- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Orange County Fire Authority approval on the corrected/final sets of drawings ((714)573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by
the Public Works Agency (647-5039)
- County of Orange Health Department approval on the corrected/final set of drawings for the proposed pool & SPA ((714)433-6000)
- School District Compliance Certificate; a copy of the building permit application, signed by the plan check
engineer, shall be required by the School District to verify the scope of work.
- Proof of Worker’s Compensation Insurance shall be required at the time of permit issuance
Prior to the issuance of building permit(s), tract maps, parcel maps, lot line adjustments, public way abandonments, covenant, conditions and restrictions (CC&R's), etc., related to the subject project must be legally recorded with the County of Orange.Please provide total square footage of residential areas, “R-2”, per floor and non-residential square footage per floor for the recheck. This information shall be checked and approved before you go to School District for obtaining School District approval. Per drawing sheet “G.10”, the square footage for “R-2” is as follow:First floor, 52,588 SFSecond floor, 54,408 SFThird floor, 55,339 SFFourth floor, 55412 SFFifth floor, 52,859 SF (Therefore, the total square footage for “R-2” is: 270,606 SF) Please check with School District to see if they want the residential and non-residential (Amenity areas) square footage calculated separately or not. For the proposed garage the floor by floor square footage is as follow:First floor, 29,373 SFSecond floor, 28,667 SFThird floor, 28,667 SFFourth floor, 28,667 SFFifth floor, 28,667 SFThe roof, 10,080 SF (Therefore, the total square footage for the “S-2” is: 182,788 SF)The architect of records shall double check the square footages for this project.Then, the Table on sheet “G.10”, School District Floor areas, shall be corrected accordingly.State Division of Occupational Safety Permit (Cal/OSHA) (939-0145). A Cal/OSHA permit is required for:
- The construction or demolition of any building, structure, false-work, or scaffolding more than three stories
high or the equivalent height.The number of exits or exit access required for the roof area of the proposed parking garage shall comply with the requirements of CBC Section 1006.3.2 and Table 1006.3.2(2). See red marks on sheet “A0.17”.Provide architectural drawings for the proposed POOL and SPA and show compliance with the requirements of chapter 11A on these drawings. Also, the pool enclosure requirements of City of Santa Ana with complying exiting out of this enclosure shall be shown on the drawings.Provide a clear note on the drawing that the parking garage will be ventilated per requirements of California Mechanical Code. CBC Section 406.6.2.Provide the proper fire rating of the door with the side light for the fitness room.Provide a clear note on the cover sheet of these drawings that all framing members within the exterior walls of Type IIIA construction will be: “FIRE-RETARDANT-TREATED WOOD” complying with Section 2303.2 of CBC. This includes the walls around the proposed parking garage.Also, the note above detail “5/AD1.12” shall be modified to include: all blockings, headers, and sill plates within the exterior walls to be “FIRE-RETARDANT-TREATED WOOD”.For details 5/AS8.1 & 15/AD8.1, show compliance with CBC Section 705.11 for a 2 hour rated parapet for a 2 hour rate walls.The OCFA shall approve the phasing of this project as it’s shown on sheet “G60”.Show compliance with CBC Section 1011.8 for stair #2 connecting the roof to fifth floor as shown on sheet “A5.13”. The maximum vertical rise is limited to 12’ between landings. This drawings show 13’. Please revised and resubmit.The type of construction for the “R-2” part of this project is: “IIIA”. Show compliance with CBC Table 601 for fire-resistance rating requirements for steel trellis above the Outdoor Decks. Sheet A6.14.Provide a complete copy of the acoustical report with wet signature for the recheck package. The drawings shall show compliance with CBC Section 1207 for “Sound Transmission” requirements.Is there any attic access for this project? (CBC Section 1209.2 & CRC Section R807.1).Show compliance for wall finishes in the toilets, bathrooms, & shower areas per requirements of CBC Section 1210.2.Show compliance with CBC Section 1505 and Table 1505.1 for minimum roof covering classification for this project. (Minimum roof covering to be: “B”).Provide calculation for attic ventilation for each Fire Zone of this project and the drawings shall show locations, sizes and types of these vents.Draft stops shall be provided for each Fire Zone per requirements of CRC Section R302.12 See the red marks on the drawings and the door schedules. Show compliance with the requirements of chapter 7 of the CBC for the each rated doors in each rated assemblies.Per CBC Section 1023.4, “Opening in interior exit stairway other than unprotected exterior opening shall be limited to those necessary for exit access to the enclosure from the normally occupied space and for egress from the enclosure”. Therefore, access to the roof area from interior stairway #5 is not permitted. See red marks on sheet “A1.16B”.Provide a primary and a secondary roof drain system to comply with the requirements of CBC Section 15.03. Detail 13/AD6.2 only show a secondary (emergency overflow) drains system.Provide construction details on the drawings to show compliancewith the CBC Section 706 for the Fire Walls including:Structural stability requirements. (706.2)Non-combustible materials. (706.3)Horizontal continuity. (706.5)Exterior walls. (706.5.1)Horizontal projection elements, such as balconies and roof overhangs. (706.5.2)Vertical continuity. (706.6) On the roof plan, provide clear notes and details for the Fire walls to show compliance with exception #4 of Section 706.6Opening protection. (706.8)Provide ICC or UL approval number for these 3-Hour rated Fire Walls assemblies.Provide a clear exit plan for each level of the parking garage including level 7, Roof plan, to show compliance with CBC Sections: 1003.5, 1006.2.1,1006.3.2, & 1017.3.Provide construction details to show compliance with CBC Section 420.2 for walls separating the dwelling units.Fire alarm systems and smoke alarm systems shall be provided for this project per requirements of Sections 420.6, 907.2.9 & 907.2.11.Provide a note on the drawings for occupant notification system per requirements of CBC Section 907.5.Provide a note on the drawings for compliance with CBC Section 907.5.2.3.3 for visible alarm notification.Show compliance withthe requirements of CBC Section 501.2 for approved address identification.In addition to other fees, a “Park Acquisition and development Fee” shall be required. For calculating this fee, please provide a table to show number units, and number of bedrooms in each unit. Provide compliance with the requirements ofSection 4.106.2 of the CalGreen code for “Storm water drainage and retention during construction”.Provide compliance withthe requirements of Section 4.405.1 of the CalGreen code for “Construction Waste Management”.Show compliance with Section 4.506.1 of the CalGreen code for bathroom exhaust fan on the drawings.For resubmittal package, please remove the “NOT FOR CONSTRUCTION” note on the edge of drawings.Submit a signed copy of the contract showing labor and materials for all work to be done under the subject building permit application. The plan check engineer may accept the contract price as the valuation of improvements for unique/unusual projects in lieu of using a cost per square foot basis.Provide pedestrian protection in accordance with CBC Section 3306. Show location and type of protection on plan view. Provide typical construction details, sections, and elevations of pedestrian protection required. Pedestrian protection constructed within a public right of way shall require a building permit issued by the Building Safety Division and a separate approval from the City’s Public Works Agency (714) 647-5039.Reference each fire-resistive assembly to a CBC Chapter 7, Table and Item number:

- CorridorsPlans shall indicate how required structural and fire resistive integrity will be maintained where a penetration will be made for electrical, mechanical, plumbing and communication conduits, pipes and similar systems. CBC Chapter 7. Note on the plans the ICC Research Report number, U.L. number, State Fire Marshal number, or approval number of another agency accepted by the City of Santa Ana.Provide compliance with the requirements ofCRC Section R303.8 for heating facilities cable of providing 68 degree Fahrenheit at a point 3 feet above the floor.Provide typical section view detail of all new partitions and ceilings showing:
- Size, spacing, and material of framing members
- Note gauge and ICC Research Report number and installation/construction requirements for metal framing
members.
- It is the project designer’s responsibility to coordinate work with the various trades to ensure that the size of
the wall cavity will be large enough to accommodate piping, fittings, ducts, etc. There has been a continuing
field problem of 2½” wide metal studs not being able to accommodate plumbing pipes.
- Method of attaching framing to the building structure. Compliance shall be shown with CBC Section 1607.13
for lateral support of the walls. Do not support top of walls to suspended ceiling system unless calculations
and drawing prepared by a registered engineer are submitted for review. Submit structural engineering
calculations for walls in rooms with a floor to building structure above height greater than 14’.
- Heights of partition, suspended ceiling, structure above.
- Fire-blocks and draft-stops in combustible construction in accordance with CBC chapter 7. Show location(s) and provide typical construction details.
- Fire/smoke damper locations, installation requirements and required access doors. Provide complete details on the drawings showing compliance with CBC Section 1405 requirements for veneer construction.Exiting from any occupied point in a building or structure on the subject site must be continuous, unobstructed, and undiminished to a public way. This includes any gates which must show compliance with CDB Section 1010. Corridor ceiling. Use of the space between the corridor ceiling and the floor or roof structure above as a return air plenum is not permitted. 1020.4 exception #2, Dead ends in the corridor. Where more than one exit or exit access doorway is required, the exit access shall be arranged such that there are no dead ends in corridors more than 50’ in length.
- Please provide compliance for the corridor # 5 & 7 as it is marked on sheet “A0.12”.
- Also, a door shall be provided between corridor #1 and the “OUTDOOR DECK 1” and corridor 5 and the “OUTDOOR DECK2”. See the red marks on sheets “A1.16A & A1.16B”. What is the occupancy and the occupant loads for these 2 Outdoor Deck areas? The area of Outdoor Deck #1 is: 31’ X 25.25’ = 783 SF. Also, show compliance with the requirements ofCBC Section 1006.2.1. Same applies for outdoor Deck # 2.Provide a complete architectural section of 1-HR. corridor detailing fire resistive rated construction of the walls and ceilings. Detail all duct and other penetrations CBC.Provide typical complete section view through one-hour corridor(s) showing compliance with CBC Sections 1020.1 and 708:
- Size, spacing, and material of framing members. Note gauge and ICC number and installation/construction
requirements for metal framing members.
- Method of attaching framing to the building structure.
- Sheathing material and details of attachment. Note type, size, and spacing of fasteners.
- Height of partition, suspended ceiling, structure above.
- Reference each wall and ceiling fire-resistive assembly to a CBC Chapter 7 Table and item number.
- Fire/smoke damper locations, installation requirements, and required access doors. Where corridor walls are required to be one-hour fire-resistive construction by Section 1020, windows shall be protected by fixed glazing listed and labeled for a fire-protection rating of at least three-fourths hour. Tactile exit signs shall be required at the following locations:
- Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”
- Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be
identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN”“EXIT RAMP DOWN”“EXIT STAIR UP”“EXIT RAMP UP”
- Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit
passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual
exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit door through a horizontal exit shall be identified by a sign with the words “TO EXIT.”Sidewalks accommodating the disabled must be at least forty-eight inches (48”) wide and at least sixty inches (60”) where door swings over walk.Provide a continuous walking surface from each exit door in the back of this building to public way.If a walk crosses or adjoins a vehicular way, and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas, the boundary between the areas shall be defined by a continuous detectable warning which is 36” wide, complying with the CBC Section 11B-247.Parking spaces must be located so that the disabled are not compelled to walk or wheel behind parked cars other than their own. See red marks on sheet “A0.01”.Glass and glazing shall be in accordance with CBC Chapter 24. Note on the drawings all windows and doors having glazing. Indicate the type and thickness of each light of glazing on the drawings.This building is subject to the State of California Energy Conservation Regulations:
- The permit applicant shall be responsible for obtaining an energy plan check from a consultant who is
qualified to perform an energy efficiency analysis in accordance with the California Code of Regulations
(CCR,) Title 24, Par 6, 2016 California Energy Code. The plan check consultant must sign documentation
certifying that a thorough, competent review has been performed on behalf of the Enforcement Agency.
- The corrected/final ARCHITECTURAL drawings shall have the required energy efficiency compliance
documentation with completed signature blocks filed on the plans. The same information may be copied on
the Electrical Plans for the Electrical Plan Checker.
- The energy plan check consultant must complete the attached “Energy Conservation Plan Check Consultant
Qualification Statement.”
- Refer to the attached information sheet.Note on drawings: "Truss supplier shall submit calculations and shop drawings signed by a registered civil engineer to the responsible project designer who agrees to review the shop drawings for acceptance prior to fabrication. Shop drawings and calculations shall be submitted to the Building Safety Division for acceptance after the responsible project designer has noted his/her acceptance and prior to fabrication.”
Truss drawings must reflect compliance with CBC Sections:
-Plans, structural calculations, and specifications must be prepared by a California registered civil
engineer.
- Fire-resistive protection of trusses when required by Table 601
- Regulation of prefabricated construction including required inspections and certifications.
-The ICC approved agency number must be noted on shop drawings.See red marks on the following sheets of drawings: G.10, A0.01, A0.10, A0.11, A0.12, A0.13, A0.14, A015, A017, A1.12A, A1.12B, AA1.13A, A1.13B, A1.14A, AA1.14B, A1.15A, A1.15B, A1.16A, A1.16B, A1.17A, A1.17B, A1.18B, A5.13, A6.10, A6.11A, A6.13, A6.14, A6.15, A6.16, A6.40, AS.10, AS.12, AS.20, AD1.12, & AD8.1. The marked up set to be return to the City for recheck along with updated drawings.
