All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit 3corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5862 for an appointment.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2016 California Building Standards Code with local amendments.Per city’s records the occupancy group for this building is: B, F-1, & S-1. The cover sheet of this drawing call the occupancy group for this building as: B, F-1, S-1 plus, F-2, M, S-2, S-3(?!), and H-5. Provide plans and justifications for these proposed uses in this building, or modify the occupancy group on the cover sheet to match City’s records. Also, the cover sheet call the type of construction for this building as: IIIB, where the City records from 2003 that the permit was issued for this building call: type VB. Please correct the type of construction on the drawings.Provide parking data on the site plan showing the total number of parking spaces provided for this building. The site plan shows only 2 accessible parking spaces for this building which seems to be inadequate. Show compliance with CBC Section 11B-208 and CBC Table 11B-208.2.Provide a floor plan for existing restrooms to show the dimension from the front of water closet to center of toilet paper dispenser to be between 7” to 9” per Section 11B-604.7.Provide and show 48” between the doors in the series near the existing restroom area as marked on sheet A-5.All code references on the drawings and calculation shall be made to 2016 California Codes. See red marks on the drawings and calculations.What is the proposed use and occupancy of this new mezzanine?Show compliance with CBC Section 1015, guard requirements, for the open side of proposed mezzanine.Show compliance with CBC Section 1015.4 for opening limitation of the guard to be not more the 4” or provide a clear note on the plan that this mezzanine is not open to the public.Per detail 11/D02 portion of the guard for this mezzanine is in form of sliding gates. This detail does not meet the code’s intend. Provide signage on the guard and notes on the plans that these gates will be in closed and locked positions at all times. Provide some building cross sections at the proposed mezzanine location to show the clear height above and below this mezzanine is 7’ per Section 505.2.Seems like the buildings at 1661 and 1671 E. St. Andrew place are combined together under permit # 10144756 which was issued on 08/03/2004 with a “ONE-HOUR RATED PASSAGEWAY” as marked on sheet A-5. Please call out this item on the drawings.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Public Works Agency approval (647-5039)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout.
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceOccupancies using hazardous materials are subject to special requirements. It is the applicant’s/owner’s responsibility, PRIOR TO SUBMITTAL, to make this known to the Building, Planning, andOrange County Fire Authority.When there has been a change in use or occupancy classifications, drawings shall show compliance with the CBC requirements for the new classifications. Provide number of exits required by CBC Sections 1006 for the warehouse area.Exit or exit access doorway arrangement. Required exits shall be located in a manner that makes their availability obvious. Exits shall be unobstructed at all times. Note on drawing: “Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort.”Hand-activated door opening hardware shall be centered between 34” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. The upper approach and the lower tread of each interior stair shall be marked by a strip of clearly contrasting color at least 2” wide placed parallel to and close to (not more than 1” from) the nose of the step or landing to alert the visually impaired. The strip shall be of material that is at least as slip-resistant as the other treads of the stairs.Exit sign requirements in accordance with CBC Section 1013 shall be shown on the drawings. Be specific as to the type of exit signs to be installed.Provide a directional exit sign at changes in exiting direction.CBC Section 1008, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.Provide completely dimensioned floor plans, elevations and sections of sanitary facility insuring wheelchair clearances complying with CBC Section 11B-604 and the California Plumbing Code.See red marks on the following sheets of drawing: A-1,A-2, A-5, A-6, I01, L01, C, GN, A-2, and GN.Please return the marked up set with revised drawing for recheck.
