- Planning Division approval on the corrected/final set of drawings (647-5804.) Previously approved plans
should be submitted to expedite the process.
- Fire Department approval on the corrected/final sets of drawings ((714)573-6100)
- Police Department approval on the corrected/final set of drawings (647-5840)
- Public Works Agency approval (647-5039)
- Grading Permit. Application is made through the Building Safety Division (647-5800) and the plan review is by
the Public Works Agency (647-5039)State Division of Occupational Safety Permit (Cal/OSHA) (939-0145). A Cal/OSHA permit is required for:
- Construction of trenches or excavations which are 5‘or deeper and into which a person is required to descend.
- The construction or demolition of any building, structure, false-work, or scaffolding more than three stories
high or the equivalent height.Provide pedestrian protection in accordance with CBC Section 3306. Show location and type of protection on plan view. Provide typical construction details, sections, and elevations of pedestrian protection required. Pedestrian protection constructed within a public right of way shall require a building permit issued by the Building Safety Division and a separate approval from the City’s Public Works Agency (714) 647-5039.Sheet A001. Clearly indicate the scope of work under this building permit application:Provide project job description on the building permit application worksheet to reflect the work to be done
under the subject building permit application. There are three permit application shared on this submittal, please show job description for each permit separately.On sheet A.001. There are 4 on-grade accessible parking spaces are shown within the limit of work. However, they are not in the permit application. Please clarify if they are under separate permit or add them to the permit application, scope of work on plan and provide relevant accessibility design. ELEVATORSCBC Section 1009.4, Elevators. (5-tier parking garage) In order to be considered part of an accessible means of egress, an elevator shall comply with the emergency operation and signaling device requirements of California Code of Regulations, Title 8 Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders. Standby power shall be provided in accordance with Chapter 27 and 3003.ACCESSIBILITYSheet A102. There are 4 on-grade diagonal accessible parking spaces provided within the limit of work. However, they are not in any of the permit application. Please clarify. Refer to item 9b.Sheet A201 through A205. Provide detectable warnings in the vicinity of the stairways on each level where adjoining the parking stall or vehicular way. Walks that cross or adjoin a route provided for vehicular traffic, such as parking facility, shall be separated by detectable warnings, curbs, railings or other elements between the pedestrian areas and vehicular areas. §202, §11B-247.1.2.5, §11B-705.1.2.5Provide at least 3 van accessible parking spaces based on the total 16 accessible parking spaces. One in every six or fraction of six parking spaces required by Section 11B-208.2 Minimum Number, but not less than one shall be van accessible. Show parking location on plan and revise parking analysis table. §11B-208.2.4, 11B-502, Fig 11B-502, 11B-502.3, & 11B-502.3.3GREENPlease fill out the CALGreen Non-Residential Checklist form and CALGreen Non-Residential Certification form and incorporate them into the drawings. Sheet A201 through A205. Show location of the future EV charging spaces on the floor plan. (46 stalls total).STRUCTURALSheet S1.0. Foundation notes. Please incorporate the information of the addendum of the geotechnical report (Report number: 12320.001) into the note 2-1.Sheet S2.1. Slab-on-grade note #2. Specify the subgrade soils from the soils report into this plan. Provide complete information on plan and obtain the further approval from the geotechnical engineer.Sheet S2.1. Identify continuous footing along the ramp wall on grid line B and under the block walls in the electrical room and telecom room.Sheet S3.1. Column schedule. Specify 5000 psi minimum concrete compressive strength for C4, C6 and C7 columns in the column schedule per structural calculation.Sheet S3.3 and S3.4. On the tier 5 level, reduce the cross-tie spacing not to exceed 5” based on the smallest #7 longitudinal bar (ACI18.6.4.4).Calculation page 43 (typical slab) and page 47 (roof slab). Clarify the input data that plan has three 15.17 feet span on each end of the one-way slab (Refer to sheet S2.1 through S2.5 between grid A.3 and C.7). However, only two 15.17 feet spans in the slab design.Calculation page 59. The cantilever portion of the beam (span 10.75 feet at the elevator landing) is 2 inch deeper than the rest of the beam (37” vs. 35”). Please clarify the 2 inches difference on the elevation detail 4/S4.10 and section 9/S4.5.On the rigid diaphragm design, please provide calculation to check (1) inherent torsion per ASCE 7-16 Section 12.8.4.1 and (2) accidental torsion per ASCE 7-16 Section 12.8.4.2. Please check rigid diaphragm and concrete shear wall and concrete moment frames due to the increased lateral load for torsional effect:Inherent torsion. The inherent torsional moment should be included in the design where the location of center of mass and center of stiffness are different. (ASCE 12.8.4.1).Accidental torsion. The calculated center of mass at each level should be displaced 5 percent, plus the inherent torsion to account for the accidental torsion effect. (ASCE 12.8.4.2).Accidental torsion should be considered in both directions.Accidental torsion (where forces are applied concurrently in two orthogonal directions) should be applied to the x or y direction to produce the greatest effect.Accidental torsion and inherent torsion should be additive.Sheet S4.8. Detail 1, 2 and 5. Provide calculation to justify the 8” CMU retaining wall design in the elevator pit.Sheet S2.11. Provide lateral design and calculation on the loading dock structure on grid line 2:Please use the suitable R value for cantilever column system for lateral resisting system. (ASCE 7 Table 12.2-1). Design concrete grade beam to support the lateral force fromcantilever steel columns.Verify the grade beam elevation not to interrupt the loading dock traffic.GEOTECHNICALSubmit a signed and stamped letter from the geotechnical engineer indicating that he/she has reviewed the foundation plans and concurs that the plans are in conformance with the geotechnical report recommendations.
