APPLICABLE CODE: 2017 CALIFORNIA BUILDING CODE (CBC) WITH CITY OF SANTA ANA AMENDMENTS All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2016 California Building Standards Code with local amendments.The original City records for this building show 1,152 square feet of second floor for this building. Since there is no other permit showing that this second floor is removed, please show location of this existing second floor on the drawings and its relationship with the proposed second floor.When there has been a change in use or occupancy classifications, drawings shall show compliance with the CBC requirements for the new classifications. The City records indicate that the original building permit that was issued on 05/01/1973 had only “B” occupancy for this building. This TI plans calls the occupancy for this building as: “B”, “F-1”, “A-2”, & “H-2”. Provide full code analysis to justify the area of this building for proposed occupancies and show on the drawing location of each of these occupancies and separation required for each of these occupancies per Table 508.4 of CBC 2016. Also, the total areas under the proposed canopies shall be considered as area of the first floor. Sheet A0.3 shall be review and all the notes be updated for 2016 CBC. See red marks on this sheet.Show the following information for the proposed door and concrete stair at line “C”:Stair run and rise,Stair handrails,Contrasting stripe (11B-504), Door landing dimension,Threshold detail at the door,Construction detail for this stair and the canopy above. Please call out Panic Hardware, PH, for the rest of the exit access doorways from this lunch room to outside of the building. See red marks on the door schedule. The PH applies to doors from the “H-2” rooms to out side of the building.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Refer to the attached handout. - Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceShow on the plans: - Occupancy Classification(s) - Type of Construction - Area tabulation justifying floor area(s) of building(s) - Number and fire-resistive rating of all fire walls - Number of stories/mezzanines and building height in feetOccupancies storing, handling, using, and/or selling hazardous materials, liquids, and chemicals shall submit a list of all said materials, listing their quantities and how they relate to specific California Building Code Table items. Note on the Floor Plan, type and quantity of hazardous material in each control area and fire-resistive rating for fire barriers.Submit a letter addressed to the Building Safety Division describing in detail the manufacturing process from material delivery, storage, handling, packaging, and shipping of finish product. Include an equipment list describing use in the process.Nothing was submitted at this time.Reference each fire-resistive assembly to a CBC Chapter 7, Table and Item number: - Walls - Ceilings - Columns - Fire walls - Horizontal exits - Exit passageway - HallwaysProvide typical section view detail of all new partitions and ceilings showing: - Size, spacing, and material of framing members - Note gauge and ICC Research Report number and installation/construction requirements for metal framing members. - It is the project designer’s responsibility to coordinate work with the various trades to ensure that the size of the wall cavity will be large enough to accommodate piping, fittings, ducts, etc. There has been a continuing field problem of 2½” wide metal studs not being able to accommodate plumbing pipes. - Method of attaching framing to the building structure. Compliance shall be shown with CBC Section 1607.13 for lateral support of the walls. Do not support top of walls to suspended ceiling system unless calculations and drawing prepared by a registered engineer are submitted for review. Submit structural engineering calculations for walls in rooms with a floor to building structure above height greater than 14’. - Reference each fire-resistive assembly to a CBC Chapter 7 Table and Item number. - Fire-blocks and draft-stops in combustible construction in accordance with CBC Section 717. Show location(s) and provide typical construction details.Provide on the drawings interior wall and ceiling finish schedule showing compliance with CBC Section 803 and CBC Table 803.5.Exiting from any occupied point in a building or structure on the subject site must be continuous, unobstructed, and undiminished to a public way. This includes gates which must show compliance with CDB Section 1010. Any complying exit access doorway in the existing chain link fence at east of this building? Revise drawings to show compliance.This area is fenced off with a rolling gate that does not comply with Chapter 10 of CBC. Revise drawing to show compliance.CBC Section 1010, Note on drawing: “Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort.”The width of the level area on the side to which the door swings shall extend 24” past the strike edge of the door for exterior doors and 18” past the edge for interior doors. Show compliance for doors # 202 & 210 on the proposed second floor. Provide specifications for doors hardware (i.e., lever type, push-pull panic, etc) to comply with disabled access requirements. Hand-activated door opening hardware shall be centered between 34” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. The walls and soffits within enclosed usable spaces under enclosed and unenclosed stairways shall be protected by 1-hour fire-resistance-rated construction or the fire-resistance rating of the stairway enclosure, whichever is greater. Show compliance on the drawings.The upper approach and the lower tread of each interior stair shall be marked by a strip of clearly contrasting color at least 2” wide placed parallel to and close to (not more than 1” from) the nose of the step or landing to alert the visually impaired. The strip shall be of material that is at least as slip-resistant as the other treads of the stairs.Show compliance on the drawings.Where stairways occur outside a building, the upper approach and all treads shall be marked by a strip of clearly contrasting color at least 2” wide and placed parallel to and not more than 1” from the nose of the step or landing to alert the visually impaired. The strip shall be of a material that is at least as slip-resistant as the other treads of the stair. A painted strip shall be acceptable.Show compliance on the drawings.Tactile floor designation signs that comply withCBC, shall be located at each floor level landing in all enclosed stairways in buildings two or more stories in height to identify the floor level. At exit discharge level, the sign shall include a raised five-pointed star located to the left of the identifying floor level. The outside diameter of the star shall be the same as the height of the raised characters.Any accessible route of travel shall be considered a ramp if its slope is greater than 1’ rise in 20’ of horizontal run (5-percent gradient) and show compliance with CBC Chapter 11B: - Provide complete architectural plan views, sections, details, and notes for pedestrian ramps. - The slope measured perpendicular to the direction of travel of a rampshall not be steeper than one unit vertical in 48 units horizontal.Size of top and bottom landings. Top landings shall be not less than 60” wide and shall have a length of not less than 60” in the direction of ramp run. Landings at the bottom of ramps shall have a dimension in the direction of ramp run of not less than 72”.CBC Section 1013, Requires exit signs to be readily visible from any direction of approach. No point shall be more than 100’ from the nearest visible exit sign. Revise the drawings to show compliance.CBC Section 1008means of egress illumination. Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.Tactile exit signs shall be required at the following locations: - Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.” - Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN” - Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.” - Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.” - Each exit door through a horizontal exit shall be identified by a sign with the words “TO EXIT.”It is the project designer’s/property owner’s responsibility to show compliance on the drawings with all applicable Federal and State Accessibility Standards.Show compliance with CBC Sections 11B-202.2, 11B-202.4, and 11B-604 for the conference room and restrooms on the proposed mezzanine level. ( Please also see Sec 11B-206.2.3 exception 1.2 for conference room # 211)Not done.Provide minimum of 5’-0” landing for door # 121A into rated corridor. See sheet A 2.1A for location of this item.Provide a continuous walking surface from each exit door to public way.See note for item # 22 above.Walks and sidewalks shall not have cross slopes exceeding ¼” per foot (2% slope). Slopes along the path of travel shall not exceed 5% unless designed as a pedestrian ramp in accordance with CBC. If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC.Not done. Detectable Warning Product Approval. Only approved Division of the State Architect, Access Compliance (DSA/AC) approved detectable warning products and directional surfaces shall be installed.Parking spaces must be located so that the disabled are not compelled to walk or wheel behind parked cars other than their own.Surface slopes of accessible parking spaces shall be the minimum possible and shall not exceed 1 unit vertical to 50 units horizontal (2% slope) in any direction.Note on the drawings hot water and drain pipes under lavatory shall be insulated.Drinking fountains serving the area of new work shall be accessible. Note type of safety glazing complying with CBC Section 2406 for glazing in fixed or operable panels adjacent to a door where the nearest exposed edge of the glazing is within a 24” arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60” above the walking surface.The proposed second floor addition is subject to the State of California Energy Conservation Regulations:Please provide the envelope portion of energy calc. for this item. Not done - The permit applicant shall be responsible for obtaining an energy plan check from a consultant who is qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations (CCR,) Title 24, Par 6, 2016 California Energy Code. The plan check consultant must sign documentation certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency. - The corrected/final ARCHITECTURAL drawings shall have the required energy efficiency compliance documentation with completed signature blocks filed on the plans. - Refer to the attached information sheet.Provide structural calculations and drawings, stamped and signed by a California licensed architect or registered civil engineer for: - Stairway(s). - Handrail(s)/guard(s). - Guard(s). - New opening(s) in bearing wall(s) - Storage racks over 8’ high - Any other structural alteration - lateral load for proposed wall at line “C”.Per CBC Section 1607.12.2.1 and Table 1607.1, Roof live load. The design of the roofs for proposed canopies shall be based on 20 SPF of roof live load. Calculation on sheet 28 shows only 5 PSF. revise the calculation and update the drawing to show compliance.The design of second floor framings shall be based on floor live loads of 50 PSF plus 15 PSF of partition loads per requirements of Section 1607.5 of CBC. Revise the calculation and update the drawings to show compliance. The design criteria sheet was not included with the new calculation and the calc. sheets: P1-P7 were not clearly showing this item.The information on sheet SN-1 shall be reviewed and be updated by the designer to comply with the requirements of CBC 2016. See red marks on the sheet.Some of the details are referenced to sheets SD1 & SD2. Please provide these sheets or change the references to other sheets on the drawings.
