageway on the floor plan. Floor area shall not be subtracted based on imaginary paths.Since there are no room partitions between dance area, meeting area, and study area. Occupant load factor which yields the most conservative value shall be used.First Plan Check Comments:Provide the following information on Parking Requirements:Specify total number of parking spaces provided on site.Specify total number of accessible parking spaces provided.Specify number of accessible Van parking space provided.Designer’s Response: Site Visit.Second Plan Check Comments:This plan check item remains outstanding.Sheet A1.0First Plan Check Comments: Revise Specify the fire rating at occupancy separation wall.Designer’s Response:A1.0, A1.1Second Plan Check Comments:Show details of existing one-hour separation wall.Sheet A2.0Second Plan Check Comments:Enlarged Accessible restrooms are shown on sheet A2.0. However, restrooms location is not shown on the floor plan. In addition, all accessibility features shall be shown on plan.11B-604.8.1.1.2 Maneuvering space with side-opening door. In a wheelchair accessible compartment with a door located in the side wall or partition, either in-swinging or out-swinging, a minimum 60 inches wide and 60 inches deep maneuvering space shall be provided in front of the water closet.
