All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5848 for an appointment.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings ((714)573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by
the Public Works Agency (647-5039)
- County of Orange Health Department approval on the corrected/final set of drawings ((714)433-6000)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout.
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance
State Division of Occupational Safety Permit (Cal/OSHA) (939-0145). A Cal/OSHA permit is required for:
- Construction of trenches or excavations which are 5‘or deeper and into which a person is required to descend.
- The construction or demolition of any building, structure, false-work, or scaffolding more than three stories
high or the equivalent height.The valuation of improvements for the subject building permit application has been calculated to be $7,139,000.00.Occupancies using hazardous materials are subject to special requirements. It is the applicant’s/owner’s responsibility, PRIOR TO SUBMITTAL, to make this known to the Building, Planning, or Fire Departments. This relates to the generator, fuel tank and any other storage areas.Plans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.CBC Section 1007.4, Elevators. In order to be considered part of an accessible means of egress, an elevator shall comply with the emergency operation and signaling device requirements of Section 2.27 of ASME A17.1. Standby power shall be provided in accordance with Sections 2702 and 3003. The elevator shall be accessed from either an area of refuge complying with Section 1007.6 or a horizontal exit.Elevators shall comply with the most stringent requirements of the State of California Code of Regulations (CCR), Title 8, subchapter 6, State Elevator Safety Regulations and the 2007 California Building Code Chapter 30. Compliance shall also be made with the California Accessibility Standards. State amended CBC Section 3002.4a states when an elevator for medical emergencies shall be provided. The Fire Department will decide if a modification or exception to Section 3002.4a can be granted.CBC Section 1007.2.1, Elevators required. In buildings where a required accessible floor is four or more stories above or below a level of exit discharge, at least one required accessible means of egress shall be an elevator complying with Section 1007.4.CBC Section 1007.2, Continuity and components. Each required accessible means of egress shall be continuous to a public way and shall consist of one or more of the following components: Accessible Routes, Stairways, Elevators, Horizontal Exits, Ramps, or Areas of Refuge.CBC Section 1018.1. Exits shall comply with Exits shall comply with Sections 1018 through 1023 and the applicable requirements of Sections 1003 through 1013. An exit shall not be used for any purpose that interferes with its function as a means of egress. Once a given level of exit protection is achieved, such level of protection shall not be reduced until arrival at the exit discharge.Sheet GA1.1 states that the building is Type IIA, however, the data sheet calls it as IB Please clarify and be consistent.Clarify the calculations of allowable area; the allowable area shown seems too high, please keep in mind that when calculating the allowable area, the single occupancy building provision should not be used due to the assembly use at the roof deck.Are there any assumed property lines between the proposed building and the future buildings? Any horizontal exits.Stair enclosure from the roof to the fourth floor needs to terminate into an exit passage. It cannot terminate into a corridor. Please note that the stair enclosure since it serves different occupancies it has to be rated.Provide a cross reference to a section detail of the 2 hour stair enclosure.On east side of the building, either assume a property line or provide a fire walls in order to use a different type of building construction for the multifamily building.Provide a break down of the occupant load of the pool deck area.Provide a complete soil’s report for this project; a complete plan check can not be performed without the soil’s report.Provide a foundation plan that shows all piles.Provide structural calcs for the piles.What material are you using to fill the area underneath the deck> please make sure to account for the weight of the material in your calcs.Provide notes on plans to indicate that the pool design is not a part of this submittal or this permit.Provide panic hardware on the security gate shown on GAS.2.( Gate seems to block exit from stairs.Provide the proper reference on GA6.1 for the guardrail, the wrong sheet is referenced. Guardrail details are on sheet GA8.8.Why are you using detail 17 for the guardrail, this guardrail appears to be on the exterior of the building use detail 18. Please check the details and there references and make sure the proper ones are called out.Please clarify the accessible pass of travel through the amenity deck,; does the elevator open on both sides.Provide detail or a cross reference of the handrail at the stairs at the amenity deck.Bathrooms at the amenity deck, dimension the width of the stalls, circle etc.Sheet GA 6.9, where is note R21 used?Provide documentation that will insure that the in-house design program used for the design of the post tension slab is in compliance with the design methods and requirements of the latest edition of the ACI and ICC 2013.Provide a diagram to explain the method the data is inputted into the program. Where are the different sections of the slab, in what order are the joints labeled, which are the identical section and how is this information repeated for all the tiers?Since an R of 6.0 is being used for the lateral analysis, all shear walls need to comply with the requirements of special structural walls. Please show how the computer analysis handle the requirements of section 21.9 of the ACI 318-11.Please clarify the boundary element for the floor and roof diaphragms; the floor elevation changes due to the ramps, each tier might have to be split into two diaphragms as far as chords and collectors along the intermediate shear walls are concerned. Please justify.
