The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2019 California Building Standards Code with local amendments and to clearly indicate the scope of work under this building permit application. There may be additional requirements when complete construction drawings and supporting data is submitted for Building Safety Division review.
Please see corrections on submitted plans. Red marked set must be returned with revised plans. Plans resubmitted without the red markup set may result in delayed review time and additional plancheck fees.All persons preparing plans for others shall sign those plans. Business and Professions Code Chapter 3, Division 3, Section 5536.1 (a).
This review does not include mechanical, plumbing or electrical work. Separate plans, applications, fees, plan checks, and permits are required for mechanical, plumbing, and electrical work. Call 647-5800 for information.
The applicant shall obtain clearances/approvals for the following, prior to building permit issuance:
-Planning Division approval on the corrected/final set of drawings (647-5804). Previously
approved plans should be submitted to expedite the process.
-Public Works Agency approval (647-5039).
- School District Compliance Certificate; and a copy of the building permit application, signed by
the plan check engineer, shall be required by the School District to verify the scope of the work.
-Grading Permit. Application is made through the Building Safety Division (647-5800) and the
plan review is by the Public Works Agency (647-5039).
Per item #10 last sub item, grading plan review is required. However, The City will not require a grading plan provided the following conditions are met:
Grading of less than 50 cubic yards in an isolated, self-contained area, provided there is no danger to the public, and that such grading will not adversely affect adjoining properties.
Site Drainage plan is provided on architectural drawing.
A licensed Civil Engineer certify the site drainage plan with his or her engineering stamp and signature on the plan.
Provide the following notes on plan:
Lots shall be graded to drain surface water away from the foundation wall. Where lot lines, walls, slopes or other physical barrier prohibit 6” of fall within 10feet, drains or swales shall be constructed to ensure drainage away from the structure.
The grade shall fall a minimum of 6” within the first 10 feet (5% slope).
Impervious surfaces within 10 feet of the building foundation shall be slope a minimum of 2% away from the building.
ARCHITECTURAL
Provide building information on plans:
- Occupancy type: R3 / U
- Construction type: Type V – B
- Fire sprinklered: Yes / No
- Fire sprinkler type:(where applicable)
List new open trellis in the “project description” and specify square footage of the open trellis, measured covered area.
Sheet A1.1. In new addition area, show dimensions between each exterior wall corners and overall dimensions. Review the specified square footage shown on the cover sheet is consistent with the dimensions of new addition area. See red marks on plan.
Sheet A1.1. List the use of each room or area.
Sheet A1.1. Show 30-inch clear width for water closet compartments and 24-inch clearance in front of a water closet. The new bathroom appears not comply with code.
Sheet A1.1. Show location of heating equipment (e.g. furnace or heat pump shall match energy calculation) on the plans. (CRC R303.8).
Sheet A1.1. Show location of the electrical panel and meter on plan.
Sheet A1.1. Wall between existing living room and new living room should be 50 % open and unobstructed which is 11.5 feet wide. Please revise plan. (CRC R303.2).
Sheet A1.1. A dryer compartment shall be provided with a minimum opening of 100 square inches for makeup air in the door or by other approved means. (CMC 504.3.2)
Sheet A1.4. At new addition area, show downspout locations.
Sheet A1.4. Specify roof slope in all new roof area.
Sheet A1.4. Specify ICC approval number for asphalt shingle roof coverings.
Sheet A1.4. Callout attic vent locations, sizes and types on plans. Provide attic ventilation calculation to show minimum ventilation is provided. (CRC R806.2)
Sheet A 3.1. Detail 3. Revise footing information (e.g. dimensions, embedment... to match foundation design, designed by license civil, structural engineer or architect.Sheet A3.1. Show exterior wall construction assembly. A minimum of one layer of No. 15 asphalt felt, free from holes and breaks, complying with ASTM D 226 for Type 1 felt shall be applied over studs of all exterior walls. Specify that two layers of Grade D or 60 minute Grade D paper shall be applied over all wood base sheathing. (CRC R703.2)
Sheet A3.1. Specify a minimum 0.019” (No. 26 galvanized sheet gage) corrosion-resistant or plastic weep screed located below foundation plate line and 4 inches above grade on all exterior stud walls or 2-inches above paved areas. (CRC R703.6.2.1)
Show a minimum of 8” separation between the sill plates and finish grade. Revise finish grade elevation shown in the details. 100’-8” = 99’4”? [2019 CRC R317.1].
GREEN
Pending. Plans shall indicate method of verification of compliance with all 2019 CALGreen requirements. Third party or other methods shall demonstrate satisfactory conformance with mandatory measures.

ENERGY
Pending. Please submit energy calculation for review. Additions and alterations are required to comply with 2019 California Energy Code Section 150.2. Submit an energy compliance package showing compliance with code prescriptive approach OR a complete computer performance analysis.
The Certificate of Compliance (CF-1R) forms, Residential Measures Summary (RMS-1), Mandatory Measures Summary are to be signed and incorporated into the plans (24”x36”).

STRUCTURAL
All drawings and supporting documents shall be prepared, stamped, and signed by a California licensed architect or registered professional engineer. Provide structural design for roof addition and open trellis (CRC R301.1.3, CBC 107.1 and 107.3.4.1).
Provide structural floor and roof framing plans showing floor/roof/ceiling member sizes and direction of span. Provide structural details and cross-reference them to floor and roof framing plans.
Provide structural foundation plan showing slab and footings. On foundation and floor framing plans, clearly show braced wall panels, its construction, nailing, and hold-down sizes.Provide foundation details and cross-reference them to the foundation plan.
Submit engineering calculations for vertical and lateral loads prepared by a registered Civil, Structural Engineer or Architect. Additional Structural Corrections may apply.
In lieu of soils investigation report per Sections 1803.6 of the 2019 California Building Code, revise structural calculations for minimum foundation/footing design requirements for small projects as follows:
- Allowable foundation pressure not to exceed 1500 PSF.
- Footing to have minimum reinforcement of: 2 #4 at top and 2 #4 at bottom.
- The minimum depth of footings below undisturbed ground surface to be 18 inches.
- Slab construction shall be minimum 4” thick, reinforced with #4 bars at 18” on center each way.
- Doweling of the new foundations and slabs into the existing foundations and slabs shall be required. Dowels shall be a minimum of 6” into the existing concrete and shall extend a minimum of 24” into the new concrete. Dowels shall be minimum #3 bars at 18” on center or #4 bars at 24” on center.
- Minimum width and thickness of the footing shall comply with Table 1809.7 of the 2019 CBC.
