This is a complete tenant improvement/change of use plan review.The drawings/information submitted for Building Safety Division review is incomplete. The applicant shall, prior to resubmitting, complete all construction documents to show compliance with the 2019 California Building Standards Code with local amendments:(Note that Planning approval is required prior to building plan check)It seems there are several existing construction in this building has no building record in the city listed as follows:The entire second floor shown on page A2.2. This building was originally permitted as a single story building.Multiple east facing windows shown on page A2.0 through A2.2. Refer to red mark area.Existing first floor plan on page A2.0. The floor plan layout has no record.Please provide the building record( permitted plans) if you have one that all area as stated above are permitted OR modify the permit application and the scope of work on the plan to include the construction OR complete demolish the all unpermitted work on the second floor to return to the original permitted condition.Provide relevant architectural plans including existing permitted floor plan, label proposed floor plans on both levels, elevations, at least two building cross-sections, energy, green, structural plans and calculation for the proposed work.Multiple east facing windows shown on page A2.0 through A2.2. Crime Prevention Section by telephoning 714-647-5840)CBC Section 1010.1.9, Note on drawing: “Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort.”All doors require a level floor landing on each side in accordance with CBC Sections 1010.1.5, 1010.1.6, 1010.1.7, 11B-404.2.4.4and 11B-404.2.5 and CBC Figures 11B-404.2.4.1 and 11B-404.2.4.2. Provide typical door threshold details and details of change in floor covering material.Revise the drawings to reflect under CBC Section 1010.1.9.4 Exception 2.2, which reads “THIS DOOR MUST REMAIN UNLOCKED WHENEVER THE BUILDING IS OCCUPIED.”STAIRWAYThe existing stairways are unrecorded. Provide stairway design. Stairways shall show compliance with CBC Sections 1011 and 11B-504 including applicable disabled accessibility requirements.

- CBC Section 1011.3, Dimension stairway headroom clearance. 80” minimum clearance.
- Stairway shall be accessible with handrails on both side with extensions on the top and bottom landing.The walls and soffits within enclosed usable spaces under enclosed and unenclosed stairways shall be protected by 1-hour fire-resistance-rated construction or the fire-resistance rating of the stairway enclosure, whichever is greater. Access to the enclosed space shall not be directly from within the stair enclosure.HANDRAILS FOR STAIRWAYSProvide handrail details on the drawings showing compliance with CBC Section 1011.14, 1014, and 11B-504.6.
- Stairways shall have handrails on each side.
- Handrails shall be 34 to 38” above the nosing of treads.
- Handrails shall extend a minimum of 12” beyond the top nosing, and shall extend a minimum of 12” plus the
tread width beyond the bottom nosing.
- Ends of handrails shall be returned or shall terminate in newel posts of safety terminals.
- Handrails projecting from a wall shall have a space of 1½” between the wall and the handrail.
- The handgrip potion of handrails shall not be less than 1¼” nor more than 1½” cross-sectional dimension or
the shape shall provide an equivalent gripping surface. The handgrip portion of handrails shall have a smooth
surface with no sharp corners. Any wall or other surface adjacent to the handrail shall be free of sharp or
abrasive elements. Edges shall have a minimum radius of 1/8”.EXIT SIGNSExit illumination and exit sign requirements in accordance with CBC Section 1013 shall be shown on the drawings. Be specific as to the type of exit signs to be installed.CBC Section 1013.1. Provide a directional exit sign at changes in exiting direction.CBC Section 1013, Requires exit signs to be readily visible from any direction of approach. No point shall be more than 100’ from the nearest visible exit sign. Revise the drawings to show compliance.CBC Section 1008, Requires means of egress from all occupied parts of the building be provided with at least 1’ candle of light at floor level. Show compliance on the drawings.If emergency warning systems are required, they shall activate a means of warning the hearing impaired. Emergency warning systems, as part of the fire-protective signaling system, shall be designed and installed in accordance with NFPA 72 as amended in CBC Chapter 35. CBC Section 1009.9, check with the Fire Department when, how, and where applicable.Tactile exit signs shall be required at the following locations:
- Each grade-level exterior exit door shall be identified by a tactile exit with the word “EXIT.”
- Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp shall be
identified by a tactile exit sign with the following words as appropriate:“EXIT STAIR DOWN”“EXIT RAMP DOWN”“EXIT STAIR UP”“EXIT RAMP UP”
- Each exit door that leads directly to a grade-level exterior exit by means of an exit enclosure, or an exit
passageway, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit access door from an interior room or area to a corridor or hallway, which is required to have a visual
exit sign, shall be identified by a tactile exit sign with the words “EXIT ROUTE.”
- Each exit door through a horizontal exit shall be identified by a sign with the words “TO EXIT.”For the purpose of Section 1013.4, the term “tactile exit signs” shall mean those required signs that comply with Chapter 11A, section 1143A or Chapter 11B, section 11B-703.1, 11B-703.2, 11B-703.3 or 11B-703.5.ACCESSIBILITYPlease fill out the Disabled access compliance form to demonstrate the accessible path of travel is in compliance with 11B-202.4. This form is attached with the plan check comment email.SITE ACCESSIBILITYAt least one accessible route shall be provided within the site from accessible parking spaces to the accessible building or facility entrance they serve to each suite. Where more than one route is provided, all routes must be accessible. §11B-206.2.1 (See exceptions). The running slope of walking surfaces shall not be steeper than 1:20 (5%). The cross slope of walking surfaces shall not be steeper than 1:48 (2.083%). §11B-403.3According to the proposed layout, there is no exterior accessible route from suite B to the trash enclosure. Revise design to provide an accessible route from accessible entrance of the suite B to the trash enclosure. The accessible route shall comply with 11B Division 4, within the same lot and not traveling behind other parked cars.Provide detectable warning on the exterior side of the exit/entrance door in suite A, B C where adjoin vehicular traffic. Detectable warnings provided to separate walks that cross or adjoin a route provided for vehicular traffic, such as in a street, driveway, or parking facility, shall be 36 inches in width and continuous at the boundary between the pedestrian areas and vehicular areas. §202, §11B-247.1.2.5, §11B-705.1.2.5Provide detectable warning details showing compliance with Section 11B-705.1.1.3.1. §11B-705.1.1.3.BUILDING ACCESSIBILITYAll entrances and exterior ground-floor exits to buildings and facilities shall comply with 11B-404 Doors, Doorways, and Gates. §11B-206.4.1Door openings shall provide a clear width of 32 inches minimum. Clear openings of doorways with swinging doors shall be measured between the face of the door and the stop, with the door open 90 degrees. Openings more than 24 inches deep shall provide a clear opening of 36 inches minimum. There shall be no projections into the required clear opening width lower than 34 inches above the finish floor or ground. Projections into the clear opening width between 34 inches and 80 inches above the finish floor or ground shall not exceed 4 inches. §11B-404.2.3Minimum maneuvering clearances at doors and gates shall comply with 11B-404.2.4 Maneuvering Clearances. Maneuvering clearances shall extend the full width of the doorway and the required latch side or hinge side clearance. §11B-404.2.4Swinging doors and gates shall have maneuvering clearances complying with Table 11B-404.2.4.1. §11B-404.2.4.1Doorways less than 36 inches wide without doors or gates, sliding doors, or folding doors shall have maneuvering clearances complying with Table 11B-404.2.4.2. §11B-404.2.4.2Maneuvering clearances for forward approach shall be provided when any obstruction within 18 inches of the latch side an interior doorway, or within 24 inches of the latch side of an exterior doorway, projects more than 8 inches beyond the face of the door, measured perpendicular to the face of the door or gate. §11B-404.2.4.3Thresholds, if provided at doorways, shall be ½ inch high maximum. Raised thresholds and changes in level at doorways shall comply with 11B-302 Floor or Ground Surfaces and 11B-303 Changes in Level. §11B-404.2.5.Handles, pulls, latches, locks, and other operable parts on doors and gates shall comply with 11B-309.4 Operation. Operable parts of such hardware shall be 34 inches minimum and 44 inches maximum above the finish floor or ground. Where sliding doors are in the fully open position, operating hardware shall be exposed and usable from both sides. §11B-404.2.7Swinging door and gate surfaces within 10 inches of the finish floor or ground measured vertically shall have a smooth surface on the push side extending the full width of the door or gate. Parts creating horizontal or vertical joints in these surfaces shall be within 1/16 inch of the same plane as the other and be free of sharp or abrasive edges. Cavities created by added kick plates shall be capped. §11B-404.2.10STAIRWAY ACCESSIBILITYAll steps on a flight of stairs shall have uniform riser heights and uniform tread depths. Risers shall be 4 inches high minimum and 7 inches high maximum. Treads shall be 11 inches deep minimum. Curved stairways with winder treads are permitted at stairs which are not part of a required means of egress. (See exception) §11B-504.2Interior stairs shall have the upper approach and lower tread marked by a stripe providing clear visual contrast. Exterior stairs shall have the upper approach and all treads marked by a stripe providing clear visual contrast. The stripe shall be a minimum of 2 inches wide to a maximum of 4 inches wide placed parallel to, and not more than 1 inch from, the nose of the step or upper approach. The stripe shall extend the full width of the step or upper approach and shall be of material that is at least as slip resistant as the other treads of the stair. A painted stripe shall be acceptable. Grooves shall not be used to satisfy this requirement. §11B-504.4.1
The radius of curvature at the leading edge of the tread shall be ½ inch maximum. Nosings that project beyond risers shall have the underside of the leading edge curved or beveled. Risers shall be permitted to slope under the tread at an angle of 30 degrees maximum from vertical. The permitted projection of the nosing shall extend 1¼ inches maximum over the tread below. §11B-504.5 (See exception for existing buildings)Top of gripping surfaces of handrails shall be 34 inches minimum and 38 inches maximum vertically above walking surfaces, stair nosings, and ramp surfaces. Handrails shall be at a consistent height above walking surfaces, stair nosings, and ramp surfaces. §11B-505.4Clearance between handrail gripping surfaces and adjacent surfaces shall be 1½ inches minimum. Handrails may be located in a recess if the recess is 3 inches maximum deep and 18 inches minimum clear above the top of the handrail. §11B-505.5Handrail gripping surfaces with a circular cross section shall have an outside diameter of 1¼ inches minimum and 2 inches maximum. §11B-505.7.1At the top of a stair flight, handrails shall extend horizontally above the landing for 12 inches minimum beginning directly above the first riser nosing. Extensions shall return to a wall, guard, or the landing surface, or shall be continuous to the handrail of an adjacent stair flight. §11B-505.10.2At the bottom of a stair flight, handrails shall extend at the slope of the stair flight for a horizontal distance equal to one tread depth beyond the last riser nosing. The horizontal extension of a handrail shall be 12 inches long minimum and a height equal to that of the sloping portion of the handrail as measured above the stair nosings. Extension shall return to a wall, guard, or the landing surface, or shall be continuous to the handrail of an adjacent stair flight. §11B-505.10.3.Suite C. The break room shall be accessible. A 5 feet diameter turning space, accessible counter and accessible sink is required. Provide design and details.Sheet A-2.3. The existing unrecorded restrooms and the new proposed restrooms are shall be accessible and comply with 2019 CBC Chapter 11B. Provide complete dimensions on plan between interior face of the walls on all restrooms and cross-reference applicable accessible details to plan.Provide enlarged single-use restroom in suite B. Provide accessible counter, interior dimensions, turning space, and clear floor space in front of each accessible plumbing fixture.TOILET AND BATHING ROOM CLEARANCESDoor shall not swing into the clear floor space or clearance required for any fixture. Other than the door to the accessible water closet compartment, a door in any position may encroach into the turning space by 12 inches maximum. §11B-603.2.3. The door encroaches the turning space. Review and revise the design.At single user toilet or bathing rooms, doors shall be permitted to swing into the clear floor space or clearance required for any fixture only if a 30 inch by 48-inch minimum clear floor space is provided within the room beyond the arc of the door swing. §11B-603.2.3 (See exception)Provide grab bar design for the single-use restrooms.Clearance around a water closet shall be 60 inches minimum measured perpendicular from the sidewall and 56 inches minimum measured perpendicular from the rear wall. - Guard(s). CBC Sections 1013 and 1607.7.
- Change in floor use/loading. Refer to CBC Section 1607 and CBC Table 1607.1. This includes:
- Removal of bearing wall(s).
- New opening(s) in bearing wall(s).
- unrecorded second floor.
- Any other structural alteration including unrecorded exterior window openings.
- Removal or alteration of existing shear walls.CBC Section 1603.1. Construction documents shall show the size, section and relative locations of structural members with floor levels, column centers and offsets dimensioned. The design loads and other information pertinent to the structural design required by Sections 1603.1.1 through 1603.1.8 shall be indicated on the construction documents.The engineer or architect in responsible charge of the structural design work shall include in the construction documents the following:
- Structural tests and inspections required by CBC Chapter 17.
- CBC Section 106.1, Appendix Chapter 1. Inspection and observation program. When special inspection is
required by Section 1704, the architect or engineer of record shall prepare an inspection program that shall be
submitted to the building official for approval prior to issuance of the building permit. The inspection program
shall designate the portions of the work that require special inspection and the name or names of the individuals
or firms who are to perform the special inspections, and indicate the duties of the special inspectors.
- CBC Section 106.3.4.1. The special inspector shall be employed by the owner, the engineer, or architect of
record, or an agent of the owner, but not the contractor or any other person responsible for the work.
- Telephone (714) 647-5853 to obtain information on becoming a registered special (deputy) inspector in the
City of Santa Ana.
- CBC Section 106.3.4.1. The inspection program shall include samples of inspection reports and provide time
limits for submission of reports.
- CBC Sections 106.3.4.1 and 1704. The structural engineer of record shall provide periodic and final
inspections for all structural elements to ensure completed construction agrees with his/her design.
- Other structural inspections required by the engineer or architect in responsible charge of the structural design
work.
