Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance: - Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans should be submitted to expedite the process. - Fire Department approval on the corrected/final sets of drawings (647-5839 or 647-5700) - Police Department approval on the corrected/final set of drawings (647-5840) - Public Works Agency approval (647-5039) - Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by the Public Works Agency (647-5039)School District Compliance Certificate; a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of work. Disabled access compliance must be shown on the site plan. (path of travel and parking) Provide a fully dimensioned site plan on a separate 8½” x 11” sheet of paper. Show all property lines of record on the site plan, including “interior” property lines. Indicate and dimension all “assumed” property lines between buildings and to property lines. Show compliance with CBC Section 704 and CBC Tables 601, 602, and 704.8.Provide calculations including drawings/site plan to show floor area justification for proposed 3 new carport buildings. Refer to Sections, 503, 506, 507, 508 and 509 and show compliance on the drawings.Indicate distance from exterior roof/columns (openings) of proposed 3 carports to property lines and assumed property lines between exiting buildings and carports and show compliance with fire rating of wall/columns and openings. Please refer to Table 601, 602,705.8 and show compliance on the drawings. Provide on the drawings a complete “fire resistance design schedule” which shall include the following: - The building elements which require fire-resistive construction. - The hourly rating of the building element as required by the Code. Prior to the issuance of building permit(s), tract maps, parcel maps, lot line adjustments, public way abandonments, covenant, conditions and restrictions (CC&R’s), etc., related to the subject project must be legally recorded with the County of Orange. Submit a copy of the recorded map for Building Safety Division Review.CBC Section 1803.6 Reports. The soil classification and design load-bearing capacity shall be shown on the construction document. Where required by the building official, a written report of the investigation shall be submitted that includes, but need not be limited to, the following information: - A plot showing the location of test borings and/or excavations. - A complete record of the soil samples. - A record of the soil profile. - Elevation of the water table, if encountered. - Recommendations for foundation type and design criteria, including but not limited to: bearing capacity of natural or compacted soil; provisions to mitigate the effects of expansive soils; mitigation of the effects of liquefaction, differential settlement and varying soil strength; and the effects of adjacent loads. - Expected total and differential settlement. - Pile and pier foundation information in accordance with Section 1810. - Special design and construction provisions for footings or foundations founded on expansive soils, as necessary. - Compacted fill material properties and testing in accordance with Section 1804.5.Please forward a copy of geotechnical report to engineer for review and incorporations of results into structural calculations. Drawings submitted to the Building Division for review shall provide the following information to insure compliance with CBC Section 11B,202, 2016 CBC: - An accessible route to the altered area - Parking and signage Path of travel incorporated all elements from the exterior arrival site to remodeled area.When more than one building or facility is located on a site, accessible routes of travel shall be provided between buildings and accessible parking spaces.The accessible route of travel shall be the most practical direct route between accessible building entrances, accessible site facilities, and the accessible entrance to the site.At every entrance and at every major junction along or leading to an accessible route of travel, there shall be a sign displaying the international symbol of accessibility. Signs shall indicate the direction to accessible building entrances and facilities Walks and sidewalks shall have a continuous common surface, not interrupted by steps or abrupt changes in level. Surfaces shall be slip resistant. Refer to CBC Sections1124B and 1133B.7 for additional requirements including maximum slopes (cross slopes and along the path of travel) allowed, grading and level areas.Walks and sidewalks shall not have cross slopes exceeding ¼” per foot (2% slope). Slopes along the path of travel shall not exceed 5% unless designed as a pedestrian ramp.Abrupt changes in level, except between a walk or sidewalk and an adjacent street or driveway, exceeding 4” in a vertical dimension, such as at planters or fountains located in or adjacent to walks, sidewalks or other pedestrian ways, shall be identified by curbs projecting at least 6” in height above the walk or sidewalk surface to warn the blind of potential drop-off.Walks, sidewalks, and pedestrian ways shall be free of gratings whenever possible. For gratings located in the surface of any of these areas, grid openings in gratings shall be limited to ½” in the direction of traffic flow.If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 1133B.8.5. Detectable Warning Product Approval. Only approved Division of the State Architect, Access Compliance (DSA/AC) approved detectable warning products and directional surfaces shall be installed.Medical care outpatient units and facilities require at least 10 percent of the total number of parking spaces provided be disabled accessible. Units and facilities that specialize in the treatment or services for persons with mobility impairments require at least 20 percent of the total number or parking spaces provided be disabled accessible.(When applicable) Provide minimum vertical clearance of 114” (9’-6”) at accessible passenger loading zones and along at least one vehicle access route to such areas from site entrances and exits.Each lot or parking structure where parking is provided for the public as clients, guest or employees, shall provide accessible parking as required by CBC Section 11B-208.Accessible parking spaces serving a particular building shall be located on the shortest accessible route of travel from adjacent parking to an accessible entrance. In parking facilities that do not serve a particular building, accessible parking shall be located on the shortest accessible route of travel to an accessible pedestrian entrance of the parking facility.In buildings with multiple accessible entrances with adjacent parking, accessible parking spaces shall be dispersed and located closest to the accessible entrances.Provide parking data on the site plan showing the total number of parking spaces provided, the number of disabled accessible spaces and the number of van accessible spaces, showing compliance with CBC Table 11B-208.2. Indicate total standard accessible parking and van accessible parking on the drawings. When covered parking spaces are being provided, a proportionate number of spaces must be disabled accessible. Parking spaces must be located so that the disabled are not compelled to walk or wheel behind parked cars other than their own.Surface slopes of accessible parking spaces shall be the minimum possible and shall not exceed 1 unit vertical to 48 units horizontal (2% slope) in any direction. One in every eight accessible spaces, but not less than one, shall be served by an access aisle 8’-0” (96”) wide minimum and shall be designated as van accessible parking. The words NO PARKING shall be painted on the ground within each eight’ loading and unloading access aisle. This notice shall be painted in white letters no less than 12” high and located so that it is visible to traffic enforcement officials. Disabled accessible parking spaces should be sized as follows: - Where single spaces are provided, they shall be a 9’ wide parking area with an outlined 5’ wide (8’ wide for van accessible space) loading and unloading aisle ON THE PASSENGER SIDE OF THE VEHICLE. The minimum length of each parking space shall be 18’. The loading and unloading access aisles shall be marked by a border painted blue. Within the blue border, hatched lines a maximum of 36” on center, shall be painted a color contrasted with the parking surface, preferably blue or white. Parking access aisles shall be part of an accessible route of travel to the building or facility entrance. Parked vehicle overhangs shall not reduce the clear width of an accessible route. The words NO PARKING shall be painted on the ground within each loading and unloading access aisle. This notice shall be painted in white letters no less than 12” high and located so that it is visible to traffic enforcement officials. - When more than one space is provided, two 9’ wide parking areas may be outlined on each side of a 5’ wide (8’ wide for van accessible space(s)loading and unloading aisle. The minimum length of each parking space shall be 18’. The loading and unloading access aisles shall be marked by a border painted blue. Within the blue border, hatched lines a maximum of 36” on center, shall be painted a color contrasted with the parking surface, preferably blue or white. Parking access aisles shall be part of an accessible route of travel to the building or facility entrance. Parked vehicle overhangs shall not reduce the clear width of an accessible route. The words NO PARKING shall be painted on the ground within each loading and unloading access aisle. This notice shall be painted in white letters no less than 12” high and located so that it is visible to traffic enforcement officials. Revise the drawings to show disabled accessible parking space loading/unloading aisle on the PASSENGER SIDE for van accessible parking stall/sDrawings to show the words NO PARKING shall be painted on the ground within each loading and unloading access aisle. This notice shall be painted in white letters no less than 12” high and located so that it is visible to traffic enforcement officials. .Vehicular access to parking spaces for disabled shall have a minimum vertical clearance of 8’-2” (98”). Passenger loading zones and vehicular access to same shall have a minimum vertical clearance of 9’-6” (114”).Provide drawings to show compliance with accessible parking signage with Section 11B-502.6 of 2016 CBC. Please refer to attached CalGreen handout and provide completed Forms on the drawings. Show compliance with CalGreen Section 5.106.5.2 and 5.106.5.3.3., for Clean Air Vehicles and Charging Spaces. Please refer to Sections 11B-228.3 of CBC.
