Please call (714) 647-5862 for an appointment.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2013 California Building Standards Code with local amendments and to clearly indicate the scope of work under this building permit application. There may be additional requirements when complete construction drawings and supporting data is submitted for Building Safety Division review. All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered engineer. This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information. The applicant shall obtain clearances/approvals for the following, prior to building permit issuance: -Planning Division approval on the corrected/final set of drawings (647-5804). Previously approved plans should be submitted to expedite the process. -Public Works Agency approval (647-5039). -Proof of Worker's Compensation Insurance shall be required at the time of permit issuance. - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. Galvanized sheet metal (26 gauge min.) roof valley flashing is required. Show location(s) and provide typical construction details for fire blocks in combustible construction in accordance with CRC. The City has encountered a large number of inspection problems arising from a lack of specific framing details. The following listed items are required to be shown on the plans: -All plumbing walls are to be framed with a minimum of 6" studs. -Permissible notching and boring of joists are to be shown on the plans and shall not exceed CRC allowances. -Notching of exterior and bearing/nonbearing walls shall not exceed 25%/40% respectively. Bored holes in bearing/nonbearing walls shall not exceed 40%/60% respectively. In no case shall the edge of the bored hole be nearer than 5/8 inch to the edge of the stud. The residence shall conform to the State Energy Conservation Standards. -Signed Energy Efficiency Documents must be printed on the plans. -The permit applicant shall be responsible for obtaining an energy plan check from a consultant who is qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations (CCR), Title 24, Part 1 (Administration) and Part 6 (2013 California Energy Code). The plan check consultant must sign documentation certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency. -The corrected/final drawings shall have the required energy efficiency compliance documentation with completed signature blocks filed on the plans. -The energy plan check consultant must sign documentation forms on behalf of the Building Safety Division. -Please refer to attached Residential Lighting Design Guide and revise drawings to show compliance. Regardless of the occupant load, there shall be a floor or landing on each side of a door. The floor or landing shall not be more than one-inch lower than the threshold of the doorway. -A door may open at the top step of an interior flight of stairs, provided the door does not swing over the top step. -A door may open at a landing that is not more than 7¾ inches lower than the floor level provided the door does not swing over the landing.The swing of the door from the garage to the house shall be change in order to meet the code requirements. See red marks on sheet A2.3 of your drawings for this item. Provide a complete full-height section and details of stairway showing: - Minimum headroom of 6 feet 8 inches. -Framing (stringer, landing, etc.) size, bracing, connections, footings. -Stairways positively anchored to the primary structure without using toe nails or nails subject to withdrawal. The following are required for attached garage/: - Specify one-hour fire-resistive construction (example is 5/8 “Type-X” drywall on 2x4 framing) on the garage side for walls adjacent to the proposed addition.See red marks on sheet A2.3. Provide designed ridge beams (4 x min.) for open beam vaulted ceilings when ceiling joists or rafter ties are not provided. Studs in bearing walls are limited to 10 feet in height unless an approved design is submitted. Clearly show on the plans how second floor lateral loads are transferred to first floor shear walls.The wall on the first floor between the existing dining area and the bath # 2 is being removed per plan. This wall is providing the support for the vertical and the lateral loads of the second floor. Provide vertical and lateral load resisting system for the second floor due to this alteration. A 6-mil (0.006 inch) polyethylene vapor retarder with joints lapped not less than 6 inches shall be placed between the base course or subgrade and the concrete floor slab, or other approved equivalent methods or materials shall be used to retard vapor transmission through the floor slab. Provide structural calculations and drawings prepared by a California Licensed Architect or Registered Civil Engineer for all structural work to be performed under the subject building permit application including: Ridge beams and valleys, Beam at the left side on 2nd floor, Beam under the 2nd floor by the stair, Checking the beam above the garage for the tile load effect, Checking the reactions for the upper ridge beam and providing proper floor beams to take these loads. Provide structural calculation and construction details for the patio cover on the right side of proposed addition. Provide missing construction details as marked on sheets A5.1, S2.1, and S2.2.Provide structural calculations and drawings, stamped and signed by a California licensed architect or registered Civil Engineer for: - Stairway(s). - Handrail(s)/Guard(s). - Guard(s). Sill plates supporting shear walls with lateral loads greater than 350 pounds/foot require a 3-inch nominal or greater member. Note on the plans that foundation anchor bolts in walls shall have an approved plate washer under each nut; and the nuts shall be tightened just prior to covering the wall framing. Plate washers a minimum of 3 inch by 3 inch by 0.229 inch thick shall be used on each bolt. See other red marks on sheets: T1.0, A2.3, A3.1, A5.1, A6.2, S2.1, S2.2, S3.1, S3.2, and S3.3 plus red marks on the calculation. Please resubmit the marked up plans and calculation back with the revised and updated plans and calc. to the city for recheck.
