The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2016 California Building Standards Code with local amendments.Clearly indicate the scope of work under this building permit application:
- Revise project job description on the building permit application worksheet to reflect the work to be done
under the subject building permit application.
- Construction drawings must clearly show all work to be done under the subject building permit application.The egress plan show on sheet T1.4 is not clear. It seems to be a partial plan.All the code references to be reference to 2016 CBC. See red marks on sheet T1.4 under “EGRESS NOTES”. Exit signs to be placed above the exit door on the approached side. See red marks on sheet T1.4.The submitted site plan on sheet A1.1 is not clear. There are notes to: “Demo a building” and “New process building” which are out of scope of work on the site plan. Please clarify the scope of the work under this permit application and update the site plan to match the building permit application.Provide enlarged drawings and construction details to show existing accessible parking stalls comply with CBC 2016.Site plan shows the path of travel for the proposed work area is going through existing buildings on the site. Provide full details and notes on the drawings for the path of travel to ensure compliance with the requirements of Chapters 10 and 11B of CBC. The demolition floor plan shown on sheet A2.0 shall be tied to the site plan and be part of scope of work.Drawings shall clearly indicate if opening is new or existing for installing new door per details 10/AD1.1 or this is a proposed opening into the wall. For new opening in concrete or masonry walls, submit structural calc. and provide construction details on the drawings to ensure compliance with CBC 2016.The occupancy group for this building/ site is “B” per original permit which was issued on: 2-14-1968. The cover sheet refers to S-2 & F-1 as existing occupancy type. Provide a clear site plan to show location of each types of construction with code justification for their allowable area and separation required under Section 508 of CBC. City records note the type of building construction as VB under a previous/out-of-date code edition. The cover sheet refers to IIIB as type of construction and the site plan on sheet A1.1 does not indicate this type of construction. Please note the correct type of construction on drawing based on the 2016 California Building Code Chapters 5 and 6. Provide full construction documents for upgrading the type of construction from VB to IIIB.Provide a wall legend indicating whether the wall is:
- A fire-resistive assembly
- Bearing walls versus non-bearing partitionsReference each fire-resistive assembly to a CBC Chapter 7, Table and Item number:

- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuanceProvide the following:
- Provide a fully dimensioned site plan on each set of plans.
- Disabled access compliance must be shown on the site plan.This project is in a special flood hazard area designated on the flood insurance rate map (FIRM) as zone A. This zone requires that the lowest finish floor elevation (including basement) of the structure shall be at (or above) base flood elevation determined by a hydrology study for the A zone, on the flood insurance rate map. All elevations must be referenced to the National Geodetic Vertical Datum. Reference should be made to the Flood Plain Management Ordinance, Santa Ana Municipal Code, Chapter 7, for complete requirements. Drawings shall show compliance with said ordinance including noting flood zone and finish floor elevation.
Note on Plans: A Federal Emergency Management Agency National Flood Insurance Program ELEVATION CERTIFICATE shall be completed by a California Licensed Land Surveyor or California Registered Civil Engineer who is authorized to practice land surveying. The completed ELEVATION CERTIFICATE must be submitted to the Building Inspector at the time of foundation inspection, and a final certificate must be submitted at the time of final inspection.Exiting from any occupied point in a building or structure on the subject site must be continuous, unobstructed, and undiminished to a public way. This includes gates which must show compliance with CDB Section 1010. Revise drawings to show compliance.The width of the level area on the side to which the door swings shall extend 24” past the strike edge of the door for exterior doors and 18” past the edge for interior doors. See red marks on the sheet A2.1 of the drawings.Provide and show 48” clear space between two doors in the series per Section 11B-404.2.6 for (E) door and new restroom door shown on sheet A2.1.The floor or landing at each side of an exit door shall be level and having a length in the direction of the door swing of at least 60” and the length opposite the direction of door swing of 44” as measured at right angles to the plane of the door in the closed position.See red marks on the sheet A2.1 of the drawings.Regardless of the occupant load, there shall be a floor or landing on each side of a door. The floor or landing shall be not more than ½” lower than the threshold of the doorway. Change in level between ¼” and ½” shall be beveled with a slope no greater than 1:2. Change in level greater than ½” shall be accomplished by means of a ramp. Provide detailed sections and plan views showing compliance at all doorways requiring accessibility.Hand-activated door opening hardware shall be centered between 34” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. See red marks on the drawings.CBC Section 1008, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.It is the project designer’s/property owner’s responsibility to show compliance on the drawings with all applicable Federal and State Accessibility Standards.Drawings submitted to the Building Division for review shall provide the following information to insure compliance with CBC Chapter 11B:
- An accessible entrance
- An accessible route to the altered area
- Accessible restrooms
- Accessible telephone (if any)
- Accessible drinking fountains, and
- Parking, signage and alarmsThe accessible route of travel shall be the most practical direct route between accessible building entrances, accessible site facilities, and the accessible entrance to the site.Walks, sidewalks, and pedestrian ways shall be free of gratings whenever possible. For gratings located in the surface of any of these areas, grid openings in gratings shall be limited to ½” in the direction of traffic flow.If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 11B-247.Provide parking data on the site plan showing the total number of parking spaces provided, the number of disabled accessible spaces and the number of van accessible spaces, showing compliance with CBC Section 11B-208 and CBC Table 11B-208.2Parking spaces must be located so that the disabled are not compelled to walk or wheel behind parked cars other than their own.Show compliance on the drawings.Surface slopes of accessible parking spaces shall be the minimum possible and shall not exceed 1 unit vertical to 48 units horizontal (2% slope) in any direction.Show compliance on the drawings.One in every six accessible spaces, but not less than one, shall be served by an access aisle 8’-0” (96”) wide minimum and shall be designated van accessible.
