Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance: - Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans should be submitted to expedite the process. - Fire Department approval on the corrected/final sets of drawings (949-573-6108) - Police Department approval on the corrected/final set of drawings (647-5840) - Public Works Agency approval (647-5039) - Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance - School District Compliance Certificate; and a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of the work. Indicate new roof/floor area on the drawings for school district verification. Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by the Public Works Agency (647-5039) County of Orange Health Department approval on the corrected/final set of drawings (667- 3600)Please show the followings on the plans:- Provide a fully dimensioned site plan on each set of plans. - Show all property lines of record on the site plan. Show compliance with CBC Section 704 and CBC Tables 601, 602, and 704.8. - Area tabulation justifying floor area(s) of building(s) (CBC Sections 503, 505, 506, 507, and 508 and CBC Table 503) - Fire Sprinkler System (State purpose of sprinkler system, for example, area increase under CBC Section 506.3, required by CBC Section 903 for type of occupancy, etc.) - Number, width, and purpose (cite code section) of yards requiredARCHITCTURAL City records indicate the Type of building construction as Type III-B is required. All new exterior work isrequired to be of non-combustible construction material including the new Cornice and new and existing purlin for exterior trim. Revise drawings to show compliance.Provide a copy of existing parcel map for subject property due to new exterior addition and change of occupancy from B/M occupancy to A and E occupancies.Show location of building additional roof area of north side of building. Provide dimensions on both architectural and structural drawings. Indicate dimensions based on distance from new roof area to adjacent boiling for floor area justification and exterior wall fire rating and openings. Show all property lines of record on the site plan. Indicate distance from exterior wall Show compliance with CBC Section 704 and CBC Tables 601, 602, and 704.8, for exterior wall, column, openings and parapet fire rating.Provide enlarged site plan of building addition (Also to be included as part of floor area justification). Show distance to interior property lines for fire rating of exterior walls, openings and floor area justification. Show complete calculations for floor area justification on the drawings. Including the yard increase with distance between buildings and interior property lines are identified. Reference Sheet As.1, for 3 hour Area Separation wall and 30” parapet with 3 hour fire rating including cross reference from site plan floor plan to details and Sheet number. Parapet detail to show upper most 18” to be non-combustible wall material. Show framing plan (including Sheet S2.1) supported by area separation wall and how each building of area separation wall is independent framing. Please reference each fire-resistive assembly to a CBC Chapter 7. Table and Item number. Please coordinate with structural drawings to insure that both architectural and structural drawings to match. Provide section view detail of all new partitions and ceilings showing: - Size, spacing, span and material of framing members - Note gauge and ICC Research Report number and installation/construction requirements for metal framing members. - Method of attaching framing to the building structure. Compliance shall be shown with CBC Section 1607.13 for lateral support of the walls. Do not support top of walls to suspended ceiling system unless calculations and drawing prepared by a registered engineer are submitted for review. Submit structural engineering calculations for walls in rooms with a floor to building structure above height greater than 14’. - Heights of partition, suspended ceiling and structure above height. - Reference each fire-resistive assembly to a CBC Chapter 7 Table and Item number.Reference Sheet A10.2, Details 2 and 5 (shelving), provide positive attachment to wall and floor. Show compliance with Table 508.4 for occupancy separation between A, E and B occupancy. Pending floor area justification.For occupancy separation, Plans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.Provide on the drawings interior wall and ceiling finish schedule showing compliance with CBC Section 803, 804 and CBC Table 803.5.Reference Sheet A2.3, Door Schedule, Provide panic hardware for doors D11 and D12Panic hardware shall comply with CBC Section 1008.1.9. Panic hardware shall be provided as both doors are part of exiting system: - An Occupancy with an occupant count > 50. Refer to CBC section 1008.1.8.3. - Electrical rooms with equipment rated 1,200 amperes or more and over 6’ wide that contain over current devices, switching devices or control devices with exit access doors shall be equipped with panic hardware and doors shall swing in the direction of egress. - By the Fire Department The City of Santa Ana requires concrete exterior door landings. Exterior exit doors shall lead directly to the exit discharge or the public wayProvide additional details to insure compliance for all exit doors from existing building. CBC Section 1018.2.2.Complete all interior soffit and furred out wall details. Provide complete detailing, including number, type, location of fasteners and how attachment is made to the building structure. Show compliance with CBC Section 803. Provide structural collations for design and justification.Provide complete attachment detail/s of all non-combustible cornice trim and existing or new canopy Provide complete detailing, including number, type, location of fasteners and how attachment is made to the building structure. Provide structural collations for design and justification.EXIT SIGNSExit illumination and exit sign requirements in accordance with CBC Section 1011 shall be shown on the drawings. Be specific as to the type of exit signs to be installed.CBC Section 1011, Requires exit signs to be readily visible from any direction of approach. No point shall be more than 100’ from the nearest visible exit sign. Revise the drawings to show compliance.CBC Section 1006, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.Show/note ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for each type of use. Note on drawings:- Provide mechanical ventilation for each area/room in accordance with the 2013 California Mechanical Code.Note on drawings:- LIGHTING requirements on the plans in accordance with CBC and California Electrical Code.CBC Section 1205.3, artificial light. Artificial light shall be provided that is adequate to provide an average illumination of 10’candles (107 lux) over the area of the room at a height of 30”above the floor level. ENERGY STANDARDSThis building is subject to the State of California Energy Conservation Regulations (submit missing T-24 drawings: - The permit applicant shall be responsible for obtaining an energy plan check from a consultant who is qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations (CCR,) Title 24, Par 6, 2013California Energy Code. The plan check consultant must sign documentation certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency. - The corrected/final ARCHITECTURAL drawings shall have the required energy efficiency compliance documentation with completed signature blocks filed on the plans. The same information may be copied on the Electrical Plans for the Electrical Plan Checker. - Provide cool roofing as required by 2013 Energy Standards. - The energy plan check consultant must complete the attached “Energy Conservation Plan Check Consultant Qualification Statement.”Please refer to attached Cal Green handouts and provide competed copy on the drawings. ACCESSIBILITY All building entrances that are accessible to and usable by persons with disabilities shall be identified with a least one standard sign and with an additional directional signs, as required, to be visible to persons along approaching pedestrian ways.Hand-activated door opening hardware shall be centered between 34” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Locked exit doors shall operate as above in egress direction.Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.Required the bottom 10” of all doors except automatic and sliding shall have a smooth uninterrupted surface to allow the door to be opened by a wheelchair footrest without creating a trap or hazardous condition.If carpet or carpet tile is used on a ground or floor surface, then it shall be securely attached; have a firm cushion, pad or backing or no cushion or pad; and have a level loop, textured loop; level-cut pile, or level-cut/uncut pile texture. The maximum pile height shall be ½”. Exposed edges of carpet shall be fastened to floor surfaces and have trim along the entire length of the exposed edge. Carpet edge trim shall comply with the requirements for changes in level.All doors require a level floor landing on each side of interior, exterior including all new doors in accordance with CBC Sections 11B-302 of CBC. Provide typical door threshold details with cross reference and details for transition of change in floor covering material.Show compliance with room toilet room signage in compliance with Section 11B-703.6 Show compliance with Section 11B-604.9, Water closets and toilet compartments for children’s use located in E occupancy. Reference Sheet T2.1, Show compliant ramp for door lancing for doors at Basketball and exercises room. Indicate the difference in elevation and run of ramp to comply with Section 11B-405.8, hand rails for ramp. New ramp, landing and clearance to comply with Section 11B-405, Show 42” door landing clearance with door is at 90 degree turn to ramp run. Note the 72” bottom landing run. Please refer to red marks on the drawings and revise architectural and structural drawings. Tactile exit signs shall be required at the following locations: Show location of applicable each Tactile sign on reflected ceiling plan/exit signage plan: - Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.” - Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.” - Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.” - Each exit door through a horizontal exit shall be identified by a sign with the words “TO EXIT.”For the purpose of Section 1011.3, the term “tactile exit signs” It is the project designer’s/property owner’s responsibility to show compliance on the drawings with all applicable Federal and State Accessibility Standards. City of Santa Ana does not have jurisdiction to enforce ADA compliance and this project is reviewed for compliance with State Accessibility Standards.Reference Sheet As.1, Identify location of curb railing and landscaping on the site plan and show location of truncated dome on the drawings to separate building entrance and exits from vehicle way. If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 11B-207.1. Detectable Warning Product Approval. Only approved Division of the State Architect, Access Compliance (DSA/AC) approved detectable warning products and directional surfaces shall be installed in accordance with CBC Section 11B-705. SITE ACCESSIBILITYSite development shall be designed to provide access to all entrances and exterior ground-floor exits and access to normal paths of travel; and where necessary, to provide access shall incorporate pedestrian ramps, curb ramps, etc. Specific detail/s of curb ramp is required on the drawings. When more than one building or facility is located on a site, accessible routes of travel shall be provided between buildings and accessible site facilities. Indicate the slope and cross slope of existing or new path of travel on the drawings. At every entrance and at every major junction along or leading to an accessible route of travel, there shall be a directional sign displaying the international symbol of accessibility. Signs shall indicate the direction to accessible building entrances and facilities. Show location of directional sign on the drawings. Provide parking data on the site plan showing the total number of parking spaces provided for 24 hour Fitness facility based on Planning department requiem or lease contract, the number of disabled accessible spaces and the number of van accessible spaces, showing compliance with CBC Table 11B-6. Provide calculations on the drawings. Reference Sheet AS.2, Provide parking space identification in accordance with CBC 11B, Division 5, including: - Each parking space reserved for persons with physical disabilities shall be identified by a reflecting sign permanently posted immediately adjacent to and visible from each stall or space, consisting of a profile view of a wheelchair with occupant in white on dark blue background. The sign shall not be smaller than 70 square inches in area and, when in path of travel, shall be posted at a minimum height of 80” from the bottom of the sign to the parking space finished grade and shall be un-obscured by a parked vehicle. Signs may also be centered on the wall at the interior end of the parking space. An additional sign or additional language below the symbol of accessibility shall state “Minimum Fine $250.” Spaces complying with CBC Section 1129B.3, Item 2 shall have an additional sign stating “Van Accessible” mounted below the symbol of accessibility. - An additional sign shall also be posted in a conspicuous place at each entrance to off-street parking facilities, or immediately adjacent to and visible from each stall or space. The sign shall not be less than 17” by 22” in size with lettering not less than 1” in height, with clearly and conspicuously states the following:Unauthorized vehicles parked in designated accessible spaces not displaying distinguishing placards or license plates issued for persons with disabilities may be towed away at owner’s expense. Towed vehicles may be reclaimed by telephoning the Santa Ana Police Department at (714) 245-8665. CVC 22658a. - Provide assurance on the drawings that existing signage language reflects the paragraph above. Please note the crossed borders are not required and remove in compliance with Chapter 11B-406. Indicate the top of fixed or built-in counter, tables is between height of to be at 28” to 34” above the finish floor and knee clearance to be a minimum of 27” high, 30” wide, and 19” deep. CBC.One of each type of station/counters shall be accessible. Revise drawings to show compliance where counters for employee or clients use is provide. Provide complete drawings to show compliance with Section 11B-1009 for pool lift. Provide two accessible lift or one lift and one sloped entry to pool area. Provide structural calculations incompliance with Section 1009.2.9 and lift support and attachment. Show 48” wide accessible path of travel around pool, spa and to indoor.For accessible Spa refer to Section 1009 and provide Lift or Transfer wall. Please refer to above for additional comments. STURCTURAL Specify Type V cement on structural drawings per Page 5 of geotechnical report. Have the consulting geotechnical engineer review and approve the foundation plans. Provide structural collations for design and justification.Provide calculations for design and justification of foundation, pole and attachments for pool lifts (may include spa lift) as required by Section 1009.2.9. Incorporate results of calculations onto drawings prior to re-submittal. GEOTECHNICAL Submit two (2) copies of a geotechnical report for the subject project in accordance with CBC Section 1802. The geotechnical engineer shall include in said report applicable items noted under CBC Section 1803.6.Show compliance with followings on geotechnical report for missing items. CBC Section 1803.6 Reports. The soil classification and design load-bearing capacity shall be shown on the construction document. Where required by the building official, a written report of the investigation shall be submitted that includes, but need not be limited to, the following information: - A plot showing the location of test borings and/or excavations. - A complete record of the soil samples. - A record of the soil profile. - Elevation of the water table, if encountered. - Recommendations for foundation type and design criteria, including but not limited to: bearing capacity of natural or compacted soil; provisions to mitigate the effects of expansive soils; mitigation of the effects of liquefaction, differential settlement and varying soil strength; and the effects of adjacent loads. - Expected total and differential settlement. - Pile and pier foundation information in accordance with Section 1810. - Special design and construction provisions for footings or foundations founded on expansive soils, as necessary. - Compacted fill material properties and testing in accordance with Section 1804.5. Reference Page 5 of geotechnical report, revise geotechnical report to show compliance with 2013 CBC and not 2010 CBC.Reference pages 2 and 5 of geotechnical report, the geotechnical report requires foundation excavations to be reviewed by a geotechnical engineer. Note on the foundation plan "Prior to requesting a Building Safety Division foundation inspection, the geotechnical engineer shall inspect and approve the foundation excavations." (1803)
