The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2013 California Building Standards Code with local amendments and to clearly indicate the scope of work under this building permit application. There may be additional requirements when complete construction drawings and supporting data is submitted for Building Safety Division review.
Please see corrections on submitted plans. Red marked set must be returned with revised plans. Plans resubmitted without the red markup set may result in delayed review time and additional plancheck fees.
All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered professional engineer. (CRC R301.1.3, CBC 107.1 and 107.3.4.1).All persons preparing plans for others shall sign those plans. Business and Professions Code Chapter 3, Division 3, Section 5536.1 (a).
This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
- Fire Department approval on the corrected/final set of drawings (647-5839 or 647-5700).
- Police Department approval on the corrected/final set of drawings (647-5840).
-Public Works Agency approval (647-5039).
-Proof of Worker's Compensation Insurance shall be required at the time of permit issuance.
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
-Grading Permit. Application is made through the Building Safety Division (647-5800) and the
plan review is by the Public Works Agency (647-5039).
In addition to other fees, a "Park Acquisition and Development Fee" in the amount shownbelow
shall be required pursuant to a resolution of the City Council for the Recreation andCommunity

Provide a fully dimensioned Site Plan on the drawings.
New one- and two-family dwellings and townhouses shall have an automatic fire sprinkler system installed in accordance with CRC Section R313.3 or NFPA 13D. Contact the Santa Ana Fire Department for fire sprinkler permit requirements (714) 647-5839. (CRC R313)
Specify finish floor elevation of first floor. (CBC 107.2.5)
State Division of Occupational Safety Permit (Cal/OSHA) (939-0145).
-Construction of trenches or excavations, which are five feet or deeper and into which a person is required to descend. (Soils report page 8 recommends upper 5 foot of remedial soils removal)
-The construction or demolition of any building, structure, false-work, or scaffolding more than three stories high or the equivalent height.
Provide pedestrian protection in accordance with CBC Section 3306. Show location and type of protection on plan view. Provide typical construction details, sections, and elevations of pedestrian protection required. Pedestrian protection constructed within a public right of way shall require a building permit issued by the Building Safety Division and a separate approval from the City's Public Works Agency (647-5039).
The project owner/developer shall designate a contact person who has the authority to act on behalf of the owner to coordinate and provide consistency for all of the plans required for the project including landscaping, grading, pedestrian protection, architecture, structural, electrical, mechanical and plumbing. On the drawings note the contact person's name, position, address and telephone number. (CBC 107.1 and 107.3.4.1)
Prior to the issuance of building permit(s), tract maps, parcel maps, lot line adjustments, public way abandonments, covenant, conditions and restrictions (CC&R's), etc., related to the subject project must be legally recorded with the County of Orange.
TITLE SHEETShow the complete legal description and assessor's parcel number on the plans.Provide complete project description with detailed description of scope of work.
List all deferred submittals on cover sheet. (CRC R106.3.3)Roof trusses Provide note: Submittal documents for deferred submittal items shall be submitted to the Architect or Engineer of Record who shall review them and forward to the Building Official with a notation indicating that the deferred submittal documents have been reviewed and that they have been found to be in general conformance with the design of the building. The deferred submittal items shall not be installed until their design and submittal documents have been approved by the Building Official.
Add a note on the cover sheet: “Separate permit(s) is/are required for accessory building, landscape, patio covers, fences, swimming pool, retaining walls, demolition, etc.”
SITE PLAN
Site plan is not available on the first plan check submittal. Fire separation distances, fire protection for exterior walls and opening protections cannot be verified at this stage. Please provide a master site plan for plan review on the second plan check submittal. Show all property lines of record on Site Plan. Buildings shall not be constructed over any property line.
Show the North arrow on the plans and centerline of labeled street(s) and alley.
Indicate and dimension all "assumed" property lines between buildings.
Provide building setbacks to finish of exterior walls to all property lines.
Provide eave / overhang / projection setback to all property lines.Projections of dwelling units and accessory buildings without an automatic residential fire sprinkler protection are not permitted less than 2 feet to the property line and are required to be 1 hour fire rated on the underside with a fire separation distance between 2 feet and 5 feet. (CRC Table R302.1 (1)) Projections of dwelling units and accessory buildings with an automatic residential fire sprinkler protection are not permitted less than 2 feet to the property line and are required to be 1 hour fire rated on the underside with a fire separation distance between 2 feet and 3 feet. (CRC Table R302.1 (2)) Walls of dwelling units and accessory buildings without an automatic residential fire sprinkler protection with a fire separation distance less than 5 feet are required to have a full one hour rating. (CRC Table R302.1 (1)) Walls of dwelling units and accessory buildings with an automatic residential fire sprinkler protection with a fire separation distance less than 3 feet are required to have a full one hour rating. (CRC Table R302.1 (2)) Detached garage accessory to a dwelling located within 2 feet of a lot line shall have a roof eave projection not to exceed 4 inches. (CRC R302.1) Openings are not permitted less than 3 feet to the property line. In dwelling units and accessory buildings without an automatic residential fire sprinkler protection openings are limited to 25 percent the wall area when fire separation distance is greater than 3’ and less than 5’. (CRC R302.1 (1)) Exterior wall penetrations less than 5’ in dwelling units and accessory buildings without an automatic residential fire sprinkler protection, or less than 3’ in dwelling units and accessory buildings with an automatic residential fire sprinkler protection shall comply with CRC Section R302.4.Window wells are not permitted to be located within 3 feet of property line. (CRC Table R302.1 (1) & (2)) Window wells shall comply with section CRC R310.2
Provide existing and proposed contours/spot elevations to indicate general site slope and drainage pattern. (CBC 107)
Lots shall be graded to drain surface water away from foundation walls. The grade shall fall a minimum of 6 inches within the first 10 feet. (CRC R401.3)
FLOORPLANShow 30-inch clear width for water closet compartments and 24-inch clearance in front of a water closet. Provide smoke detector in “Den/Opt Bedroom 3” on sheet 1.3. All new construction, interior or exterior alterations, repairs, or additions requiring a permit and having a valuation in excess of $1,000, or when one or more sleeping rooms are added or created, the entire dwelling shall be provided with smoke detectors located as required for a new dwelling. (CRC R314.3) Smoke alarms shall be installed in the following locations:
- In each sleeping room.
- Outside each separate sleeping area in the immediate vicinity of the bedrooms.
- On each additional story of the dwelling, including basements and habitable attics but not
including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split
levels and without an intervening door between the adjacent levels, a smoke alarm
installed on the upper level shall suffice for the adjacent lower level provided that the lower
level is less than one full story below the upper level.
- When more than one smoke alarm is required to be installed within an individual dwelling
unit the alarm devices shall be interconnected in such a manner that the actuation of one
alarm will activate all of the alarms in the individual unit.Provide details of the deck/balcony and specify method of waterproofing. List ICC approval number for decking material. Show two percent minimum slope. (CRC R905.10.1)
EXITING REQUIREMENTSSpecify that bars, grilles or similar devices if placed over any sleeping room door or window shall be releasable and removable from the inside without the use of a key, tool, or any special knowledge or effort. (CRC R310.4)
GLAZINGNote on plan “Each pane of safety glazing installed in hazardous locations shall be identified (acid etched, sand blasted, ceramic fired, etc) by a manufacturer’s designation, the manufacturer or installer and the safety glazing standard which it complies.” Multi-pane assemblies shall be identified per CRC R308.1. (CRC R308.1)
LANDING
Sheet 1.2: Specify stairway bottom-landing dimension on the first floor plan and second floor plan.

STRUCTURAL DRAWINGS AND CALCULATIONSSheet S1.1: Specify a minimum of 15-mil vapor barrier under Slab-On-Grade note #2. The recommended slab moisture mitigation is based on soils report Section 3.6 page 11.Sheet S1.2: Specify drag load design value on drag trusses.Sheet S1.2: On roof framing plan master-bedroom area, girder-end-truss with corresponding detail “18/SD3” are shown. Please provide shear transfer detailing across from girder-truss to shear wall below.Sheet S1.2: note #1 on plan indicates no plumbing wall in plywood shear-wall.
