The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2016 California Building Standards Code with local amendments. All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker. Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. A separate sheet for response may be used. Please return marked up set of drawings with corrections. Resubmit 3corrected sets of plans. Meetings between the project applicant/designer and the plan reviewer shall be by appointment only. Please call (714) 647-5830 for an appointment. All persons preparing plans and specifications shall sign those plans and specifications. This requirement applies to both exempt and non-exempt projects. Business and Professions Code Chapter 3, Division 3, Section 5536.1(a). Include address and telephone number of the responsible designer, and date of signing of drawings. This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 714-647-5800 for information. The applicant shall obtain clearances/approvals for the following prior to building permit issuance: ☒Planning Division approval on the corrected/final set of drawings (647-5804) ☒Public Works Agency approval (647-5039) ☐Fire Department approval on the corrected/final sets of drawings (647-5839 or 647-5700) ☒Police Department approval on the corrected/final set of drawings (647-5840) ☐School District Compliance Certificate; a copy of the building permit application, signed by the plan check engineer, shall be required by the School District to verify the scope of work. Refer to the attached handout. ☐County of Orange Health Department approval on the corrected/final set of drawings (667- 3600) ☒Grading Permit - Application is made through the Building Safety Division (647-5800) and the plan review is by the Public Works Agency (647-5039) ☒Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance ☐Information Technology equipment rooms require a completed electrical plan check prior to issuance of the building permit to ensure compliance with the 2016 California Electrical Code (CEC) Article 645, Electronic Computer/Data Processing Equipment. CEC Article 645 may require fire-rated walls, floors, and ceilings for the computer room(s). For additional information, contact Mr. Scott Davis, Electrical Plan Check at (714) 647-5822. A separate Building Permit Application is required for: Each building, Each structure, Each sign, Trash enclosure(s), Fence(s), Block wall(s), Light standard(s), Pedestrian protection, Demolition, Site improvements, Storage Racks, Screen Wall for Proposed Equipment. State Division of Occupational Safety Permit (Cal/OSHA) (939-0145). A Cal/OSHA permit is required: For construction of trenches or excavations which are 5‘or deeper and into which a person is required to descend. The construction or demolition of any building, structure, false-work, or scaffolding more than three stories high or the equivalent height. Delete all notes and details from drawings that are not a part of the work to be done under the subject building permit application. Clearly indicate the scope of work on the building permit application. Revise project job description on the building permit application worksheet to reflect the work to be done under the subject building permit application. Construction drawings must clearly show all work to be done under the subject building permit application. SECOND PLAN REVIEW COMMENTS Response comments are missing in the resubmittal package. Address all plan check comments prior to the next submittal. Sheet TS Provide and reference accessible parking space details from the site plan. See accessible parking section for details. The trash enclosure has been relocated. An accessible route must be provided between the entrance of the building and the trash enclosure. The accessible route shall not require a person in the wheelchair travels behind any vehicle other than his or her own. Revise design as necessary. Revise sheet #7 to sheet “A5” under Sheet Index. Cross reference keynote #12 on the site plan. Scope of work has been changed since the first plan submittal; New electrical room and new accessible restroom are proposed on the second plan submittal. Specify all construction work under Scope Of Work. In addition, include partial demolition of building under scope of work. Based on addressing, each permit application shall clearly describe all works to be performed. For example, a new tower is located on unit B which is situated on 510 North Bristol Street. New electrical room and restroom are located on unit C which is situated on 514 North Bristol Street. Revise all permit applications according to the scope of work in each address. Under Scope of Work, specify the area of new tower. Sheet A1.1 Use a correct wall legend to demonstrate existing perimeter-wall at unit D will be removed. Sheet A1.1 Specify door schedule at new offices on the floor plan. Provide an enlarged detail for restrooms. Existing restroom floor-plan is incompliant to 2016 California Building Code. The restroom floor plan in unit C does not match the floor plan in detail 7 sheet A4. Revise design as necessary. “New block wall” are shown on the floor plan. However, no additional information is provided. New opening is shown at the “New block wall” location. However, no additional information is provided. New wall-lines are shown in the new electrical room. However, no architectural or structural design are provided. Sheet A2 Provide detail for new roof drain and overflow as shown on roof plan. Signage shall be submitted on a separate permit. Provide note on Exterior Finish note #8. Sheet A3 Provide ceiling plan and mechanical plan for the entire building, not only unit B. Sheet S1 Section BB shows partition height 6 foot 8 inches. However, detail 5 and keynote #7 indicates 7- foot wall height. Verify discrepancy. Eliminate door threshold detail unless new door threshold is being installed. Specify angle size on detail 5. Specify maximum aluminum framing spacing on detail 5. Specify special inspection for using post-installed anchor bolt on detail 5. Detail 2 and 4 are referenced on the framing plan. However, keynote 5 indicates wall as existing wall. Detail 2 and 4 are referenced as new wall. Verify discrepancy. Sheet S2 Cross reference keynote #3 on the foundation plan. New CMU Wall Design New CMU wall design calculations and drawings have been reviewed. There are numerous issues; First, loading of 25 psf is applied to the wall as seismic-wall lateral load. There are no seismic parameters and calculations in the analysis. 25 psf appears to be a random number use for design. There is no basis of design in in-plane shear and out-of-plane shear design. Second, there are no calculations for wall anchorage design, sub-diaphragm design and chord design. Third, the wall attachment detail represents a cross-grain bending issue at the ledger. Fourth, footing calculations are missing in structural calculations. New Tower Design The tower design was not provided on the first plan-submittal. On the second submittal, structural framing plan, section plans, and details are shown on structural drawings. There are major concerns regarding the structural integrity of the overall design. Lack of lateral analysis and design, lack of reinforcement on both gravity and lateral design on existing roof diaphragm, using the wrong roofing material in structural calculations, missing critical shear transfer detailing in both in-plane shear and out-of-plane shear design. These errors are not acceptable. A meeting with the Engineer-on-Record and the property owner is requested to discuss these structural issues. Accessible Parking Requirements related to plan check comment #18. Access aisle markings may extend beyond the minimum required length. §11B-502.3.3, Figure 11B-502.3.3 ☒ Access aisles shall not overlap the vehicular way.Access aisles shall be permitted to be placed on either side of the parking space except for van parking spaces which shall have access aisles located on the passenger side of the parking spaces. §11B-502.3.4 ☒ Clearly show minimum vertical clearance of 8 feet 2 inches at accessible parking spaces and along at least one vehicle access route to such spaces from site entrances and exits. §11B-502.5 ☒ Parking space identification signs shall include the International Symbol of Accessibility complying with Section11B-703.7.2.1 International Symbol of Accessibility. §11B-502.6, Figure 11B-703.7.2.1 ☒ Signs identifying van parking spaces shall contain additional language or an additional sign with the designation “van accessible.” Signs shall be 60 inches minimum above the finish floor or ground surface measured to the bottom of the sign. §11B-502.6 ☒ Parking identification signs shall be reflectorized with a minimum area of 70 square inches. §11B-502.6.1 ☒ Additional language or an additional sign below the International Symbol of Accessibility shall state “Minimum Fine $250.” §11B-502.6.2 ☒ A parking space identification sign shall be visible from each parking space. Signs shall be permanently posted either immediately adjacent to the parking space or within the projected parking space width at the head end of the parking space. Signs may also be permanently posted on a wall at the interior end of the parking space. §11B-502.6.3 ☒ Each accessible car and van space shall have surface identification complying with either of the following schemes: §11B-502.6.4 ☐ The parking space shall be marked with an International Symbol of Accessibility complying with Section 11B-703.7.2.1 International Symbol of Accessibility in white on a blue background a minimum 36 inches wide by 36 inches high. The centerline of the International Symbol of Accessibility shall be a maximum of 6 inches from the centerline of the parking space, its sides parallel to the length of the parking space and its lower corner at, or lower side aligned with, the end of the parking space length. §11B-502.6.4.1 ☐ The parking space shall be outlined or painted blue and shall be marked with an International Symbol of Accessibility complying with Section 11B-703.7.2.1 International Symbol of Accessibility a minimum 36 inches wide by 36 inches high in white or a suitable contrasting color. The centerline of the International Symbol of Accessibility shall be a maximum of 6 inches from the centerline of the parking space, its sides parallel to the length of the parking space and its lower corner at, or lower side aligned with, the end of the parking space. §11B-502.6.4.2 ☒ An additional sign shall be posted either; 1) in a conspicuous place at each entrance to an off-street parking facility or 2) immediately adjacent to on-site accessible parking and visible from each parking space. §11B-502.8 ☐ The additional sign shall not be less than 17 inches wide by 22 inches high. §11B-502.8.1 ☐ The additional sign shall clearly state in letters with a minimum height of 1 inch the following: §11B-502.8.2 "Unauthorized vehicles parked in designated accessible spaces not displaying distinguishing placards or special license plates issued for persons with disabilities will be towed away at the owner’s expense.
