All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. Please call (714) 647-5848 for an appointment.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2016 California Building Standards Code with local amendments.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. - Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.

- Public Works Agency approval (647-5039)The proposed bathroom needs to comply with the accessibility requirements. Provide complete accessibility details to show full compliance with chapter 11B of the California Building code.Provide a wall legend showing all new and existing walls. In addition provide a section of the bathroom wall shows stud sizes and specification in addition to method of attachment.Provide the use, the occupancy group per the CBC for all areas of the building, and the type of construction of the facility.Please specify the type of material that will be stored on the rack.If there is a change of occupancy than from what is currently permitted, an allowable area analysis need to be completed.Steel storage racks and their anchorage, located inside the sales area or areas where the public are allowed in must be designed using an importance factor of1.5 in accordance with Section 15.5.3 of ASCE7.CBC Section 1707.6, Storage racks and access floors. Periodic special inspection is required during the anchorage of access floors and storage racks 8’ or greater in height in structures assigned to Seismic Design Category D.
For racks over 12 ft. high or over 3,000 sq. ft. in area, or a unit load over 2,500 lbs. and no multiple stacking on top shelf. Note on the plans "The rack design loads will be posted on a 50 sq. in plaque, showing the maximum unit load and/or uniform load per level, the average unit load, and maximum load per bay. The unit load is usually a single pallet or container and its contents mechanically transported. It is the owner's responsibility to insure the rack system is not altered to invalidate the plaque." (Rack Manufacturers Institute Sec. 1.4.2)
Note on the plans "The owner shall maintain the structural integrity by assuring proper operation,
a. housekeeping, and maintenance of the racks by:
b. Prohibiting overloading the rack system.
c. Regularly inspecting for damage.
d. Maintaining all pallets in a good, safe condition.
e. Ensuring pallets are properly placed.
f. All goods are placed on the pallets.
g. Prohibiting pallet double-stacking unless the rack is designed for this.

Note on the plans "Upon any visible damage, the pertinent portions of the rack shall be unloaded immediately by the user and the damaged portion shall be adequately repaired or replaced." (Rack Manufacturers Institute Sec. 1.4.9)
Safety for overturning shall be checked with only the top shelf loaded at the center of gravity of the top load. (Rack Manufacturers Institute Sec. 2.7.6)Unless all rack columns are designed and anchored for the uplift forces the ratio of restoring to the overturning moment shall be 1.5. (Rack Manufacturers Institute Sec. 8.1)
Provide calculations for the column weak axis bending plus axial for transverse seismic loading. The axial load is the maximum compression load at the base from vertical loads plus overturning. The column moment will probably be the highest by multiplying the base shear lateral load times the height from the base plate to the first diagonal brace (not only to the first horizontal member.
Clarify the section properties for the column, include the perforations.
Provide calcs to justify adequacy of connections. Connections that cannot be readily analyzed shall be capable of withstanding the moments and forces in proper combinations as shown by test. (Rack Manufacturers Institute Sec. 6.2.2).Load application and rack configuration drawings shall be furnished with each rack installation. The drawings shall present the permissible configurations or limitations as to the maximum number of shelves or rails, the maximum distance between them, and the maximum distance from the floor to the bottom shelf or rail.
For the portion of the column between the bottom beam and the floor as well as between the bean levels, the effective length factor K shall be taken as 1.7 per (Rack Manufacturers Institute Sec. 6.3.1).
The effective length factor for pallet racks, stacker racks, and movable-shelf racks is K=1 provided that all such racks have diagonal bracing in the vertical plane and that such racks have either a rigid and fixed top shelf, or diagonal bracing in the horizontal plane of the top fixed shelf. (Rack Manufacturers Institute Sec. 6.3.1.2).
For upright frames having diagonal braces or a combination of diagonal and horizontal braces that intersect the columns, the effective length factor K for the portion of the column between braced points shall be taken as 1.0, provided that the maximum value of the ratio of LShort to Llong does not exceed 0.15. (Rack Manufacturers Institute Sec. 6.3.2.2)
For upright frames with diagonal braces that intersect the horizontal braces, the effective length factor K for the portion of the column between braced points shall be taken as 1.0 providing the ratio of L short to L long does not exceed 0.12. (Rack Manufacturers Institute Sec. 6.3.2.3)
At working load (excluding impact) the deflections shall not exceed 1/180 of the span measured with respect to the ends of the beam. Include the 25 percent increase of one unit load in vertical loading for impact for the beam and end connection design. The load must be placed in the most unfavorable position for moment and shear. (Rack Manufacturers Institute Sec. 2.4) .For ASD design all connections for 1.5% of the dead load plus the product load or the earthquake forces of Sec. 2.7. (Rack Manufacturers Institute Sec. 2.5.1)
Recheck moment connections as follows:
-The rivet bearing capacity is only dtFu = 0.406(0.0747)65 = 2 kips.
-Provide calculations for beam to bracket weld capacities. Section 2217 (allowable weld stress or member thickness times 26 ksi times 1.33, whichever is lower).
-Check the bracket maximum weak axis moment. The bracket moment at the bottom of the beam is M =(distance from bottom of bracket to bottom of beam -.25") C - (x")P3, where C = P1 + P2 + P3.
-Increase the moments by P-delta effects, or provide a complete frame analysis for combined vertical load fixed-end moments + seismic.
Except for movable-shelf racks, beams shall have connection locking devices (or bolts) capable of withstanding an upward force of 1,000 pounds (453.6 kg) per connection without failure or disengagement. (Rack Manufacturers Institute Sec. 7.1).
The City of LA method for calculating a slab as a foundation is not a method recognized in the code. You can submit a request for alternate to use such a method; otherwise, please use a method allowed by ACI.
Check for combined tension plus shear on the anchors. Verify the anchor capacity and if special inspection is required for the anchors.
Include calculations for the base plate thickness due to the longitudinal base plate moment. The base plate moment on the compression side is the total vertical load (P + anchor bolt tension) with a moment arm of _____ inches.
Slab stresses must be calculated with the maximum moment located half way between the edge of the column and the edge of the base plate. (Section 1915.4.2) Check the slab stress for the maximum transverse overturning axial load. Show the slab thickness on the plans per the calculations
Concrete bearing stresses shall be calculated as Fp = 0.7 f'c (for ASD) and Pp=1.7 f'c AE (for LRFD). (Rack Manufacturers Institute Sec. 7.2).Lower portions of posts exposed to damage by forklift trucks or other moving equipment shall have protective devices. If not so protected, at the option of the building official, the rack structure may: (1) be designed to maintain its full design load capacity at allowable stresses with the exposed post capacity reduced by one-half or (2) be designed to maintain its full design load capacity at 50 percent increased allowable stresses with the exposed post assumed to have no carrying capacity.Specify the use and occupancy group of the room where the storage racks are to be located.Specify what kind of material is to be stored on the shelves; please note that based on the type of material the occupancy group of the space could be affected.Provide adequate separation between the rack and the adjoining walls. Please note that the space need to be adequate to allow deflection of the racks without touching the walls, otherwise, provide. Specify the steel specification of the steel used in the manufacturing of the storage racks.Revise the scope of work to specify what is included in this permit.Please justify the fact that there is only one exit from the mezzanine. Specify the use and occupancy of all rooms on the second floor/ mezzanine. As specified above, provide details and notes to show compliance with the accessibility requirements, these are some of the requirements :Accessibility requirements:CBC Sections 1115B and 1210. Sanitation facility toilet room floors shall have a smooth, hard, non-absorbent surface such as Portland cement, concrete, ceramic tile or other approved material which extends upward onto the walls at least 6”. Walls within 2’ of the front and sides of urinals and water closets shall be similarly finished to a height of 4’.CBC Section 1607.7. Provide complete grab bar details on the drawings showing compliance with CBC Section 1115B.8 including structural strength to support a 250 pound point load.CBC Section 1115B.4.3 Item 4. Note on the drawings hot water and drain pipes under lavatory shall be insulated.Ensure sanitary facilities comply with CBC Section 1115B.8.1 and that the bottom of the mirror is no higher than 40” from the floor.Drinking fountains serving the area of new work shall be accessible. CBC Section 1115B.4.6 and California Plumbing Code Section 406.5.Provide lever type hardware on the doors.Provide proper signage on the door.The distance from center of toilet to the wall is per chapter 11BB div 6.Dimension the width height etc of the grab bars.Dimension height of lav per 11B div 6.Is there an accessible toilet on an accessible floor?Please note the path of travel to the area of remodel need to comply with the accessibility requirements, this means that the existing stair should comply, provide notes and details.Specify your source for the type of construction for the building.
