All items noted on this plan check report must be addressed. If you feel that an item is not applicable to your project, note “N/A” and discuss the reason with the plan checker.Please indicate the sheet number and detail to the right of each correction, or note the number on the plans where the correction is made. Resubmit marked original, calculations and this correction sheet. Please call (714) 647-5862 for an appointment.Please return marked up set of drawings with corrections.Additions, alterations or repairs made to any building constructed prior to January 1, 1946, other than an R-Occupancy building, exceeds $50,000 in cost in any one-year period, then either (A) the entire building must be completely sprinklered in accordance with fire department standards, or (B) the building must comply with requirements as outlined under Santa Ana Municipal Code (SAMC) Section 8-150. A copy of SAMC Section 8-150 may be obtained by visiting the City of Santa Ana’s website at www.santa-ana.org.Plans shall indicate if fire sprinkler system is already existing or proposed for this building.This review does not include mechanical, plumbing, fire sprinkler system, or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, fire sprinkler systems, and electrical work. Call 647-5800 for information.The applicant shall obtain clearances/approvals for the following prior to building permit issuance:
- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Orange County Fire Authority approval on the corrected/final sets of drawings ((714)573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- County of Orange Health Department approval on the corrected/final set of drawings ((714)433-6000)
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance.
CBC Section 1006.2, Egress from spaces. Two exits or exit access doorways from any rooms, areas, or spaces shall be provided where one of the following conditions exists:
- The occupant load of the space exceeds the values in Table 1006.2.1.
- The common path of egress travel exceeds the limitations of Section 1006.2.1.
- The occupant load of an area of second floor between grid lines “B.2” & “A “as marked on sheet “TS-2” is over 50 occupants (37 + 81). Per requirements of CBC Section 1006.2, provide 2-exit or exit access doorway for this area. This 2-exit access shall be placed a distance not less than one-third of the length of the maximum overall dimension of the area served. (See Exception # 2.of CBC Section 1007.1.1)Exiting from any occupied point in a building or structure on the subject site must be continuous, unobstructed, and undiminished to a public way. This includes gates which must show compliance with CDB Section 1010. Is there any gate at the south side of this building? If there is, please show compliance with the CBC Section 1010.Panic hardware shall comply with CBC Section 1010.1.10. Panic hardware shall be provided as required by CBC Section(s):
- Anassembly area with an occupant count > 50. Refer to CBC section 1010.1.10.Hand-activated door opening hardware shall be centered between 34” and 44” above the floor. Please update the note # 16 under DOORS/ENTRANCES” notes on sheet “TS-3” to have the height of the door hardware between 34” minimum to 44” max.Stairways shall show compliance with CBC Sections 1011 and chapter 11B including applicable disabled accessibility requirements.
- Provide complete architectural plan view, sections, details, and notes for stairway(s).
- Dimension stairway width showing compliance with CBC Sections 1011.
- Dimension rise of steps shall be not less than 4” or greater than 7”. The run shall not be less than 11”.
- Treads, nosing, and risers require compliance with CBC chapter 11B, including no open risers and slip
resistant treads.
- CBC Section 1011, Dimension stairway headroom clearance. 6’ 8” minimum clearance.The walls and soffits within enclosed usable spaces under enclosed and unenclosed stairways shall be protected by 1-hour fire-resistance-rated construction or the fire-resistance rating of the stairway enclosure, whichever is greater. Access to the enclosed space shall not be directly from within the stair enclosure.The upper approach and the lower tread of each interior stair shall be marked by a strip of clearly contrasting color at least 2” wide placed parallel to and close to (not more than 1” from) the nose of the step or landing to alert the visually impaired. The strip shall be of material that is at least as slip-resistant as the other treads of the stairs.Provide handrail details on the drawings showing compliance with CBC Section 1011, and chapter 11B.
- Stairways shall have handrails on each side.
- Handrails shall be 34 to 38” above the nosing of treads.
- Handrails shall extend a minimum of 12” beyond the top nosing, and shall extend a minimum of 12” plus the
tread width beyond the bottom nosing.
- Ends of handrails shall be returned or shall terminate in newel posts of safety terminals.
- Handrails projecting from a wall shall have a space of 1½” between the wall and the handrail.
- The handgrip potion of handrails shall not be less than 1¼” nor more than 1½” cross-sectional dimension or
the shape shall provide an equivalent gripping surface. The handgrip portion of handrails shall have a smooth
surface with no sharp corners. Any wall or other surface adjacent to the handrail shall be free of sharp or
abrasive elements. Edges shall have a minimum radius of 1/8”.
The “HALLWAY” at the south side of the first floor is one of the two required exit access area that shall be clear of any storage or obstruction at all time. Please provide and install a sign to indicate this code requirement. See red marks on sheet A1.1.CBC Section 1008.2.1, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.Tactile exit signs shall be required at the following locations:
- Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”
- Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be
identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN”“EXIT STAIR UP”
- Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit
passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit door through a horizontal exit shall be identified by a sign with the words “TO EXIT.”It is the project designer’s/property owner’s responsibility to show compliance on the drawings with all applicable Federal and State Accessibility Standards.
Show compliance with CBC Sections 11B-226.3 & 11B-902.3 requirements for the “BAR” area on the second floor.
Show compliance with CBC Sections 11B-202.4 & 11B-206 .2.5 for accessible route to the second floor.All dining, banquet, and bar facilities shall be made accessible to persons with disabilities as provided in CBC Section 11B-226. At least 5%, but not less than one of the seating spaces in each functional area is accessible as follows:
- Provide a minimum 30” x 48” wheelchair clear floor space.
- Provide knee space at tables at least 27” high, 30” wide and 19” deep.
- Provide height of tables between 28” – 34” from the floor ground.
- Provide access to accessible seating space(s) by aisles with a minimum of 36” in width.Show/note ventilation requirements on the plans in accordance with the CBC and California Mechanical Code (CMC) requirements for each type of use.
Note on drawings:
- All enclosed portions of buildings customarily occupied by human beings shall be provided with natural
ventilation by means of openable exterior openings readily controllable by building occupants, with an area not
less than 4% of the floor area being ventilated. CBC Section 1203 and 2016 California Mechanical Code
Section 402.
- Provide mechanical ventilation for each area/room in accordance with the 2016 California Mechanical Code.Provide structural calculations and drawings, stamped and signed by a California licensed architect or registered civil engineer for:
- “URM” wall to support the reaction of new second floor steel beam at lines “1” & “A.5” as shown on detail “20/SD3”. Or provide an independent column to support this new steel beam.Provide missing dimensions for the width of proposed plywood sheeting on sheet S5. See red marks on this sheet.See other red marks on sheets: TS, TS-2, TS-3, A1.1, A1.2, S4, and S5. Please resubmit the marked up set with revised drawings for recheck.
