All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5848 for an appointment.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings ((714)573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by
the Public Works Agency (647-5039)
- County of Orange Health Department approval on the corrected/final set of drawings ((714)433-6000)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout.
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance
- Information Technology equipment rooms require a completed electrical plan check prior to issuance of the
building permit to ensure compliance with the 2010 California Electrical Code (CEC) Article 645, Electronic
Computer/Data Processing Equipment. CEC Article 645 may require fire-rated walls, floors, and ceilings for
the computer room(s). For additional information, contact Mr. Scott Davis, Electrical Plan Check at (714) 647-
5822.State Division of Occupational Safety Permit (Cal/OSHA) (939-0145). A Cal/OSHA permit is required for:
- Construction of trenches or excavations which are 5‘or deeper and into which a person is required to descend.
- The construction or demolition of any building, structure, false-work, or scaffolding more than three stories
high or the equivalent height.Label and note hourly fire rating of:
- Exterior walls
- All corridors
- Fire walls
- Fire barriers
- Shafts
- Stair enclosures
- Exit passageways
- Horizontal exits
- HallwaysOccupancies storing, handling, using, and/or selling hazardous materials, liquids, and chemicals shall submit a list of all said materials, listing their quantities and how they relate to specific California Building Code Table items. Note on the Floor Plan, type and quantity of hazardous material in each control area and fire-resistive rating for fire barriers.Occupancies using hazardous materials are subject to special requirements. It is the applicant’s/owner’s responsibility, PRIOR TO SUBMITTAL, to make this known to the Building, Planning, or Fire Departments.Plans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Section 106.1.1 and CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.CBC Section 707.14, Elevator, dumbwaiter, and other hoist ways. Elevator, dumbwaiter, and other hoist way enclosures shall be constructed in accordance with Section 707 and Chapter 30.CBC Section 1007.4, Elevators. In order to be considered part of an accessible means of egress, an elevator shall comply with the emergency operation and signaling device requirements of Section 2.27 of ASME A17.1. Standby power shall be provided in accordance with Sections 2702 and 3003. The elevator shall be accessed from either an area of refuge complying with Section 1007.6 or a horizontal exit.Elevators shall comply with the most stringent requirements of the State of California Code of Regulations (CCR), Title 8, subchapter 6, State Elevator Safety Regulations and the 2007 California Building Code Chapter 30. Compliance shall also be made with the California Accessibility Standards. State amended CBC Section 3002.4a states when an elevator for medical emergencies shall be provided. The Fire Department will decide if a modification or exception to Section 3002.4a can be granted.CBC Section 1007.2.1, Elevators required. In buildings where a required accessible floor is four or more stories above or below a level of exit discharge, at least one required accessible means of egress shall be an elevator complying with Section 1007.4.This building is six tiers, there are accessible parking on the fifth tier whicj is 4 levels ground? ( This comment applies to 12,13,14,15For the elevator to be part of an accessible means of egress it must have emergency power, please clarify the location of the generator or the source of the emergency power.Provide width of exit complying with:

- CBC Section 1025 (Assembly Occupancy)CBC Section 1007.2, Continuity and components. Each required accessible means of egress shall be continuous to a public way and shall consist of one or more of the following components: Accessible Routes, Stairways, Elevators, Horizontal Exits, Ramps, or Areas of Refuge.Clarify the type of construction of the building is it type IIA or type IB. These two types of construction are shown on the plans.Clarify the calculations for the allowable building area of 395,000.sq. ft. Please note for open parking garages, you need to use table 406.5.4 and the requirements of section 510.3.Sheet GA1.1, you can’t have an opening at an assumed property line. See table 705.8 for where openings are allowed.Identify all firewalls on site plan.Roll-up garage door entrance at the driveway ramp within the fire wall need to be rated. Table 716.5.I did not know they make doors with this kind of fire rating, Could you please provide a cut sheet.Please clarify where the openings on the north elevations are? Table show a 12% opening.Sheet GA1.2.1, Two exits are provided from the parking structure, how does the south exit lead to public way without conversing with the other exit.Provide an occupant load analysis including the occupants from the adjoining building to justify the width of the stairAccording to the soil’s report, a matt foundation supported on a pile system should be utilized due to the heavy load and the type of soil present. The foundation system is not provided as part of this package. Please note that it has been the habit to defer the submittal of certain portions of the building since they take place at a later stage in the course of construction. The foundation system is the first to be built and therefore it could be deferred. Submit the pier plans for this building.Please complete all references shown on the foundation plan (complete all bubbles).All reference to the matt’s thickness are per plan, there are no dimensions on the plans for the foundation. Please show thicknesses on plans.Provide spacers to maintain the 4” gap between the guardrail cable or justify that the gap will be a maximum of 4”.Clarify the credentials of the computer program used, is it certified, which codes does it use? Does it get upgraded or a new version release periodically?The computer analysis of the rigid diaphragm, please coordinate the designations used in the program with those on the plans. In other words, I cannot tell by looking at the analysis which level/tire is being considered.Provide dimensions on plans to show the extent of the re-bars around the columns.Provide a list on the first sheet of plans to indicate which items are left out and will be submitted at alter date. Please make sure to allow ample time for all future submittal during the course of construction.Ther is a list of deferred submittals on sheet GA0.0. Add all the deferred submittals to the same list.Add special inspection required for all masonry walls.( To insure that all required special inspection are properly enforced by our inspection staff, please provide a table on the first sheet of plans listing all items requiring special inspection)Please note that this project need to comply with the California green building code.
