See the list below for item # 5, 9, 10, 11, 15, 17, 18, 19, 22, 35, 41 & 63. Sheets A1.01, & A1.10, there are some gates for the site that need be in compliance with CBC chapter 11B. See red marks on the drawings and show compliance. Sheet A0.01, the building area to be updated as marked on the drawing. Sheets A 1.30, & A3.02, provide 72” width of the corridor as marked on these sheets. Also, the pair of doors in open position is blocking the access to the stair. See the red marks. Revise and resubmit. Sheet A5.01; provide ICC report for the proposed skylights or show compliance with CBC Section 2404 on the drawings. Sheet A9.01, opening into interior exit stairway shall comply with Section 716 & Table 716.5. Provide a minimum of 1_hour rated door assembly in 1-hour rate exit access stairway. At this time, (01-16-2019); the architectural part of your drawings was submitted for review. As the result, following are remaining items that needs to be done before the building permit can be issued for this change of occupancy project. Following items from the first plan check list below are not completed/ done at this time. See the list below for item # 3, 5, 6, 9, 10, 11, 15, 17, 18, 19, 22, 35, 41, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, and 63. Please provide a clear note on the drawings that there is no kindergarten, first & 2nd grade pupils will be attending this school. Therefore, CBC Section 452.1.4, special provisions for kindergarten, first & 2nd grade pupils will not be applicable.Reroofing for existing portion of the building and roofing for the new addition shall comply with CBC chapter 15.Please call out roofing classification on the drawings.In order to be considered part of an accessible means of egress, an elevator shall comply with the emergency operation and signaling device requirements of Section 2.27 of ASME A17.1. Since this exception does not apply for the proposed design, provide rated corridors on the drawings to comply with the CBC Section 1020.1 for the first and second floors. CBC Section 1020.4, Dead ends. Where more than one exit or exit access doorway is required, the exit access shall be arranged such that there are no dead ends in corridors more than 20’ in length. Where corridor walls are required to be one-hour fire-resistive construction by Section 1020, windows shall be protected by fixed glazing listed and labeled for a fire-protection rating of at least three-fourths hour in accordance with Section 716. When corridor walls are required to be of one-hour fire-resistive construction by Section 1020, every interior door opening shall be protected by a tight-fitting smoke-and-draft-control assembly having a fire-protection rating of not less than 20 minutes. Viewport in 20-minute rated door limited to 1” in diameter. Said doors shall not have louvers. The door and frame shall bear an approved label or other identification showing the rating. Smoke-and-draft-control door assemblies shall be provided with a gasket so installed as to provide a seal where the door meets the stop on both sides and across the top.Note on drawing: “Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort.”Hand-activated door opening hardware shall be centered between 34” and 44” above the floor. Latching and locking doors that are hand activated and which are in a path of travel shall be operable with a single effort by lever-type hardware, by panic bars, push-pull activating bars, or other hardware designed to provide passage without requiring the ability to grasp the opening hardware. See red marks on the door schedule sheet.Note on the drawings: “Maximum effort to operate doors shall not exceed 5 pounds for exterior doors and interior doors, such pull or push effort being applied at right angles to hinged doors and at the center place of sliding or folding doors. When fire doors are required, the maximum effort to operate the door may be increased to the minimum allowable by the appropriate administrative authority, not to exceed 15 pounds.Stairways shall show compliance with CBC Section 1010 and chapter 11B, requirements. - Provide complete architectural plan view, sections, details, and notes for stairway(s). - Dimension stairway width showing compliance with CBC Sections 1011.2, and 1005. - Dimension rise of steps shall be not less than 4” or greater than 7”. The run shall not be less than 11”. - CBC Section 1011.3, Dimension stairway headroom clearance. 6’ 8” minimum clearance.The upper approach and the lower tread of each interior stair shall be marked by a strip of clearly contrasting color at least 2” wide placed parallel to and close to (not more than 1” from) the nose of the step or landing to alert the visually impaired. The strip shall be of material that is at least as slip-resistant as the other treads of the stairs.Areas with a vertical clearance of less than 80” must have a barrier to warn blind or visually impaired persons.This item is not done at this time. (03-07-2019)Provide handrail details on the drawings showing compliance with CBC Section 1011.11. - Stairways shall have handrails on each side. - Handrails shall be 34 to 38” above the nosing of treads. - Handrails shall extend a minimum of 12” beyond the top nosing, and shall extend a minimum of 12” plus the tread width beyond the bottom nosing. - Ends of handrails shall be returned or shall terminate in newel posts of safety terminals.The proposed counter located at the north side of the breezeway does not show compliance with CBC chapter 11B. The maximum sill height shall not exceed 34”.See red marks on sheet A6.01. Please update and resubmit. Provide a construction detail for proposed exterior walls to show 8” separation between the sill plate and ground.CBC Section 1013.1. Provide a directional exit sign at changes in exiting direction.CBC Section 1013, Requires exit signs to be readily visible from any direction of approach. No point shall be more than 100’ from the nearest visible exit sign. CBC Section 1008.2.1, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. (03-07-2019)If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 11B-247. Show compliance on the drawings.Plumbing facilities shall be provided in accordance with the California Plumbing Code (CPC) Section 412.0 and CPC Table 4-1.The total occupants load for this building is about 663. (302 for the first floor and 361 for the second floor, using 100 SF per occupant of the “STUDY HALLS”). Provide a table on the drawings showing number of plumbing fixtures required per CPC by gender and number of plumbing fixtures provided.Glass and glazing shall be in accordance with CBC Chapter 24. Note on the drawings all windows and doors having glazing. Indicate the type and thickness of each light of glazing on the drawings.Show compliance on the drawings sheet A9.01, the door schedules.The inlets of the roof overflow drain to be 2” above the roof level. Show/note ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for each type of use. Note on drawings: - All enclosed portions of buildings customarily occupied by human beings shall be provided with natural ventilation by means of openable exterior openings readily controllable by building occupants, with an area not less than 4% of the floor area being ventilated. - Provide mechanical ventilation for each area/room in accordance with the 2016 California Mechanical code.This building is subject to the State of California Energy Conservation Regulations: - The permit applicant shall be responsible for obtaining an energy plan check from a consultant who is qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations (CCR,) Title 24, Par 6, 2016 California Energy Code. The plan check consultant must sign documentation certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency. - The energy plan check consultant must complete the attached “Energy Conservation Plan Check Consultant Qualification Statement.” - Refer to the attached information sheet.Please verify if “R21” insulation can be placed in framed 2 X 4 wall cavity?See wall types: “A”, “B”, & “C” on sheet A12.30.The risk category for the proposed use shall be upgraded from II to III per CBC Table 1604.5. (03-07-2019)The scale of structural drawings is too small, 3/32” = 1’-0”. This small scale drawing is hard for plan checking and may be difficult for construction, and inspection of this project. Please consider using: 1/4" = 1’-0” scale for structural drawings.The minimum width of footing recommended to be 18” per page 5 of “supplemental Engineering Investigation” dated September 7, 2018. See red marks on the foundation plan. Revised and resubmit. Note ICC Research Report Number on the drawings for the suspended ceiling system. Provide structural calculations and drawings, stamped and signed by a California licensed architect or registered civil engineer for: - Stairway(s). - Removal of bearing wall(s) - New opening(s) in bearing wall - New mechanical equipment on roof (note on Roof Framing Plan weight of each existing and new piece of equipment on the roof) - Structural support of shaft(s) and/or hood(s) - Any other structural alteration - Removal or alteration of existing shear wallsCalculations must be presented in a clear, legible, and organized manner conducive for structural plan review. With such a small scale structural drawings, it is hard to plan check and locate the calculated beams on the drawings. Resubmit revised calculations showing compliance.The lateral load calculation for the proposed remodeled building is not clear. Provide clear diaphragm, drags and shear wall calculations for recheck. Provide support calculation for shear walls shown on sheets 6.4 and 6.5.
