All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Resubmit 3corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5862 for an appointment.Please provide a clear note on the cover sheet of these drawings to indicate that this permit is not to increasing the existing occupant loads for this building. In order to increase the occupant loads, new drawings with completed construction documents showing compliance withthe requirements of California Building Standards Code be submitted to:Planning, Building, & Orange County Fire Authority for review and approval.CBC Section 1003.4, Please call out the slip-resistance surfaces for the proposed “NEW EXIT PATHS” on the north and side sides of the building.CBC Section 1024.5, “Opening into exit passageway, shall be limited to those necessary for exit access to the exit passageway from normally occupied space and for egress from the exit passageway. Show compliance for doors # 117, 118 and the door near the proposed storage room on the north side as red marked on sheet A-3.1.The proposed storage rooms on the north side and the structure to house the “BEER KEG WALK-IN COOLER” at the south side of this existing type IIIB building shall comply with the requirements of CBC Section 602.3 and Table 601 for fire rating of bearing walls. Show compliance on the drawings.A note shall be added to the drawings that these proposed additions to the existing building to have fire sprinkler system per requirements of CBC chapter 9.For detail 7/A-5, show compliance with CBC Section 1406.3. “Projection of combustible construction other than fire-retardant-treated wood shall be fire-resistance rated…”.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Orange County Fire Authority approval on the corrected/final sets of drawings ((714)573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- County of Orange Health Department approval on the corrected/final set of drawings ((714)433-6000)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout.
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuancePosting of occupant load. Every room or space that is assembly occupancy shall have the occupant load of the room or space posted in a conspicuous place, near the main exit or exit access doorway from the room or space. Posted signs shall be of an approved legible permanent design and shall be maintained by the owner or authorized agent.Exiting from any occupied point in a building or structure on the subject site must be continuous, unobstructed, and undiminished to a public way. Show compliance for the “Open area” at south-east side of the building. Any physical separation between the exit path and other function in this area?Provide a note and show on the drawings that these two proposed exit paths on the north and south of this structure is properly strip with word: “EXIT PATH”. This path shall stay cleared all the time. Regardless of the occupant load, there shall be a floor or landing on each side of a door. The floor or landing shall be not more than ½” lower than the threshold of the doorway. Change in level between ¼” and ½” shall be beveled with a slope no greater than 1:2. Change in level greater than ½” shall be accomplished by means of a ramp. Provide detailed sections and plan views showing compliance at all new doors. See red marks on the drawings for this item.Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. Compensating devices or automatic door operators may be utilized to meet the above standards. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.The bottom 10” of all doors except automatic and sliding shall have a smooth uninterrupted surface to allow the door to be opened by a wheelchair footrest without creating a trap or hazardous condition.Exit illumination and exit sign requirements in accordance with CBC Section 1013 shall be shown on the drawings. Be specific as to the type of exit signs to be installed.CBC Section 1008.2.1, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.Tactile exit signs shall be required at the following locations:
- Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”
- Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be
identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN”“EXIT RAMP DOWN”“EXIT STAIR UP”“EXIT RAMP UP”
- Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit
passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual
exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit door through a horizontal exit shall be identified by a sign with the words “TO EXIT.”If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 11B-247.Show compliance for the proposed new doors/ gate at north-west side of this site.Show compliance with CBC Sections 11B-202.3 and Section 11B-202.4 for this alteration.Sanitary facilities serving the area of new work shall be disabled accessible. Revise the drawings to show compliance with CBC Section11B-604.All dining, banquet, and bar facilities shall be made accessible to persons with disabilities as provided in CBC Section 11B-226. At least 5%, but not less than one of the seating spaces in each functional area is accessible as follows:
- Provide a minimum 30” x 48” wheelchair clear floor space.
- Provide knee space at tables at least 27” high, 30” wide and 19” deep.
- Provide height of tables between 28” – 34” from the floor ground.
- Provide access to accessible seating space(s) by aisles with a minimum of 36” in width.Sheet 2 of structural calculation is using the “Risk Category II” for this building. Per CBC Table 1604.5 the Risk Category III shall be used for this building with Importance factor of 1.25. Please update the calculation for this change and resubmit them for recheck. Due to proposed opening in the north wall of the building, provide full structural analysis for this structure and justify the lateral load resistance system for the East-West direction.Per sheet S2, this structure seems to be weak in East-West direction.CBC Section 1609, Wind design data. The following information related to wind loads shall be shown, regardless of whether wind loads govern the design of the lateral-force-resisting system of the building:
- Basic wind speed (3-second gust), miles per hour .
- Wind importance factor, I, and occupancy category.
- Wind exposure. Where more than one wind exposure is utilized, the wind exposure and applicable wind
direction shall be indicated.
- The applicable internal pressure coefficient.
- Components and cladding. The design wind pressures in terms of psf to be used for the design of exterior
component and cladding materials not specifically designed by the registered design professional.CBC Section 163, Earthquake design data. The following information related to seismic loads shall be shown, regardless of whether seismic loads govern the design of the lateral-force-resisting system of the building:
- Seismic importance factor, I, and occupancy category.
- Mapped spectral response accelerations, SS and S1.
- Site class.
- Spectral response coefficients, SDS and SD1.
- Seismic design category.
- Basic seismic-force-resisting system(s).
- Design base shear.
- Seismic response coefficient(s), CS.
- Response modification factor(s), R.
- Analysis procedure used.Calculations must be presented in a clear, legible, and organized manner conducive for structural plan review. A table of contents must be provided and pages must be numbered for referencing purposes. Resubmit revised calculations showing compliance.A key plan must be provided for the structural members designed on all pages of calculations so that the calculations and plans may be correlated.See red marks on the following sheets of drawing: CS, A-0.1, A-0.2, A-0.3, A-3.0, A-3.1, A-5, S1, S2, and D1.
