GENERAL REQUIREMENTSThe drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2016 California Building Standards Code with local amendments.All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used.Please return marked up set of drawings with corrections.Resubmit 3corrected sets of plans.Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5830 for an appointment.All persons preparing plans and specificationsshall sign those plans and specifications. This requirement applies to both exempt and non-exempt projects. Business and Professions Code Chapter 3, Division 3, Section 5536.1(a).Include address and telephone number of the responsible designer, and date of signing of drawings.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 714-647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:☒Planning Division approval on the corrected/final set of drawings (647-5804)☒Public Works Agency approval (647-5039)☐Fire Department approval on the corrected/final sets of drawings (647-5839 or 647-5700)☒Police Department approval on the corrected/final set of drawings (647-5840)☒School District Compliance Certificate; a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of work. CEC Article 645 may require fire-rated walls, floors, and ceilings for the computer room(s). For additional information, contact Mr. Scott Davis, Electrical Plan Check at (714) 647-5822.A separate Building Permit Application is required for: Each building, Each structure, Each sign, Trash enclosure(s), Fence(s), Block wall(s), Light standard(s), Pedestrian protection, Demolition, Site improvements, Storage Racks, Screen Wall for Proposed Equipment.State Division of Occupational Safety Permit (Cal/OSHA) (939-0145). A Cal/OSHA permit is required: For construction of trenches or excavations which are 5‘or deeper and into which a person is required to descend. The construction or demolition of any building, structure, false-work, or scaffolding more than three stories high or the equivalent height.Delete all notes and details from drawings that are not a part of the work to be done under the subject building permit application. Clearly indicate the scope of work on the building permit application.Revise project job description on the building permit application worksheet to reflect the work to be done under the subject building permit application.Construction drawings must clearly show all work to be done under the subject building permit application.
Architectural Plan Review Comments
Site Accessibility ReviewShow accessible route from building entrances to trash enclosure.
Accessible Van SpaceThe enlarged site plans show accessible Van space provided with an access aisle of 8 foot. It is unclear if an accessible van space is provided for building 5 and 6 simply because portion of the partial-site plan is not shown on sheet A1-4. The minimum number of one van space is required for every 6 accessible parking spaces. The minimum number of van space meets code requirement. The question of accessible van space in building 5 and 6 is for verification only.
Accessible Route to entrances Sheet A1-4 – Accessible route to Building 9: Dash lines are shown as accessible route to building 4, 5, 7, and 8 on site plan. It appears the accessible route is not shown from building 7 to building 9. Provide accessible route to building 6 from Dyer Road.Provide at least one accessible route from building 3 or building 5 or building 7.Sheet A1.0 Keynote 7 indicates surface slopes and curb-ramps per civil drawings. Please provide civil drawings for plan check.Sheet A1.3 – Accessible route to building 2:
Provide truncated domes at landscape area in front of the driveway.
Accessible route travel across the v-shaped drainage device on the driveway. Typically these v-shaped drainage devices has sloped greater than 5% which exceeds the maximum slope of accessible route other than ramps.
Show the width of accessible route where dash lines are shown throughout the site plan.
Accessible parking spaces and signage requirementProvide the following note on detail 5D/AD1: "Unauthorized vehicles parked in designated accessible spaces not displaying distinguishing placards or special license plates issued for persons with disabilities will be towed away at the owner’s expense. Towed vehicles may be reclaimed by telephoning The Santa Ana Police Department at (714) 245-8665. CVC 22658a."Sheet A1-3: Revise detail callout number to “5C/AD-1” on van space located on left-hand side of the access aisle at Building 1. Van space shall be located where the access aisle is on the right-hand side of the passenger side.Sheet A1-4: Revise detail callout number to “5C/AD-1” on van space located on left-hand side of the access aisle at Building 4 and 7. Van space shall be located where the access aisle is on the right-hand side of the passenger side.Sheet A1.0 keynote 8 indicates signage mounted at 18 inches above grade. However, the referenced detail 5A/AD1 shows the bottom edge of signage at 24 inches above grade.Sheet A1.0 keynote #10: Accessible entrance signage is not required since all buildings are new construction and primary building entrance shall be accessible by design. Accessible entrance signage is only required when other entrances are not accessible.Sheet A1.0: Will there be sidewalk or pedestrian access from Tech Center Drive and the Cul-de sac location?
Allowable area and height analysisProvide an allowable area analysis on all buildings using 2016 California Building Code Section 506 and 508. The actual area for building 1 through 6 is within the allowable area using non-separated occupancies method per Section 508.3. However, building 7, 8, and 9 requires a mixed occupancies calculation to determine the proposed floor areas are within the allowable area limits. Show allowable area calculations on all buildings.Show the required fire rating assembly details if mixed occupancy calculations are used.If frontage increase is used, please provide calculations for each building.Please identify the sprinkler area increase is used in allowable area analysis using the factor “S1” per Table 506.2. The second floor is designed as a mezzanine per Section 505 and therefore not a second floor story. Show the proposed building heights and number of stories is within the allowable height and number of stories per Table 504.3 and Table 504.4 for all buildings.
Type of constructionType III-B construction requires minimum 2-hour fire rated construction for exterior walls. Provide the following on plan:
The building elements which require fire-resistive construction.
The hourly rating of the building element as required by the Code.
Evidence of appropriate fire resistance for each building element in accordance with specific UL listing or ICC
Evaluation Report for each material selected. Evidence shall include appropriate material thickness for each building element.
Non-standard fire-resistive designs requiring adhesives, overcoats, metal lath-netting, or special thicknesses shall be detailed.
Fire separation distances (Site plan on A1-0)Where more than one building occupies the site, assuming property lines shall be drawn in order to determine the fire separation distances between buildings. Fire separation distance is the basis for determining exterior fire wall rating and opening protection rating on exterior walls.
Accessibility – Plumbing elements (Sheet 6-A2-2 and other sheets with the same detail)On the ground floor restroom floor plan, show a 30”x48” clear floor space within the restroom beyond the arc of door swing.
At single user toilet rooms, doors shall be permitted to swing into the clear floor space or clearance required for any fixture only if a 30 inch by 48-inch minimum clear floor space is provided within the room beyond the arc of the door swing. Illustrate compliance on the toilet-room floor plan. §11B-603.2.3 Exception 2Restroom elevation drawings: Show dimension line from ground floor to the top of gripping surface of grab bar.
Grab bars shall be installed on a horizontal position, 33 inches minimum and 36 inches maximum above the finished floor measured to the top of the gripping surface. Show dimensions on elevation drawing or toilet-room floor plan. §11B-609.4Keynote 48 and detail 1/AD5: Revise the text height dimension on signage.
Height above finish floor or ground. Tactile characters on signs shall be located 48 inches minimum above the finish floor or ground surface measured from the baseline of the lowest Braille cells and 60 inches maximum above the finish floor or ground surface, measured from the baseline of the highest line of raised characters.§11B-703.4.1
