Application of conventional industry tolerances must be on a case-by-case, project-by-project basis. Predetermined guidelines for construction tolerances could unnecessarily encourage contractors and others to deviate from the access regulations found in the CBC and may wrongfully be viewed by some to have the effect of law. Conventional building industry tolerances include those for field conditions and those that may be a necessary consequence of a particular manufacturing process. Recognized tolerances are not intended to apply to design work. Where accessibility provisions state a dimensional range, such as Section 11B-505.4 which requires the top of stair handrails to be installed between 34 inches and 38 inches above the nosing, the range already provides an adequate tolerance, therefore, no tolerance outside the range at either end point is permitted. An element designed to be constructed at either the maximum or minimum permitted dimensions puts the construction at risk if construction errors result in a violation of the standards. It is good practice to specify a dimension less than the required maximum (or more than the required minimum) by the amount of the expected field or manufacturing tolerance and not to state any tolerance in conjunction with the specified dimension. In other words, dimensions noted in accessibility provisions as “maximum” or “minimum” should not be considered dimensions for design, as they represent the limits of a requirement. To be sure that field tolerances result in usable construction, notes and dimensions in construction documents should anticipate expected tolerances so that a required dimensional range is not exceeded by the addition of a finish or a variation in construction practice. Specifying dimensions in design in the manner described above will better ensure that facilities and elements accomplish the level of accessibility intended by the provision. It will also more often produce an end result of strict and literal compliance with the stated requirements and eliminate enforcement difficulties and issues that might otherwise arise.Detail 1The centerline of the water closet shall be 17 inches minimum to 18 inches maximum from the side wall or partition. §11B-604.2. Specify the minimum and maximum dimensions on detail 1. The minimum and maximum dimensions imply construction tolerance beyond the specified limits is not allowed.Grab bars shall be installed on a horizontal position, 33 inches minimum and 36 inches maximum above the finish floor measured to the top of the gripping surface, except that at water closets for children’s use complying with Section 11B-604.9, grab bars shall be installed in a horizontal position 18 inches minimum and 27 inches maximum above the finish floor measured to the top of the gripping surface. The height of the lower grab bar on the back wall of a bathtub shall comply with Section 11B-607.4.1.1 or 11B-607.4.2.1.11B-604.7 Dispensers. Toilet paper dispensers shall comply with Section 11B-309.4 and shall be 7 inches minimum and 9 inches maximum in front of the water closet measured to the centerline of the dispenser. The outlet of the dispenser shall be below the grab bar, 19 inches minimum above the finished floor and shall not be located behind grab bars. Dispensers shall not be of a type that controls delivery or that does not allow continuous paper flow.Dimension 1.5 inches minimum between bottom of grab bar and paper dispensers on detail 1.Detail 411B-609.2.1 Circular Cross Section. Grab bars with circular cross sections shall have an outside diameter of 1-1/4 inches minimum and 2 inches maximum.Grab bars shall be installed on a horizontal position, 33 inches minimum and 36 inches maximum above the finish floor measured to the top of the gripping surface, except that at water closets for children’s use complying with Section 11B-604.9, grab bars shall be installed in a horizontal position 18 inches minimum and 27 inches maximum above the finish floor measured to the top of the gripping surface. The height of the lower grab bar on the back wall of a bathtub shall comply with Section 11B-607.4.1.1 or 11B-607.4.2.1.Detail 3 and note k.11B-603.3. Mirrors. Mirrors located above lavatories or countertops shall be installed with the bottom edge of the reflecting surface 40 inches maximum above the finish floor or ground. Mirrors not located above lavatories or countertops shall be installed with the bottom edge of the reflecting surface 35 inches maximum above the finish floor or ground.Sheet A10.1Detail 3: Provide a unisex or all-gender signage since there is only one restroom. See Section below for requirements.11B-703.7.2.6.3 Unisex toilet and bathing facilities. Unisex toilet and bathing facilities shall be identified by a circle, ¼ inch thick and 12 inches in diameter with a ¼ inch thick triangle with a vertex pointing upward superimposed on the circle and within the 12-inch diameter. The triangle symbol shall contrast with the circle symbol, either light on a dark background or dark on a light background. The circle symbol shall contrast with the door, either light on a dark background or dark on a light background.Revise dimensional height at geometric symbol.11B-703.7.2.6 Toilet and bathing facilities geometric symbols. Doorways leading to toilet rooms and bathing rooms shall be identified by a geometric symbol complying with Section 11B-703.7.2.6. The symbol shall be mounted at 58 inches minimum and 60 inches maximum above the finish floor or ground surface measured from the centerline of the symbol. Where a door is provided the symbol shall be mounted within 1 inch of the vertical centerline of the door.Verify reference per note on detail 1. Senate Bill No. 1242 is Sentencing on misdemeanor. It is not relevant to signage. In addition, tactile sign is not required unless signage is provided.Revise dimensional height at toilet and braille sign.11B-703.4.1 Height above finish floor or ground. Tactile characters on signs shall be located 48 inches minimum above the finish floor or ground surface measured from the baseline of the lowest Braille cells and 60 inches maximum above the finish floor or ground surface, measured from the baseline of the highest line of raised characters.Detail 12Provide 6’-8” headroom clearance for sign along circulation path.
